Hello, and welcome to the February edition of the Suisun City Scoop!
I’m Lakhwinder Deol, the finance director of Suisun City. In addition to my regular role, I am currently serving as acting city manager while City Manager Bret Prebula is on planned time off through Feb. 21. In this capacity, I oversee department operations, fiscal management and various special projects—essentially acting as the City’s chief executive officer.
We’re excited to launch a new approach to the Suisun City Scoop by featuring different departments in our monthly introductions. Last month, City Manager Bret Prebula kicked things off, and this month, I’m excited to share a high level overview of the Finance Department, featuring updates from each of our financial units:

Utilities: Our team continues to manage daily operations while addressing meter read issues. We are also implementing new water rates that will enable Suisun Solano Water Authority (SSWA) to continue providing high-quality delivery and service.

Accounting: We have successfully launched a new enterprise resource planning (ERP) system, allowing the City to address bank reconciliations and fund balances, while also drawing data comparisons between the old and new systems.

Auditing: Our team is working through audits related to the City’s financial statements, Measure S and other key financial areas.

Budgeting: We are preparing a midyear review for the fiscal year (FY) 2024-25 budget while developing the 2025-26 budget, along with a five- to seven-year financial forecast.
In the coming months, you’ll hear from Development Services, Public Works, Recreation and more, offering deeper insights into the many facets of City operations.

Suisun City Fire
The Suisun City Fire Department honors Fire Captain Jason Brassfield for five years of service and Reserve Volunteer Firefighter Carlos Gonzalez for 20 years of service. This month, City employees completed Emergency Operations Center and Disaster Service Worker training, with a full-scale tabletop exercise conducted to evaluate these procedures. The department plans to host a Community-Driven Strategic Planning Workshop in March to develop a comprehensive five-year strategic plan.

Community Development
The West Wind project proposes developing properties near Main, Solano and Kellogg Streets, totaling 64 housing units and 3,000 square feet of non-residential space, with each property featuring a 3-story design. No development application has been submitted to date.
Meanwhile, Development Services submitted a building application for the Almond Gardens project, a 96-unit residential development on Almond Street. The permit is expected to be ready for issuance by late spring or early summer.

Suisun City Police Department
On Jan. 20, officers recovered stolen property.

In January 2025, Suisun City Police Department (SCPD) responded to incidents including a traffic dispute involving a firearm, hit-and-run collision, recovery of stolen property and more. SCPD also conducted a traffic enforcement operation, made an arrest for illegal firearm possession and issued citations for illegal camping. |

Public Works
Suisun City has secured a $17,749 grant to improve student safety by prohibiting parking near crosswalks through curb painting and signage, with work starting in February. The Kellogg Resiliency Project, funded by the State of California and managed by the Fairfield-Suisun Sewer District, will address sea level rise and flood risks by enhancing the stormwater basin, with construction set for summer 2025 and completion expected by May 2026. Earlier this month, the Public Works Crew completed various maintenance tasks, and the City Hall Remediation and Fire Station Remodel projects are anticipated to begin within the next couple of months.

Recreation, Parks and Marina
In February, Recreation, Parks and Marina (RPM) is offering a Presidents Week Camp for youth, hosting a tournament at Lambrecht Sports Complex and advancing the Montebello Vista Park enhancements, set for completion this summer. The Police Activities League has resumed programs, with art and self-defense classes slated to return soon. RPM is also gearing up for the Autism Acceptance Month Youth Fun Run on Apr. 5. Meanwhile, ongoing projects like the Prosperity Garden, Heritage Park and Fishing Dock Projects continue to make progress.

 On Jan. 17, six seniors joined Recreation, Parks and Marina (RPM) for a day trip to Beat the Room, an escape room in Vacaville.
