The City has a Rent Review Ordinance that regulates most residential rental units in Union City and provides renters with a mediation process for qualifying rent increases. Renters may request Rent Review when:
- A renter receives a rent increases over 7%; OR
- A renter receives more than one rent increase in a 12 month period and the total of all rent increases exceeds 7% in the 12 month period
To request Rent Review, please contact ECHO Housing.
Landlord participation in the mediation process is mandatory; however, all recommendations are non-binding. Landlords are also required to provide tenants with a Notice of Availability of Rent Review Form when issuing any rent increase.

The City has an Eviction Protection Ordinance that regulates most residential rental units in Union City and
- Requires landlords to provide a specific reason for terminating a tenancy;
- Requires landlords to have a valid Union City business license and a properly
registered rental unit;
- Prohibits landlords from engaging in specific harassment activity; and
- Requires that landlords provide tenants with a Notice of Tenants Rights Form when signing a new lease, renewing a lease, and issuing a termination notice.
