Victorville City Council Adopts Resolution Opposing Expansion of Drug & Alcohol Treatment Facility Near Schools
At a special meeting last night, Jan. 8, the Victorville City Council adopted a resolution to formally oppose the County of San Bernardino’s expansion of a drug and alcohol rehab facility within yards of three local Victorville schools. The decision by the City Council comes after the Victor Valley Union High School District Board of Trustees adopted a similar resolution.
By adopting Resolution No. 26-005, the Victorville City Council formally:
-opposes Phase 1 and Phase 2 of the project with the opposition remaining intact until the City is satisfied that the project has been relocated to a more suitable location
-opposes any proposed Countywide sobering center unless and until potential impacts to City public services can be mitigated
-opposes the County’s funding efforts for the project until meaningful public engagement has occurred.
The County recently commenced construction to triple the size of an existing drug and alcohol treatment facility located at the Southeast corner of Palmdale and Cobalt Roads, with Silverado High School and Cobalt Institute of Math to the West and Larrea Middle School to the South.
Historically operated as a drug and alcohol treatment facility, the new Comprehensive Treatment Campus in Phase I would add youth psychiatric residential treatment, adult and youth residential substance use disorder treatment, adult and youth outpatient substance use disorder treatment, withdrawal management, and outpatient wellness center services.
Phase 2 proposes to add psychiatric health including acute care, crisis intervention and involuntary 5150 holds, adult social rehab, 24/7 crisis stabilization units, and a sobering center.
While acknowledging the need for supportive services, the Council’s opposition to the expanded treatment is due to its proximity to local schools, a lack of community engagement, failure to assess impacts to local services such as public safety, and failure to communicate with the City, school district, and residents.
The resolution is available on the City website along with a recording of the Council Meeting.
