Greetings!
This message is intended for building department staff at city and county jurisdictions throughout California to bring awareness to Senate Bill 379 (Wiener, 2022).
Senate Bill 379 became law in September 2022 and essentially requires most California cities and counties to implement an online, automated permitting platform, such as SolarAPP+, that verifies code compliance in real time for a residential solar energy system and a residential energy storage system paired with a residential solar energy system.
Further, this bill prescribes a compliance schedule for satisfying these requirements depending on population size. A jurisdiction with a population greater than 50,000 shall comply by September 30, 2023. All other nonexempt cities shall comply by September 30, 2024. A city with a population of fewer than 5,000 and a county with a population of fewer than 150,000, including each city within that county, are exempt from SB 379 requirements.
The California Energy Commission is currently developing guidelines under SB 379 that will include information about reporting requirements. A public workshop will be held to solicit input on the proposed draft guidelines. CEC staff encourages the attendance and participation of jurisdictions as all feedback on the guidelines will be considered.

Funding is available through the California Automated Permit Processing (CalAPP) Program to assist cities and counties in implementing an online, automated solar permitting platform. Applications are accepted until May 1, 2023. More information can be found on the CalAPP webpage.
