Final Official Results Available for 2016 Primary Election

Boulder County, Colo. – The final, official results from Boulder County’s 2016 Primary Election are available now at www.BoulderCountyVotes.org.

The Elections Division added 1,501 additional ballots to the tally at the end of the 8-day period on Wednesday evening, July 6 for a total of 38,067 ballots counted. Democratic turnout for the primary election was 29.2% for active democratic voters. Republican turnout for the primary election was 33.6% of active republican voters.

The bulk of the 8-day updated tally included our reserve ballots, but it also included a small amount of ballots from overseas and military voters whose ballot was received after election day, but before the close of business on Wednesday as well as ballots from voters who needed to fix a signature discrepancy or were missing a signature on their ballot envelope among a few other categories of ballots that are processed after election day.(For more information on what types of ballots are processed at the end of the 8-day window, please see our post-election day press release).

The final official results include the Statement of Votes, a document that shows precinct-by-precinct results for every issue on Boulder County ballots for this primary election. The certified Statement of Votes has been forwarded to the Colorado Secretary of State’s office to become part of the official statewide election record.

Last week, elections staff completed the 2016 Primary Election audit, a post-election quality assurance test that ensures the accuracy of the machine tally of votes. The audit used this year compared a manual tally of votes with the actual election-night machine tally of the same ballots. Any discrepancy was researched and resolved. A final report was issued to the Boulder County Canvass Board for verification prior to election certification.

Additionally, elections staff also completed the reconciliation process. This process provides the data, reports, and documentation for the Canvass Board to certify that the number of votes counted is equal to or less than the number of ballots cast and that the number of ballots cast is equal to or less than the number of eligible voters. The Reconciliation Report has also been posted online.

Despite the fact that here were no documented discrepancies found in the audit or reconciliation that impacted the outcome of any contest, the two Republican Party members of the Canvass Board declined to sign the documentation that the election was conducted accurately. This decision does not impact that the election results are now certified.

“I am extremely disappointed that the Republican Party members who chose to serve on the Canvass Board used their role to express political dissatisfaction with the Colorado election process and mail ballot elections,” stated Hillary Hall, Boulder County Clerk and Recorder. “Boulder County Republicans, and the community at large, deserve better. They declined to sign the certification solely for political purposes outside of the scope of their role as Canvass Board members. Our election reconciliation and audit clearly show the election results are accurate, but they still declined to sign the documentation based off their overall concerns about mail ballot elections, which frankly have no merit either. The place to address their objections is with the state legislature and our law makers."

By Secretary of State Rule, if nothing found in the audit or reconciliation of the election impacts the outcome of the election, the results must be certified. There were no documented discrepancies found in the audit or the reconciliation that impacted the outcome of any contest. 

The Boulder County Canvass Board reviewed the final audit and reconciliation election documents on Monday afternoon. This year’s Canvass Board consisted of Boulder County Clerk and Recorder Hillary Hall, Maureen Denig and Cathy Jarrett representing the Republican Party, and Paul Geissler and Sally Martin representing the Democratic Party.
