Dear Environmental Justice Leaders and Community Members,
I am Yvonne Chi, CalEPA’s Deputy Secretary for Environmental Justice and Equity appointed in July 2024. I have had the privilege of meeting some of you over the past several months, and I am looking forward to working with you and your partners in the near future.
On November 20th, the California Environmental Protection Agency (CalEPA) released the Environmental Justice Action Grants Program’s Round 2 draft program guidelines for tribal comment and public comment.
The comment period is from November 20, 2024 through January 10, 2025. We respectfully request that comments be submitted by January 10, 2025.

Program Description
The CalEPA EJ Action Grants Program (“Program”) is structured to provide grant funding to a wide variety of projects intended to lift the burden of pollution from those most vulnerable to its effects:
- supporting community-based organizations and residents to engage in emergency preparedness,
- public health protection,
- environmental and climate decision-making, and
- coordinated enforcement efforts affecting their communities.
In California, we know that some communities face disproportionate impacts from climate change, particularly California Native American tribes, low-income and rural communities, and communities of color.
CalEPA administers this Program as part of its overall mission to restore, protect and enhance the environment, to ensure public health, environmental quality, and economic vitality.

Opportunity for Tribal and Public Comment
We respectfully request tribal comment and public comment be sent by January 10, 2025. Written comments can be sent via email to EJActionGrants@calepa.ca.gov with the subject line “Draft Guidelines Tribal Comment” or “Draft Guidelines Public Comment.”
Given delayed mailing times, email submission is preferred for comments, but you may also submit comment via mail to:
