Delta National Heritage Area Passport Program Launches
 U.S. Rep. John Garamendi and the Sacramento-San Joaquin Delta National Heritage Area celebrated the launch of the NHA’s Passport Program Feb. 28 at RioVision Gallery in Rio Vista.
The Gallery hosts one of 27 self-serve “stamping stations” located throughout the Delta NHA, where visitors can stamp the NHA’s name, the date, and the city of the stamping station in passports.
Delta Meadows Park Property Meeting Tonight
California State Parks is holding a virtual meeting tonight to review and comment on draft concepts for the Delta Meadows Classification and General Plan.

Delta Aquatic Invasive Plants Control Begins March 19
 California State Parks’ Division of Boating and Waterways will begin this year’s efforts to control invasive aquatic plants in the Sacramento-San Joaquin Delta and its southern tributaries starting March 19.
Treatment is based on field survey data, water temperatures, and fish surveys, and the treatment season goes through Nov. 30.
Herbicide treatments will be used for water hyacinth, South American spongeplant, Uruguay water primrose, Alligator weed, Brazilian waterweed, curlyleaf pondweed, Eurasian watermilfoil, coontail, fanwort, and ribbon weed.

Webb Tract: Permits Received, Restoration Project Moving Forward
The Metropolitan Water District reports that all permits have been received and its wetland restoration project for Webb Tract is moving forward.
The goal of the project is to enhance local ecosystems, stop or reverse subsidence, and reduce greenhouse gas emissions in the Sacramento-San Joaquin Delta.
A request for proposals will be issued this spring. Anyone interested in receiving the RFP should email Malinda Stalvey at mstalvey@mwdh20.com.

Conveyance Hearing Recordings Now on YouTube

Recordings of the Delta Stewardship Council hearings on the Delta Conveyance Project are now available on YouTube.
On Feb. 26, the 10 parties appealing the certification that the project is consistent with the Delta Plan, including the Delta Protection Commission, provided testimony. The project proponent, the Department of Water Resources, also made its case that the certification of consistency is sound.
On Feb. 27, Council members asked questions and heard public comment.

WANTED: Exhibitors for California Duck Days
The Yolo Basin Foundation is still accepting exhibitors applications for the April 25 California Duck Days - A Family Nature Festival at the Yolo Bypass Wildlife Area.
The event features a wide variety of interactive exhibits for kids, and adults will enjoy it too, with tours of the wildlife area, Fly Tying for Beginners, lots of cool animals, and plenty of food trucks to keep hunger at bay.

Seasonal Job: Small Craft Operator for USFWS in Lodi
The Interagency Ecological Program is seeking a small craft operator to support the Delta Juvenile Fish Monitoring Program and Enhanced Delta Smelt Monitoring Program.
The position is for seasonal work lasting less than six months, and is based out of the U.S. Fish and Wildlife Service Lodi office.
Applications close March 17.
Protect our Waterways - Become a Dockwalker!
 Dockwalkers are partners who inspire and educate boaters and other recreators to be safe and environmentally sound while boating in California. They champion clean boating practices and distribute the California Boater Kit packed with pollution prevention materials while visiting marinas, launch ramps, marine supply stores, boat shows special events, or wherever boaters are.
Six trainings are coming up in Northern California - five virtual (dates between March 14 and May 28) and one in person (April 18).

Felony Convictions for Smith Canal Disaster
San Joaquin County District Attorney Ron Freitas announced the conviction of David Sump on multiple felony and misdemeanor counts following a deliberate and significant oil spill into the Smith Canal in Stockton.
Sump, who has a prior strike, was remanded into custody by Judge Villapudua. He faces up to six years in state prison.
2026 Delta HABs Workshop: March 19
Register now for the March 19, 2026, Delta Cyanobacterial Harmful Algal Bloom Workshop. It goes from 9 a.m. to 3 p.m. at the California Natural Resources Agency Building in Sacramento.
The workshop allows a cohesive approach to CHAB monitoring and community-based course correction to support adaptive management.
ROAD AND BRIDGE WORK
Route 4 Delta Pavement Improvement Project
Starting the week of March 15-21, Caltrans will begin a $22 million project to repair and upgrade nine miles of State Route 4 between the Old River Bridge east of Discovery Bay and South Whiskey Slough Road in Holt.
Overnight, one-way traffic control will be in place at various eastbound and westbound locations Sundays-Thursdays. Two 55-hour/weekend-long full highway closures will take place on dates to be announced.
The project is expected to be complete in February 2027. Learn more.
Marine Traffic Closures of Eight Mile Road Bridges to Continue
The marine-traffic closures of Eight Mile Road bridges over Honker Cut and Bishop Cut are expected to continue through March 27. The closures are part of a project to rehabilitate the mechanical and electrical systems on movable-span bridges in San Joaquin County. Learn more (PDF).
Caltrans Work on Old River Bridge on SR-4
Upgrades and repairs of the Old River Bridge on State Route 4, located at the San Joaquin/Contra Costa county line, east of Discovery Bay, will result in 24-hour one-way traffic controls through November. Learn more (PDF).

Applications Open for Delta Protection Advisory Committee
Applications to fill five seats on the Delta Protection Advisory Committee are open through Tuesday, March 31. The terms of five Committee seats expire in May 2026: Delta Organization (Mariah Looney), Delta Agriculture Seat 1 (Jeff Iniguez), Delta Recreation (vacant), State Agency (Edward Hard), Utilities-Related Infrastructure (Sam Garcia). Incumbents are eligible to reapply. Learn more and apply.

The Delta Protection Commission is hiring a Senior Environmental Planner with responsibilities that are key to the DPC’s mission: land use and levees. Learn more and apply. Deadline: March 20.
