3:30 p.m.   LAND USE DEPARTMENT 
Public Meeting:  Docket BVCP-15-0001 Boulder Valley Comprehensive Plan Land Use Designation Change Requests; The Commissioners will deliberate and decide on public requests for land use designation changes submitted for the Boulder Valley Comprehensive Plan Five-Year Major Update. The requests are for land use designation changes at 3261 3rd Street (Request #25), 2801 Jay Road (Request #29), and 6655 & 6500 Twin Lakes Road, 0 Kalua Road (Requests #35 & #36).   The decisions follow a joint County Commissioners – Planning Commission public hearing on these matters that took place August 30, as well as decisions on these matters by Planning Commission on September 21.
No further public comment will be taken at this time.

1.   Application from Life Chain to use the northeast corner of the intersection of Hover &  Nelson Roads, Longmont (Boulder County Fairgrounds), for a peaceful, prayerful protest against abortion.

HOUSING AUTHORITY DISCUSSION ITEMS

2.   Housing Authority:           
a.   H.A. Resolution 2016-13, approving the 2017 Annual Plan mandated by the U.S. 
Department of Housing and Urban Development for Boulder County Housing Authority;
b.   Public Housing Agency Certifications of Compliance with PHA Plan and Related 
Regulations including Required Civil Rights Certifications.

COMMISSIONERS CONSENT ITEMS

3.   Land Use Department:  Resolution 2016-96, amending the adoption of the 2015 editions of the International Codes, additions and amendments, as the Boulder County Building Code for application within the unincorporated area of Boulder County.
ACTION REQUESTED:  Adoption / Signature

4.   Parks and Open Space Department:  Form 8283 for charitable donation (Ertl (Jill) Property Fee Acquisition).
ACTION REQUESTED:  Approval / Signature

5.   Community Services Department: 
a.   Non-profit agency contract with El Centro Amistad to provide substance education 
and awareness services ($19,850 grant funding);
b.   Intergovernmental Agreement with Boulder County Public Health to provide substance  education and awareness services ($76,000 grant funding).
ACTION REQUESTED:  Approval / Signature

6.   Housing and Human Services: 
a.   Continuing grant application to the Colorado Department of Human Services for the 
Chafee Foster Care Independence Program ($103,956 federal funding);
b.   Contract with the Colorado State University Center for Families & Couples Therapy
for trauma assessment services (not to exceed $40,000).

7.   IMPACT:  Contracts
a.   Amendment No. 2 to Task Order 2015-10 with the Mental Health Center of Boulder County, Inc. dba Mental Health Partners to provide Family Integrated Treatment Court services, extending the term through 10/31/16 and increasing the contract amount (not to exceed $149,728);
b.   Renewal with Legacy of Learning dba Dreamcatcher Direct Instruction Centers to provide educational testing and instruction to improve academic levels of achievement for Senate Bill 94-eligible youth, with amendment No. 1 to update the scope of work and fee schedule (not to exceed $34,000);
c.   Amendment No. 1 with Specialized Alternatives for Families & Youth of America, Inc. to add background check language and increase funding (not to exceed $300,000).

8.   Transportation Department:  Contract amendments
a.   Flood-related Amendment No. 1 with Technology Constructors, Inc. for the 6700 Valmont Embankment Stabilization project extending the contract date to 12/31/17 for seeding establishment (no additional expenditure);
b.   Amendment No. 1 with L&M Enterprises for the LOBO Trail – IBM Connection project extending the term to 12/31/17 (no additional expenditure).

Elected Officials and Department Heads Matters

9.   Parks and Open Space Department:  Joint purchase with the Transportation Department of a new John Deere multipurpose mower capable of performing snow removal, trail sweeping, and moving operations ($40,071.56).

10.  Sheriff’s Office:  Request for a bid waiver for TriTech fka Tiburon to provide consulting services for a Tiburon jail & records management  software upgrade ($77,000), with attached contract.
ACTION REQUESTED:  Approval / Signature

11.  Financial Services Division: 
a.   Request to drawdown funds from the 2015 Certificates of Participation to reimburse
the county for capital costs associated with disaster recovery that are not reimbursable by external grant sources (total $1,207,026.47);
b.   Request to use Disaster Sales Tax dollars for a regularly scheduled payment on the 
Certificates of Participation ($943,049.09).
