The Department of Water Resources (DWR) has developed GSA Onboarding Resources including an Onboarding Checklist and a Handbook Template, to support Groundwater Sustainability Agencies (GSAs) as they welcome new board members and staff into their roles under the Sustainable Groundwater Management Act (SGMA). These materials are designed to help orient new team members to GSA governance, local Groundwater Sustainability Plan (GSP) implementation, and key SGMA requirements.
The resources include two documents. The first is the Onboarding Checklist paired with Section I of the Handbook Template, which highlights GSA- and GSP-specific information. This file is provided as a customizable Word template and is available here. The second document includes Section II of the Handbook Template, presented as a PDF that outlines statewide information and resources; it is available here. A short training video on how to use the template is under development and will be released soon.
By consolidating essential information, these resources can help ensure that board members and staff—regardless of their experience level—receive a clear and organized introduction to their roles.
These resources can also be found from DWR’s Assistance and Engagement Website: https://water.ca.gov/programs/groundwater-management/assistance-and-engagement, under the ‘Communication and Engagement Toolkit’ dropdown accordion, which take users to a Box.com resource folder.
