Update 2023 promotes building a climate-resilient future
The California Department of Water Resources (DWR) has released the final California Water Plan Update 2023. It is the State’s strategic plan for sustainably and equitably managing and developing water resources. To achieve its ambitious vision for California water, Update 2023 focuses on three intersecting themes — addressing climate urgency, strengthening watershed resilience, and achieving equity in water management. This plan can be used by water and resource managers in water districts, cities, counties, Tribal communities, and non-governmental organizations to inform and guide the use and development of water resources for sustainability and resilience. Executive summary available as stand-alone document
A standalone version of Update 2023's executive summary is available for online review or downloading. It provides a brief overview of what is covered in all eight chapters, and it features seven objectives designed as a roadmap to resilience in California. Getting to the final Update 2023 was a collaborative effort. From Tribal engagement to public workshops to meetings with other State agencies, the feedback and suggestions DWR received informed and improved Update 2023, making it truly California’s Water Plan.
Learning from Tribal water and resource management practices
For the first time in a California Water Plan, a chapter is dedicated to the challenges, strengths, and resources of California Native American Tribes. Chapter 7, “Strengths and Resources of California Tribes," was co-authored by members of the California Water Plan Tribal Advisory Committee, which consists of Tribal chairs, members, and representatives.
Accessing supporting documents and updated strategies
The supporting documents describe the methodology, assumptions, data, estimates, and other information used to develop Update 2023. The list includes updates to 11 of the Water Plan’s resource management strategies. Some supporting documents are coming soon and will be announced in the California Water Plan eNews when posted online.
Public webinar to introduce Update 2023 set for April 29
DWR is hosting a two-hour webinar on Monday, April 29, to highlight key features of California Water Plan Update 2023. The webinar will also introduce the Watershed Resilience Program, an initial round of pilot projects, and future funding opportunities that will put Update 2023 into action. For decades, the California Water Plan has served and evolved as a strategic blueprint for managing and developing the state's water resources. Every five years, the California Water Plan is updated, as mandated by the State Water Code, to reflect current water conditions and State government priorities. Update 2023 is shaped by the Water Resilience Portfolio, input from interested parties, state needs, and the governor's commitment to climate action, as demonstrated in California's Water Supply Strategy: Adapting to a Hotter, Drier Future.
