SUNNYVALE APPOINTS NEW FINANCE DIRECTOR
SUNNYVALE, Calif. – City Manager Tim Kirby today announced the appointment of Matthew Paulin as the City’s new Finance Department Director, effective Jan. 27. “Matt has an excellent depth and range of experience having worked in municipal, county and state agencies,” said Kirby. “I’m also impressed with his collaborative work style and focus on developing and mentoring his staff. He’ll be a fantastic addition to the Finance Department and our executive leadership team.”
Kirby was the Finance Department’s previous director. The City Council appointed him as City Manager in September 2024. Assistant Finance Director Dennis Jaw has been serving as the interim director since then. “I want to thank Dennis for his leadership,” said Kirby. “He managed the department with a steady hand through this transition and will be a great resource to Matt as he gets to know Sunnyvale.”
Paulin has over 27 years of experience in financial management, strategic planning, and team leadership. His expertise includes financial planning and analysis, budgeting, revenue projection, public debt management, and fund accounting. He has been the Director of Finance for the City of Elk Grove since 2021. Prior to that, he was an Assistant County Administrator with the County of San Joaquin and the Chief Financial Officer for the City of Stockton. Paulin has also served in the California Department of Motor Vehicles and in various roles with the State Department of Finance. Notably, his work in Stockton helped that agency emerge from bankruptcy and be ranked as one of the most fiscally healthy large cities in the United States. Paulin holds a Bachelor of Arts from the University of the Pacific and a Master of Public Administration from CSU, Stanislaus. His starting salary with Sunnyvale will be $330,000.
As head of the Finance Department, Paulin will oversee all financial operations and ensure regulatory compliance for the City. He will also provide guidance on critical projects such as the Sunnyvale Cleanwater Program and the Civic Center Modernization project. “Sunnyvale’s reputation as a well-managed, fiscally stable City is well-deserved. I’m truly excited to support the City staff in their mission to provide exceptional services to residents and businesses,” stated Paulin. “I have a deep commitment to public service and am looking forward to being part of such a great team and vibrant community.”
