VICTORVILLE, Calif. — The City of Victorville is now accepting applications from qualified community members who live or work in Old Town to serve on its new Community Revitalization and Investment Authority (CRIA) Board. On Aug. 17, the Victorville City Council approved the formation of the CRIA as a financial mechanism to help with the revitalization of the Old Town area as prescribed in the City’s Old Town Specific Plan.
Once established, the CRIA would have the ability to use property tax increment revenue generated within the Old Town Specific Plan Area to fund revitalization activities like infrastructure improvements; low-and moderate-income housing development; real property acquisition; loans or grants to owners and tenants to improve, rehabilitate and retrofit buildings; and business assistance.
The increased revenue would not be generated from a new tax. Instead, the increased revenue or increment would result from rising property values within the revitalization zone. For example, as developers and businesses improve and build on properties in Old Town; their properties will have a higher appraised value resulting in greater property tax assessment collected by the County. This increased assessment would occur even without a CRIA; but with it in place, the increased revenue is allocated directly to the CRIA for use only within the Old Town Revitalization Zone.
Those interested in being considered to serve on the CRIA Board must submit the online application available on the City of Victorville website at VictorvilleCA.gov/CRIABoard. Applications will be accepted through September 20, 2021.
A selection committee will review the applications submitted and make recommendations to the City Council. The City Council will appoint two public members to serve on the Board for a minimum two-year term. The first meeting is planned for December. This is not a paid position.
Those interested in becoming a member of the CRIA Board will be evaluated according to the following guidelines:
- Attend and participate in the minimum number of Board meetings.
- Resident of the City of Victorville for a minimum of two years and either a current resident of the Authority Plan Area or employed by a business located in the Authority Plan Area.
- Be a United States Citizen and registered to vote in Victorville at the time of appointment. These requirements shall be maintained during the appointee’s service on this Board.
- Be at least 18 years of age.
- Not convicted of a felony.
- Demonstrate abilities to understand and comply with City and Committee rules and regulations.
- Demonstrate to the selection committee the ability to perform the duties of the Committee.
- May not be a City of Victorville staff member.
