The State Water Board will be discussing progress implementing the Sustainable Groundwater Management Act (SGMA) at its April 15, 2025 public Board Meeting.
Since March 2023, the Department of Water Resources (DWR) has determined groundwater sustainability plans (GSPs) for seven groundwater basins in the San Joaquin Valley to be inadequate. The seven basins with GSPs determined by DWR to be inadequate, from north to south, are the Chowchilla, Delta-Mendota, Kaweah, Tulare Lake, Pleasant Valley, Tule, and Kern County subbasins (please see map below). As required by SGMA, DWR referred the basins with inadequate GSPs to the State Water Board to decide whether to move forward with state intervention. More information about SGMA, state intervention, and the role of the State Water Board can be found online here.
During the Board Meeting, State Water Board staff will present an update on SGMA implementation and overall themes identified in Board staff’s review of the GSPs for the basins listed above. Staff will also highlight ongoing work improving the Board’s GEARS extraction reporting system and reevaluating reporting exceptions and fees.
The Board will not take any formal action related to SGMA at this Board Meeting. This is an informational item only.

Spanish and Punjabi interpretation will be provided for this item.
