Delta Conveyance Project News
Council Denies Most Appeals
The Delta Stewardship Council voted 6-1 on April 23 to deny most of the appeals of the Delta Conveyance Project's Certification of Consistency with the Delta Plan. The Delta Protection Commission's appeal was among those denied.
The lone dissenting vote was by Councilmember Diane Burgis, a Contra Costa County supervisor who is also chair of the Delta Protection Commission. In her work on the Commission, Burgis has recused herself from all votes and discussions about the project.
On two appeals, the Council sent the project back to the Department of Water Resources to address 1) the improvement of habitat conditions for the nonnative invasive golden mussel, and 2) potential conflicts involving the Delta Conveyance Project’s Twin Cities Complex and Sac Sewer’s Harvest Water.

State Supreme Court Upholds Appellate Decision on Bond Financing
The California Supreme Court declined on April 22 to review an appellate court decision (PDF) rejecting bond funding for the Delta Conveyance Project. Read a Delta Counties Coalition press release about the decision.
SJ County Declares Golden Mussel Emergency
The San Joaquin County Board of Supervisors proclaimed a local emergency on April 28 in response to the growing threat posed by the invasive golden mussel in the Sacramento-San Joaquin Delta.
The board urgently called for strengthened state partnership, additional resources, and coordinated action to protect one of California’s most vital waterways.
Coast-to-Coast Relay in July Goes Through Delta
The Delta will host a 71-mile segment of the American Discovery Relay 250 - a 6,800-mile coast-to-coast relay on the American Discovery Trail commemorating the nation's 250th birthday.
The multi-modal (run-walk-bike-ride) relay will be held July 1-November 26, and the Delta segment, which is bicycle-focused, will be on July 8.

Applications Remain Open for Seat on Delta Protection Advisory Committee
Applications to fill the Utilities-Related Infrastructure seat on the Delta Protection Advisory Committee will remain open until the position is filled. The three-year term for the incumbent in this seat expires in May and the incumbent has not reapplied. Learn more and apply here.

Weekend-Long and Overnight Closures on State Route 4
The 55-hour full highway closures of State Route 4 from Roberts Road to the San Joaquin/Contra Costa County line that were planned for May have been moved to July:
- 10 p.m. Friday, July 10-5 a.m. Monday, July 13
- 10 p.m. Friday, July 17-5 a.m. Monday, July 20
Overnight closures of SR-4 between Vasco Road and Byron Highway in Contra Costa County were scheduled to begin Sunday and go through Thursday, May 21. Closures will run from 9 p.m. Sundays to 6 a.m. Thursdays. Learn more.
J-Mack Ferry Closed May 7-July 8
Service for the J-Mack Ferry will be suspended for scheduled maintenance May 7-July 8. During the service interruption, motorists are advised to use the Real McCoy II Ferry or the Miner's Slough Bridge. Learn more.
Caltrans Work on Old River Bridge on SR-4
Upgrades and repairs of the Old River Bridge on State Route 4, located at the San Joaquin/Contra Costa County line, east of Discovery Bay, will result in 24-hour one-way traffic controls through November. Learn more (PDF).

May 11: Delta Protection Commission meets at 5 p.m. The agenda is posted here.
May 21-22: Delta Independent Science Board meets. The agenda will be posted here at least 10 days in advance. The meeting includes a May 21 tour of the Bufferlands, EchoWater Resource Recovery Facility, and historic Nicolaus Dairy. Registration is required for the tour; reserve your spot by emailing disb@deltacouncil.ca.gov.
May 27: The Sacramento-San Joaquin Delta Conservancy meets. The agenda will be posted here at least 10 days in advance.
May 28: Delta Stewardship Council meets. The agenda will be posted here at least 10 days in advance.
June 2: Delta Protection Advisory Committee meets in Stockton. The agenda will be posted here at least 10 days in advance.
June 24: Delta NHA Advisory Committee meets. The agenda will be posted here at least 10 days in advance.
