Invasive Non-Native Golden Mussel Found in Delta
Golden mussel (Limnoperna fortunei), an invasive, non-native freshwater bivalve, was recently discovered in the Port of Stockton by Department of Water Resources staff while conducting routine operations.
Suspected golden mussels have also been identified at O’Neill Forebay in Merced County and are currently undergoing genetic testing for confirmation.
This discovery is the first known occurrence of golden mussels in North America. The species poses a significant immediate threat to the ecological health of the Delta and all waters of the state, water conveyance systems, infrastructure and water quality.
Draft of Bay-Delta Plan Updates Released
The State Water Resources Control Board released for public review and comment options for updating the Water Quality Control Plan for the Bay-Delta Plan.
“The board would like to hear significant public input, which will be carefully considered as we work toward a comprehensive update that provides for the reasonable protection of beneficial uses of water in the watershed,” said Eric Oppenheimer, the State Water Board’s executive director.

Now Available: Delta Cyanobacteria Harmful Algal Blooms Monitoring Strategy
The Delta Stewardship Council has released its Delta Cyanobacteria Harmful Algal Blooms Monitoring Strategy.
The Strategy was developed to establish a pathway for creating a community-informed monitoring program. It provides an approach to advancing HABs management by coordinating priority data collection, promoting data sharing, and identifying feasible mitigation techniques.
The strategy will be implemented through an Interagency Ecological Program Project Work Team.

Delta Meadows Meeting Nov. 12 in Walnut Grove
California State Parks is holding an open house 6:30-8:30 p.m. Nov. 12 where participants can help shape the future of Delta Meadows and the Locke Boarding House.
Parks is preparing a General Plan for the Delta Meadows property, which includes the Locke Boarding House. This process will determine the park unit’s uses and create a plan for its management, development, and operation.
The meeting will be held at the Jean Harvie Community Center, 14273 River Rd, Walnut Grove.

View Progress on Isleton's Asian American Heritage Park
The Delta Educational Cultural Society expects construction to be completed this month on the Asian American Heritage Park in Isleton.
After construction is complete, artist Yoshio Taylor will begin constructing his artwork and fountain.

Work for the Delta Protection Commission - Application Deadline on Nov. 12
Full-time Senior Environmental Planner/Delta National Heritage Area: Work entails developing maps and GIS databases, stakeholder outreach, and developing/managing partnership relationships with other agencies, nonprofits, organizations, and individuals. Pay range is $8,425-$10,469/month. Download the duty statement here (PDF).

Nominate a Delta Leader: Nov. 22 Deadline
Nominations and applications are being accepted for the 2025 Delta Leadership Program. The deadline is Nov. 22.
The program, operated by the Delta Protection Commission and Delta Leadership Foundation, consists of a series of intensive seminars held January through April. Participants also complete team projects to benefit the Delta.
The program targets potential or emerging leaders in the Delta from all walks of life – agriculture, law enforcement, local government, non-profit organizations, local business, and the tourism and hospitality sectors, among others.

Rio Vista Bridge Closure Nov. 15-18
A repaving project on the Rio Vista Bridge (Helen Madere Memorial Bridge) on State Route 12 just east of Rio Vista will cause at least one more 55-hour weekend bridge closure: 9 p.m. Friday, Nov. 15, to 4 a.m. Monday, Nov. 18.

Marine Traffic Bridge Closures in SJ County: Through Jan. 31
San Joaquin County movable-span bridges will be temporarily closed to marine traffic through Jan. 31. The bridges will be open to vehicles, but may be reduced to one lane of travel at times.
Affected bridges are the Eight Mile Road Bridge at Honker Cut Canal, the Bacon Island Road Bridge at Middle River, and the Tracy Boulevard Bridge at the Grant Line Canal.

Nov. 8 in Rio Vista: Indigenous Cooking - a talk by Sara Calvosa Olson (Karuk). 2-3 p.m. at the Rio Vista Library, 44 S. 2nd St.
Nov. 10 in Concord: California Rancho Fandango - a celebration of Contra Costa rancho heritage featuring food, libations, music, dance, oral histories, and exhibits. 1-5 p.m. at the Concord Heritage Center, 1928 Clayton Road.
Nov. 16 in Ryde: Delta Chambers screening of "River's End," a documentary on California's Latest Water War. 6:30-9 p.m. at the Ryde Hotel, 14340 CA 160.
Dec. 8 in Brentwood: East Contra Costa Historical Society's Christmas on the Farm - games, youth and adult Christmas crafts, music, food, craft vendors, lighting of the windmill at dusk. Admission is free, and activity tickets are available for purchase. 11 a.m.-dusk at the museum, 3890 Sellers Ave.
