State Water Board launches new CalWATRS water rights website
Earlier this month, the State Water Resources Control Board successfully launched CalWATRS, short for California Water Accounting, Tracking, and Reporting System. CalWTRS is the State's new-and-improved water rights data system that replaces the legacy eWRIMS platform. Using CalWATRS, water right holders will have a streamlined way to view all their water right records, file annual reports, and request water rights services. Learn all there is to know about the new UWUO reporting form
The State Water Resources Control Board (State Water Board) will host two webinars on the new Urban Water Use Objective (UWUO) Reporting Form. Beginning Jan, 1, 2026, urban retail water suppliers subject to the Making Conservation a California Way of Life regulation must use this form to report data. The first seminar will be on Thursday, Oct. 30, 10 to 11 a.m., and will include a walk-through of the reporting form, followed by a Q&A. The second seminar will be on Tuesday, November 18, 11 a.m. to noon, and will be entirely dedicated to Q&A. Registration is required for both webinars. 80th annual CARCD conference, Nov. 18–20, in Sacramento
Continuing its long tradition, the California Association of Resource Conservation Districts (CARCD) will bring together representatives from federal and State agencies, non-profits, private industries, farming communities, and resource conservation districts to share knowledge, build partnerships, and address urgent natural resource challenges. This year’s gathering, themed “Building Resilience Through Partnership,” will be held Tuesday–Thursday, Nov. 18–20, in Sacramento. Registration is open now. Delta Conveyance Project: DWR’s commitment to Delta farmland
The Delta Conveyance Project (DCP), designed to improve water supply reliability for the State Water Project and the 750,000 acres of irrigated farmland throughout the Delta that depend on it, has been carefully planned to minimize its impact on Delta farmland. The Delta region is an especially important agricultural area, with more than 500,000 acres of productive farmland. Although some agricultural land in the Delta will be used for the Delta Conveyance Project, DWR and Delta Conveyance Design and Construction Authority are taking significant and genuine steps to limit these impacts, involve local farmers in the planning, and compensate fairly for any losses. Within this framework, DWR has created a “Protecting Delta Farmland” fact sheet to help inform the public of the agency’s commitment to protecting Delta agriculture in the ongoing effort to modernize California’s water infrastructure. CLEE urges State to continue investing in soft infrastructure
The UC Berkeley Center for Law, Energy & the Environment (CLEE) has developed a new report to serve as a resource for State government officials and community leaders. Mapping California State Investments in Climate and Communities summarizes existing soft infrastructure that have been created through select State investments in the North and Central Coasts of California. Efforts to harness and augment existing soft infrastructure can help California achieve climate mitigation and adaptation goals, while also paving a new path for community-inclusive and equitable climate solutions. These State investments also present an opportunity to create stronger soft infrastructure and will ensure that new climate infrastructure projects are developed in a durable and sustainable way.
