The State Water Resources Control Board (State Water Board) extended the reporting period and deadline for the first groundwater extraction reports in the Tule Subbasin required under the Sustainable Groundwater Management Act (SGMA).
New Extended Reporting Period and Deadline

Reporting Period: January 1 through December 31, 2025

Reporting Deadline: May 1, 2026
These updates apply only to the first reporting period and reporting deadline following the Tule Subbasin’s designation as a probationary basin under SGMA. Reporting deadlines for subsequent years remain unchanged.
The Tule Subbasin was designated as probationary on September 17, 2024, under State Water Board Resolution No. 2024-0030. This extension is authorized by the State Water Board’s Executive Director and will take effect 30 days after the date of the notice, consistent with the resolution.
The State Water Board will confirm the new reporting timeline via U.S. mail to Tule Subbasin groundwater sustainability agencies and known groundwater extractors that may be impacted by the changes noted above.

On February 20, 2025 the State Water Resources Control Board noticed and held a public hearing to consider designating the Kern County Subbasin as a probationary basin under the Sustainable Groundwater Management Act (SGMA). That hearing was continued to the Board’s September 17, 2025, meeting. The agenda below includes information on how to participate in the continued hearing.
