Nonpartisan Legislative Analyst Recommends Deferring Proposed Delta Tunnel Fast-Tracking
The Legislative Analyst's Office last week recommended deferring action on proposals to fast-track approval processes for the Delta Conveyance Project.
The proposal is part of state budget trailer bill language.
"These policy issues do not have budget implications, the LAO report noted. "Deferring action would allow the Legislature more time and capacity for sufficient consideration of the potential benefits, implications, and trade-offs."
$2.2M Awarded to Buy Stockton Land for Green Space, Aquatic Center
The San Joaquin Community Foundation won a $2.17 million grant last week to purchase 22 acres in Stockton to be used for walking and biking trails, regenerative farming, and an aquatic center.
The land is on the Calaveras River, northeast of the Stockton Golf and Country Club.
The Sacramento-San Joaquin Delta Conservancy awarded the grant (PDF). It has previously awarded $2.5 million for planning the aquatic center, where people will be able to participate in rowing, paddleboarding, and other human-powered water activities.
Delta Leadership Program alum Dr. Patricia Tirone played a key role in the development of the project.

Governor Issues State of Emergency Over Victoria Island Levee Failure
Gov. Gavin Newsom proclaimed a state of emergency for San Joaquin County to aid in recovery from the October 2024 Victoria Island levee failure.
The emergency proclamation authorizes the Governor’s Office of Emergency Services to provide assistance to San Joaquin under the California Disaster Assistance Act, among other provisions.

Applications Open for NHA Advisory Committee
NHA Featured in Podcast
The Sacramento-San Joaquin Delta National Heritage Area is the subject of a recent Delta Dispatch, a podcast of the Delta Stewardship Council.
The podcast features Delta Protection Commission Program Manager Blake Roberts and NHA Advisory Committee Vice Chair Elizabeth Patterson, who talk about the people, stories, and heritage that helped earn the Delta's national recognition.

Delta NHA Receives Planning Award
The Sacramento Valley Section of the American Planning Association gave the Sacramento-San Joaquin Delta National Heritage Area Management Plan (PDF) its Planning Excellence Award.
This recognition “highlights the value of excellent planning in building strong and resilient communities in National Heritage Areas,” said Blake Roberts, Program Manager for the Delta Protection Commission. The DPC is the coordinating entity for the NHA.

Grants for Marina Operators
California State Parks’ Division of Boating and Waterways is accepting letters of intent from public and private marina owners interested in applying for the federal Boating Infrastructure Grant program.
These grants can fund up to 75% of project costs, with a maximum award of $1.5 million. Once potential projects are identified, applicants will be invited to submit full proposals.
Letters of intent will be accepted through June 13.
State Lands Commission Abandoned Vessels Program Update
The State Lands Commission is scheduled to receive a report tomorrow, June 3, on its Abandoned Vessels Program. The staff report is available here (PDF).
The report notes that the Commission has removed nine abandoned vessels itself, and several removals are in progress. It has also caused the removal of 10 more by engaging with responsible parties.
The Commission meets at noon and the meeting will be webcast.
Brentwood Proclaims June 5 John Marsh Day
The Brentwood City Council last month declared June 5 to be John Marsh Day. Read the proclamation here.

June 26-27 Delta Stewardship Council meets. The agenda will be posted here at least 10 days in advance.
July 17 Delta Protection Commission meets at 5 p.m. The agenda will be posted here at least 10 days in advance.

 June 7 in Walnut Grove: Bird walk at the Delta Meadows Park Property. Leave the parking lot in Walnut Grove at 9 a.m. to walk along levee trails in search of birds in waterways, meadows, and trees. All ages and experience levels welcome. Binoculars recommended but not required. Bring water and sun protection. Parking for the property is off of Levee Road in Walnut Grove, across the street from the Delta Cross Channel Gates.
June 7 and 9 in Walnut Grove: Just Transitions in the Delta presents its work to date exploring water management possibilities at an interactive exhibition 10 a.m.-4 p.m. June 7, and an open gallery and public workshop 9 a.m.-4 p.m. June 9. Register here.
June 12:
In Clarksburg: Restore the Delta open house - at the Clarksburg Schoolhouse. 5:30-7:30 p.m. at 36397 N. Center St.
In Walnut Grove: Take a meditative walk through the Delta Meadows Park Property starting at 10 a.m., led by park staff. Parking for the property is off of Levee Road in Walnut Grove, across the street from the Delta Cross Channel Gates.
June 14 in Locke: Immersive guided tour of the Locke Boarding House Museum. Tour begins at 1 p.m. at 13916 Main St.
June 28 in Oakley: Oakley Summer Fest - a family-friendly festival with activities, dance, crafts, games, food trucks, and more. 10 a.m.-4 p.m. at Civic Center Plaza and on Main Street from O'Hara Avenue to Vintage Parkway.

Caution advisory: Contra Loma Reservoir. Advice: Stay away from algae and scum in the water. Do NOT let pets go in the water, drink the water, or eat scum on the shore. Keep children away from algae. Do not eat shellfish from this waterbody.
