2026 Delta Leadership Program Honored
 The Delta Protection Commission honored the 2026 cohort of the Delta Leadership Program last week – the culmination of four months of seminars, leadership skills-building and teamwork for this group of emerging Delta leaders.
Participants presented team projects that will inspire and inform Commission staff's work, including a proposed Youth Explorers Program, National Heritage Area Road Trip Itinerary, and a locally informed process for designing restoration projects in the Delta.
Moreno, Tirone Appointed to Delta Committee
The Delta Protection Commission appointed two new members last week to the Delta Protection Advisory Committee: Gia Moreno and Pat Tirone.
Moreno will serve in the Delta Organization seat. She is a fifth-generation resident of Hood who works at Delta High School and Clarksburg Middle School. She has served on the Pear Fair Planning Committee and Hood Community Council for eight years each.
Tirone will serve in the Delta Recreation seat. She operates the Delta Sculling Center, a nonprofit organization that provides year-round, on-water programming in the Delta for youth, adults, and adaptive athletes. She has been involved since 2019 in the development of the Delta Aquatic Center.
The Commission also reappointed incumbents Jeff Iniguez (Delta Agriculture Seat 1) and Edward Hard (State Agency seat).
One seat on the committee remains unfilled: the Utilities-Related Infrastructure seat.
Delta Conveyance Project Community Benefits Program Outreach Sessions Scheduled
Information sessions have been scheduled to reach out to the Asian American and Pacific Islander communities in the Delta about the Community Benefits Program of the Delta Conveyance Project (DCP).
The DCP is a proposed 45-mile tunnel diverting water from the Sacramento River at the town of Hood. The Community Benefits Program is a $200 million fund that aims to "deliver tangible, lasting and measurable benefits to communities nearest to, and most affected by, project construction activities." Sessions will be held:
- May 27 5:30-7:30 p.m. (on Zoom)
- June 12 (in-person in Stockton for Filipino identified community members in broad vicinity)
- June 13 (in-person in Sacramento for Filipino identified community members in broad vicinity)
- July 29 5:30-7:30 p.m. (on Zoom)
- August 12 5:30-7:30 p.m. (on Zoom)
- TBD (in-person in Sacramento for Filipino identified community members in broad vicinity)

Rice Incentive Program Deadline: June 15
June 15 is the deadline to submit concept proposals for a Delta Rice Incentive Program to the Sacramento-San Joaquin Delta Conservancy.
The Conservancy anticipates awarding two to three grants to eligible organizations serving various populations of farmers. The goal of the program is to fund rice conversion projects in the deeply subsided areas of the Delta.
Bat Talk/Tour Signups Open Soon
Signups for Bat Talks and Tours at the Yolo Bypass Wildlife Area open May 26 for Friends of the Yolo Basin Foundation and June 2 for the general public. Tours are held June through September.
Bat Talks and Tours include a family-friendly educational presentation with live ambassador bats, a brief tour of wetlands and rice fields, and the grand finale - the nightly flyout of the largest urban colony of Mexican free-tailed bats in California.

Weekend-Long, Overnight, and Day-long Closures on State Route 4
Two 55-hour full highway closures of State Route 4 from Roberts Road to the San Joaquin/Contra Costa County line are planned for July:
- 10 p.m. Friday, July 10-5 a.m. Monday, July 13
- 10 p.m. Friday, July 17-5 a.m. Monday, July 20

Overnight closures of SR-4 between Vasco Road and Byron Highway in Contra Costa County are scheduled to go through Wednesday, June 3. Closures will run from 7:30 p.m. to 5 a.m. Sundays through Thursdays. Learn more.
A full-day closure of SR-4 from Tracy Boulevard to the San Joaquin/Contra Costa County Line will take place Sunday, May 31, from 7 a.m. to 7 p.m. Learn more.
J-Mack Ferry Closed through July 8
Service for the J-Mack Ferry will be suspended for scheduled maintenance through July 8. During the service interruption, motorists are advised to use the Real McCoy II Ferry or the Miner's Slough Bridge. Learn more.
Caltrans Work on Old River Bridge on SR-4
Upgrades and repairs of the Old River Bridge on State Route 4, located at the San Joaquin/Contra Costa County line, east of Discovery Bay, will result in 24-hour one-way traffic controls through November. Learn more (PDF).

The 2026 schedule for the Delta Protection Commission's public bodies is here. The schedule includes meeting packets as they become available, and approved minutes.
May 21-22: Delta Independent Science Board meets. The agenda is posted here. The meeting includes a May 21 tour of the Bufferlands, EchoWater Resource Recovery Facility, and historic Nicolaus Dairy. Registration is required for the tour; reserve your spot by emailing disb@deltacouncil.ca.gov. It also includes a panel discussion of Nature-Based Solutions at 1 p.m. May 22. Read the notice (PDF).
