City Council Update
The City Council meets this evening, April 1, beginning at 6:00. On the agenda is rightsize parking, focusing on a study that surveyed 17 apartment complexes throughout the city to look at how much multifamily residential parking is actually being used. Staff have used this data to prepare draft policies which would lower the minimum amount of parking required for new multifamily housing, which City Council will review and provide feedback on at the meeting.
Later this month, the Council will hear a presentation from our water districts and review the lease agreement for the equestrian center at Heather Farm.

In preparation for the Ygnacio Valley Road base failure repairs & restriping project, crews began marking out pavement repair locations on March 27. The work limits will be mostly from San Carlos Drive to Concord City limits on Ygnacio Valley Rd.
Please be advised that there may be multiple traffic restrictions along Ygnacio Valley Road and some connector roads as necessary for traffic safety. Lane closures could shift depending on work needs throughout the progression of construction activities.
We appreciate the community’s patience as we begin to do pavement improvements. We will provide regular updates as they become available.
City Staff recently met with Musco Lighting for the Tice Valley Park sports field lighting project, which is scheduled to start on April 7th. Once construction begins, the main driveway and portions of the parking lot will be closed to the public. Traffic will be detoured to the second driveway and will remain open throughout construction. The parking lot will remain open for daily use.
Field irrigation operations will pause on May 26, allowing time for the field to dry in preparation for construction. Anticipated sports field closure dates are from June 9th through July 9th for light pole and foundation installation. However, minimal disruption is expected of the play structures, public restrooms, and Tice Gym.
The Tice Lights project is funded by Measure O and City Staff will continue to provide regular updates as the project moves forward.

New Public Art plans
With construction set to begin in late 2025, the new aquatic and community center at Heather Farm Park presents an exciting opportunity to integrate three distinct and unique public artworks into the project.
In January 2025, the Arts Commission approved three artists/artist groups and their respective project concepts: Stephen Galloway, Hou de Sousa (Nancy Hou and Josh de Sousa) and Alexandra Proba. The work of all three artists will promote the City’s mission, as outlined in the Public Art Master Plan to “integrate art into the City’s everyday environment and build a dynamic, exciting and engaging place to live, visit, and do business.”
Stephen Galloway will create a mixed media mosaic mural, Watercolors: A Dream for Walnut Creek, inspired by the water sources nearby, to be installed on an exterior wall near the front entrance of the new building.
Hou de Sousa will install Poppy, a ceiling-mounted installation inspired by native wildflowers, designed to bring a vibrant burst of color to the lobby of the building.
Alexandra Proba will plan a three-part natural stone sculpture work, Echoes of Earth and Water, inspired by the geological history of Mount Diablo and local flora, which will be installed outside the new building on the lawn area facing the pond.
