Call for Participants - 2022 CGP TSS Proxy Evaluation Workgroup
Background
The 2022 Construction Stormwater General Permit (CGP) introduced a soil screening investigation and Total Suspended Solids (TSS) numeric effluent limitation as implementation requirements for two Total Maximum Daily Loads (TMDL) in the greater Los Angeles region. The permit requires State Water Board staff to work with interested stakeholders to collect additional data to evaluate the soil screening investigation and the TSS numeric effluent limitation.
Purpose
The purpose of the workgroup is to evaluate TSS as a proxy for the identified TMDL pollutants if the non-visible sampling requirements are triggered. State Water Board staff is seeking to collaborate with interested stakeholders, especially those in the Los Angeles Area Lakes TMDL and Long Beach Harbor Water TMDL watersheds, to collect and evaluate data on the pollutant concentrations in both construction site soils and stormwater discharges. Pollutants vary by watershed but may include copper, lead, zinc, chlordane, dieldrin, dichlorodiphenyltrichloroethane (DDT), and polychlorinated biphenyls (PCB).
Workgroup participants will collaborate with State Water Board staff to address TMDL numeric effluent limitation requirements.
If you are interested in participating in this workgroup, please email Brandon Roosenboom with the subject "2022 CGP TSS Proxy Evaluation Workgroup" by Friday, October 23, 2026.
