First 2028 Water Plan Advisory Committee meeting, May 13 & 14
DWR is convening the first 2028 California Water Plan Advisory Committee meeting on Wednesday, May 13 (1 to 5 p.m.), and Thursday, May 14 (8:30 a.m. to noon) at the DoubleTree by Hilton Hotel in Sacramento. This meeting will also offer a virtual option for attendees; links and an agenda will be available soon. The Advisory Committee provides recommendations to DWR and informs development of the plan. The Advisory Committee is an appointed body, and all committee meetings are open to the public. New report focuses on strategies to maximize success of Prop 4
The California Water Data Consortium (Consortium) released Strengthening California’s Climate Bond Outcomes with Water Data Infrastructure, a new report on data and information systems-focused strategies and approaches to maximize the success of Proposition 4 (Prop 4). The report reflects insights from more than 100 water leaders convened last June — representing State agencies, local water managers, nonprofits, academic institutions, and more. Although California has dedicated $3.8 billion from Prop 4 for water resilience, many agencies and communities lack the data infrastructure, governance systems, and coordination mechanisms to help implement investments as effectively as possible and learn from outcomes. The new report outlines specific recommendations that extend beyond Prop 4 to guide all the state’s water and ecological resilience investments.
The Consortium will present an overview of their new report at a virtual town hall meeting on Wednesday, May 13, 11 a.m. to 1 p.m. Among other Prop 4 topics, the town hall panel will discuss ideas for integrating water and ecological data infrastructure into Prop 4 implementation and beyond. The event will also offer additional resources for granting agencies, grantees, and support organizations. Registration for this virtual town hall is open now.

DWR to host Prop 4 virtual workshop, April 30
To better understand how Proposition 4 (Prop 4) relates to DWR programs, DWR will host a joint workshop on the Sustainable Groundwater Management Grant Program and the Watershed Resilience Grant Program. The virtual workshop will provide a general overview of both programs, discuss upcoming Prop 4 funding opportunities, and provide an opportunity for early input on program development ahead of developing guidelines. This online event will be on Thursday, April 30, 9 a.m. to noon. Registration is required.
States’s first new conservancy in 15 years supports Salton Sea
On April 10, Governor Newsom and the California Natural Resources Agency (CNRA) announced the creation of the Salton Sea Conservancy. Established by Senate Bill 583 (Padilla), the new conservancy will support habitat restoration, improve air quality, and deliver lasting benefits to Salton Sea communities. The Salton Sea is nearly twice as salty as the Pacific Ocean and contaminated by agricultural runoff and other pollutants. It has been shrinking for decades because of decreased water flow. That exposes toxic dust that drifts through the region, causing asthma and other health problems in neighboring communities. The Salton Sea is also a biodiversity hot spot, hosting more than 400 bird species along the Pacific Flyway, one of North America’s main bird migration routes. The new conservancy is the first created in California in more than 15 years, since the Sacramento-San Joaquin Delta Conservancy was established in 2010.

Upcoming BCX webinar: CGS 3D model of San Joaquin Basin
The next DWR Basin Characterization Exchange webinar will take place on Tuesday, April 28. “Subsurface Geologic Framework Modeling in the Southern San Joaquin Basin” will feature Dan Boyd from the California Geological Survey (CGS). He will discuss a CGS-initiated pilot project to develop a 3D geologic framework model representing a stratigraphically focused interpretation of select subsurface formations within a portion of the San Joaquin Basin between the cities of Fresno and Bakersfield. These 3D models represent an increasingly important data resource for managing risk to life-safety, public and private infrastructure, and the economic welfare of the state.
