Isleton: Working to Bridge Flood Insurance Gaps
Pretty much the entire Sacramento-San Joaquin Delta is a floodplain, where the chances of flooding in any given year are as high as 1 in 10 in some areas.
But the Delta Residents Survey found that only about a third of rural Delta residents and a fifth of Delta city dwellers have flood insurance.
Given the risk, the number of households with insurance may seem low. Is it? And if so, what can be done about it?
The Delta city of Isleton is pioneering one possible solution.

'Degraded Readiness' Posture at Coast Guard Station Rio Vista
Coast Guard Station Rio Vista will be delayed in response times for search and rescue from Suisun Bay to Sacramento River north toward Sacramento.
Coast Guard Station Rio Vista’s facilities have been temporarily closed due to necessary emergency repair, so the station has temporarily assumed a degraded readiness posture.
Other Coast Guard assets, including aircraft from Air Station San Francisco, and partner agencies, maintain their capabilities. Coast Guard Sector San Francisco will leverage every available asset to respond to mission demands, including search and rescue cases.
The Coast Guard expects Station Rio Vista will maintain this posture through early November as habitability concerns are addressed.
San Joaquin County Holds Youth Design Contest for Anniversary Logo
Students in 7th through 12th grades in San Joaquin County can enter a public art competition to design next year's 175th anniversary logo for the county.
The winning logo will be used in official documents and events throughout 2025.
The submission deadline is Nov. 8.

Water Education Foundation Summit: Oct. 30
The Water Education Foundation's 40th Annual Summit - following the theme "Reflecting on Silver Linings in Western Water" - will be held Wednesday, Oct. 30, at the Sawyer Hotel in downtown Sacramento. It includes lunch and an evening reception.
Speakers include Julie Rentner, President of River Partners; Robyn Grimm, Chief Executive Officer of the California Water Data Consortium; Adriana Renteria, Tribal Liaison for the State Water Resources Control Board; Heather Bischel, Associate Professor of Civil & Environmental Engineering Department at UC Davis; Steven Springhorn, Supervising Engineering Geologist at the California Department of Water Resources; Victoria Johnson, HDR’s Global Equity Director; Eva Dominguez, Assistant Director of Self-Help Enterprises; and Chelsea Haines, Regulatory Relations Manager for the Association of California Water Agencies. The Water Summit’s keynote address will be by Karla Nemeth, director of California’s Department of Water Resources.

Work for the Delta Protection Commission - Application Deadlines on Oct. 28, 29
Full-time Senior Environmental Planner/Delta National Heritage Area: Work entails developing maps and GIS databases, stakeholder outreach, and developing/managing partnership relationships with other agencies, nonprofits, organizations, and individuals. Pay range is $8,425-$10,469/month. Download the duty statement here (PDF).

Records Coordinator (limited term): The person in this limited-term (one year) position will serve as as the Records Coordinator while the Delta Protection Commission completes a records organization, indexing and Commission history project. Delta Heritage Forum: Nov. 15
We still have seats available at the Delta Heritage Forum, a free, full-day annual event that celebrates Delta stories, nurtures collaboration, and inspires new thinking and initiatives in the Delta heritage community.
The event will be held Nov. 15 at the Antioch Historical Society Museum. Attendance is free, but seating is limited.

Nominate a Delta Leader: Nov. 22 Deadline
Nominations and applications are being accepted for the 2025 Delta Leadership Program. The deadline is Nov. 22.
The program, operated by the Delta Protection Commission and Delta Leadership Foundation, consists of a series of intensive seminars held January through April. Participants also complete team projects to benefit the Delta.
The program targets potential or emerging leaders in the Delta from all walks of life – agriculture, law enforcement, local government, non-profit organizations, local business, and the tourism and hospitality sectors, among others.

Rio Vista Bridge: Through Nov. 18
A repaving project on the Rio Vista Bridge (Helen Madere Memorial Bridge) on State Route 12 just east of Rio Vista will cause multiple 55-hour weekend bridge closures:
-9 p.m. Friday, Nov. 1. to 5 a.m. Monday, Nov. 4
-9 p.m. Friday, Nov. 15, to 5 a.m. Monday, Nov. 18 (tentative)

Marine Traffic Bridge Closures in SJ County: Through Jan. 31
San Joaquin County movable-span bridges will be temporarily closed to marine traffic through Jan. 31. The bridges will be open to vehicles, but may be reduced to one lane of travel at times.
Affected bridges are the Eight Mile Road Bridge at Honker Cut Canal, the Bacon Island Road Bridge at Middle River, and the Tracy Boulevard Bridge at the Grant Line Canal.

Nov. 1-3 in Lodi: Sandhill Crane Festival - crane tours, presentations, workshops, art show, youth activities, merchandise. Festival activities are at Hutchins Street Square Community Center, 125 S. Hutchins St.
