State Water Board Adopts Bay-Delta Plan Update
The State Water Resources Control Board last week adopted its updated Water Quality Control Plan for the San Francisco Bay/Sacramento-San Joaquin Delta Watershed (Bay-Delta Plan).
At the center of the updated plan is a new model for protecting water quality that provides two enforceable pathways to achieve the plan’s objectives and improve the health of the Bay-Delta: One pairs commitments by participants in the Healthy Rivers and Landscapes program - previously known as the voluntary agreements - with enforceable requirements and a strong regulatory backstop. The other is a more traditional regulatory pathway focusing primarily on enhanced flows.
