On Tuesday, the Boulder County Planning Commission and the Board of County Commissioners will listen to: 1) staff recommendations regarding whether land use change requests should undergo further study, 2) a staff update on the comprehensive plan update process, and 3) public comments. Following this joint public hearing on the evening of the 26th, the Planning Commission will deliberate and vote on which properties should proceed for further study and analysis. On January 27th, the Boulder County Commissioners will vote on a version of the requests that reflects any changes resulting from the Planning Commission’s decision. No further public comment will be taken at the January 27th meeting.

If the Board of County Commissioners and Planning Commission approve a request, then the City Planning Board and City Council will consider whether the request should receive further consideration at a hearing on Feb. 2, 2016. City Council will adjourn that evening while Planning Board will stay, deliberate, and decide. City Council will reconvene on February 29th to make their decision.

The Jan. 26th hearing with the Board and County Commissioners and Planning Commission will be the first hearing of requests regarding properties in Area II and Area III. The public will have additional opportunities to comment during the spring and summer in response to staff reporting on the results of more detailed analysis of the proposed changes.

What to Expect at the January 26th Public Hearing
Staff will give a brief presentation on the requests and subsequently answer questions by the approval bodies regarding the requests. Due to the unique nature of the Boulder Valley Comprehensive Plan public hearing on January 26, 2016, we will be organizing the public hearing differently than a typical Land Use docket. We have created an online sign-up sheet so that you may sign up to speak prior to Jan. 26, 2016. We will organize the public testimony in order to manage the dialogue for the decision-making boards. Please indicate which topic you intend to address as part of your testimony using the drop-down menu on the sign-up form. If you intend to speak about more than one request or if your comments are more general in nature, these comments will be grouped into the “General Comments” category following the policy-specific and property-specific requests at the very end of the meeting.

Procedures

  • Everyone will have an opportunity to speak.
  • One requestor will be permitted to speak per grouped request category. (See items B and C above).
  • We will be signing up the requestors manually. If you have received emails asking to choose a requestor to speak please let me know who will be speaking as a requestor for that specific property. (A requestor is someone who has formally submitted a change request prior to Oct. 2, 2015).
  • Individual requestors are those who have been selected by their group and will have 3 minutes to speak; “pooled” requestors (explained below) will have 5 minutes to speak on their request; everyone else will have 2 minutes to speak.

– Pooling time among requestors: Requestors may pool time among 3 total requestors in order to increase their pooled speaking time to a maximum of 5 minutes. We are still allowing only one requestor per same/similar request. However, if you did not get to present as a requestor, you may still present during the portion right after the requestors for up to 2 minutes per person.
– Pooling time among other speakers: If you are speaking during the public portion of comments for any given property, you may also pool time with 2 total people for 4 minutes or 3 total people for 5 minutes. The time-donors must be present at the hearing.
– During this time, if you were a requestor and are speaking as a member of the public, you’re more than welcome to point out that you were a requestor for this property too.
– Property owners for all land use change requests will be the first to speak for each property.

  • Verbal presentations only – the hearing room projector will not be available to requestors or other speakers. The computer and projection will be used to display the order of speakers so that speakers know approximately when they will be speaking and so they can queue.
  • We strongly encourage that everyone speaks just once on January 26th. If you wish to speak for more than 1 property, all of those comments will be heard following the policy-specific and property-specific testimony during the “General Comments” portion of the public meeting.

 

Online Sign-Up
For this hearing we will administer online sign-up for anyone wishing to provide their comments to the Board in person. An electronic sign-up form for Individual Speakers and pool time groups is available at http://bit.ly/BVCP2016.

Speakers signing up for pooled time will need to include the names and addresses for anyone donating their time. Pool Time speakers can have a maximum of 5 minutes to speak (provided that a minimum of 2 other people donate their time). Individual speakers will have 2 minutes each during the public hearing portion.

Speakers will be organized in the order that their sign-up submission is received online and will be placed in a time slot which corresponds to the topic each speaker wishes to address. The list of speakers will be available on the website the morning of January 26 for reference and planning purposes. Assigned time slots are approximate and speakers must be present when they are called to speak.

In-person sign-ups on Jan. 26 will be accepted, but those speakers will be added to the end of the speaker list. Anyone needing assistance adding their name to the list can call 720-564-2605, email rhackett@bouldercounty.org, or stop by the Land Use Office at 2045 13th Street, Boulder.


Helpful Hints for Successful Public Testimony
•    The audio recording is the official record of the meeting. Please speak clearly and directly into the microphone.
•    Please introduce yourself by stating your name and your address (“My name is Susan Jones and I live at 123 Main St…”).
•    Speak to why a land use or policy change request should or should not move forward in the review process rather than why a requested change should be “approved” or “denied”.  At this time, the decision making bodies are only considering whether requests should stay in the process for further review.
•    Public testimony is your time to speak directly to the decision makers. The decision makers do not generally ask follow-up questions nor will they answer questions you raise. Staff will respond to any questions at the conclusion of the public hearing.
•    If you would like to provide the decision-makers with reports or maps or photos during the meeting, please bring 12 copies of your materials. They will become part of the public record for this docket. They will not be returned to you.

Please note that if any one governing body does not recommend a given request for further study, that request will not move forward in the process. Requests regarding properties in Area I that receive recommendation for further study by the two city governing bodies will move forward in the process and will not be considered by the county. Policy changes may require both city and county action if the policy refers to both the city and county. Otherwise the policy only needs approval by the city. All requests affecting Area II and III properties that the county recommends for further review will be considered at the February 2nd joint meeting of the Boulder City Council and Planning Board.
