Hello once again. I hope you are finding this monthly update to be informative about what your city government has been doing to improve our city.
Please help me to welcome our newest Councilmember, Marlon L. Osum. Councilmember Osum was appointed after several public interview sessions that were held during City Council meetings to provide as much transparency in the selection process as possible. Councilmember Osum served for four years on the Solano County Mosquito Abatement District, as well as eight years on the Solano County In-Home Supportive Services (IHSS) Public Authority Advisory Committee and has significant involvement in the community. He will serve for the remainder of the term created by the vacancy when Mike Hudson moved out of state. Councilmember Osum’s term will expire in 2024.
Now that we finally have a full Council for the first time in over one year, we will be taking on a number of pressing issues through the end of the fiscal year including labor negotiations, next year’s budget, and updating the strategic plan.

Housing Element Annual Progress Report
Following the City Council’s acceptance of the 2022 Annual Progress Report, staff has submitted the report via the portal to meet with the April 1, 2023 submittal deadline.
Housing and Public Health and Safety Element Updates
Following the City Council’s adoption of both the Housing and Public Health/Safety Elements at their March 21st meeting, staff has submitted the Public Health and Safety Element to California Office of Emergency Services (OES) and the city’s consultant (PlaceWorks) has submitted the Housing Element to California Department of Housing and Community Development (HCD).
Meridian West Subdivision
Meridian West Subdivision should be breaking ground in April! Meridian West is a 71-unit single family housing development in old town Suisun City.
Tractor Supply Company
Tractor Supply is nearly ready to begin construction. The plans have been reviewed and the permit is just awaiting the recordation of a lot line adjustment. Be on the lookout for a ground breaking announcement soon!
Training Division
The Training Division oversaw Rescue Boat Operations consisting of evolutions incorporating patient rescue maneuvers. During the training, each engine crew operated independently as a functioning unit to search, locate, and rescue a simulated victim in the water unable to swim to safety.

City employee Bianca Vasquez, based in the city manager’s office, spent the day at the fire department as a ride-along on an engine, as well as being properly attired for the boat rescue training, which occurred south of the city’s boat launch.

Public Safety Dispatcher
The good news on our staffing is we have on boarded our 10th Public Safety Dispatcher (PSD). PSD Trainee Melissa Ruiz began her training this month, embarking on the roughly 5-month training program. PSD Ruiz is set to clear training sometime in August. This 10th position being filled is the first time we have had 10 PSD’s in Suisun City. We anticipate that having 10 PSD’s will help us provide better service to our community and provide a safer working environment for both our Police and Fire personnel working in the field. PUBLIC WORKS ENGINEERING:
Two Successful Grant Applications – Both Projects Awarded!
- Pavement Management Technical Assistance Program (P-TAP) Round 24
On behalf of the City, the Metropolitan Transportation Commission (MTC) will be entering into a contract directly with a consultant for a total project cost of $26,900. The required local match is $5,400. The City’s Pavement Management Program (PMP) will be expiring this year; and by updating the PMP, the City will continue to be eligible to apply for and receive future grant funding. The PMP provides a management tool to inventory street pavement, assess pavement conditions, record historical maintenance, forecast budget needs, and view the impacts of funding on city-wide pavement conditions over time. The P-TAP consultant will also update the City’s pavement report (and associated documents) and will provide recommendations on maintenance and rehabilitation strategies based on funding levels. City staff will work directly with the P-TAP consultant and will review and comment on the documents.
- Highway Safety Improvement Program (HSIP) Cycle 11
The projects approved for HSIP Cycle 11 funding were announced on March 9, 2023, and the two projects submitted by the City were successful in securing HSIP Cycle 11 funding allocations. The awarded projects are as follows:

Rectangular Rapid Flashing Beacons Project at the following locations: 1) Marina Boulevard at Lotz Way, and 2) Pintail Drive at Cackling Drive. The City received $219,600 in awarded HSIP funds. No local match is required. This is a Safe Route to School Project. Location #1 is a route to Crystal Middle School, and the project will replace the existing rectangular rapid flashing beacons with the latest model as well as upgrade the crosswalk to a high visibility crosswalk at this location. Location #2 is a route to Suisun Elementary School and the project will install rectangular rapid flashing beacons, bulbouts (curb extensions), and a high visibility crosswalk at this location.

T-Intersection Improvements Project at the following non-signalized t-intersections: 1) Walters Road and McClellan Drive, 2) Railroad Avenue and Village Drive, and 3) Railroad Avenue and Birchwood Court. The City was awarded $373,390 in HSIP funds for this project. A 10% local match is required for this project and the project will install raised median islands at the t-intersections to address left-turn conflicts.
Train Depot Street Light and Bus Shelter Project
Installation was recently completed on a project to improve the Suisun City Train Depot. Two wind/rain shelters were installed, as well as two decorative sets of light fixtures.
The wind shelter is composed mostly of plexiglass to enable police officers to have a clear view of the users from the drive aisle without having to get out of their patrol cars. Also, on one side of the wind shelter is a bench and the other an ADA-space for wheelchair users. The bench is painted black for ease of maintenance and has dividers to prevent customers from laying or sleeping on them.
Funding for the project was provided through a grant from the Capitol Corridor Joint Powers Authority to the Solano Transportation Authority who provided project oversight. This project will provide additional comfort for riders while waiting during inclement weather.
Public Works Maintenance Division:
The Maintenance Division does a lot of work throughout the city. Here is a snapshot of work performed during March:
- Monday and Thursday twice weekly trash runs and illegal dump pickups (approximately 186 trash cans).
- Monday and Thursday twice weekly trash runs in the LLD’s.
- Addressed two (2) illegal dumps - one (1) on Humphrey and one (1) on Peterson.
- Minimal mowing occurred during the reporting period due to inclement weather – the Sports Complex and Montebello Park were mowed.
- Trimmed approximately 60 trees (Petersen Ranch LLD).
- Cleaned up the Waterfront North Basin Parking Lot after the car show.
- Repaired storm drainpipe on Reeves Court (Lawler Ranch LLD).
- Trimmed, cleaned, and weeded Hall Park.
- Edged and trimmed Montebello Park.
- Weeded and cleaned Bella Vista.
- Weeded the fence lines at the Sports Complex.
- Repaired traffic signal at Montebello and Walters.
- Removed hazard tree at 301 Hoyt Court (Lawler Ranch LLD).
- Trimmed 10 trees at Heritage Park (Heritage Park LLD).
- Removed fallen tree at Mike Day Park.
- Addressed one (1) illegal dump on Humphrey Drive.
- Replaced 5 Irrigation control valve boxes at Heritage Park.
- Cleaned the Waterfront parking (North Basin Parking Lot) and set out barricades for the car show event at the Waterfront.
- Removed large tree branch that fell along Pintail near Heritage Park.
- Removed hanging tree branch along Merganser (Heritage Park LLD).
- Responded to a tree that fell into the Whispering Bay canal.
- Reset the breaker on the EV charging stations in the Driftwood parking lot. Performed a manual test.
- Responded to a possible sewer backup at 1381 Potrero Circle.
- Responded to a pavement complaint at 208 California Street.
- Repaired 4 street light globes in the downtown area that were damaged due to high winds.
- Repaired leaking irrigation valve at Snow and Highway 12.
- Weeded, trimmed and clean Sunset, Hwy 12, Pintail, and Village Drive (Heritage Park LLD).
- Trimmed 12 trees in Hall Park.
- Addressed three (3) illegal dumps - 1 on Humphrey Drive and 2 on Petersen Road.
- Trimmed 18 trees at Heritage Park.
- Removed 4 dead trees at Heritage Park.
- Performed the bi-annual traffic signal and control cabinet preventive maintenance at all 11 intersections. This included cleaning the camera lenses, adjusting the cameras, checking and tightening all nuts and bolts, cleaning of the cabinet, and replacing the air filters.
- Removed 4 dead trees at Heritage Park.
- Respond to downed trees at 201 Long Street during the storm. This was an after-hours call-out. Staff removed the tree out of the public right-of-way.
- Checked the warning (red) light at the fire station. The light is now working.
- Responded to a traffic accident at Lotz and Main. Shut off the water to a backflow hit by a vehicle. This was an after-hours call-out.
- Repaired a streetlight at Hall Park next to the playground.
- Removed graffiti at the Boat Launch restroom building.
- Cleaned out debris from the drainage ditches along Petersen Road.
- Removed graffiti at Hall Park.
- Put landscape fabric and bark down throughout the Vic D LLD.
- Put landscape fabric and bark down in the Vic F LLD.
- Replaced STOP sign at Emperor and Pintail.
- Started the trimming of the landscaping around City Hall.
- Trimmed 22 trees at Hall Park.
- Sprayed post and pre-emergent in the Downtown Area, Boat Ramp, City Hall, and Mike Day Park.
- Removed tree at Waterfall Park (Lawler Ranch LLD).
- Started filling in low spots in the landscape area along Main Street.

- Received two (2) new mowers that were purchased specifically for use in the mowing of the LLDs.
- Filled in potholes on Fulmar and Pheasant, Montebello and El Mar, 12 on Marina, Merganser and Widgeon, Sunset and Railroad.
- Replaced two (2) channelizers on Kellogg and Morgan.
- Repaired streetlight on Arroyo Grande.
- Removed two (2) large tree stumps in Bartlett Court.
- Cleaned up the dumpster area in the Downtown Plaza Area.

March Revenue Summary
March is traditionally a middle of the pack month compared to others. This March, individuals utilized our facilities for 68 paid events. This includes parties both indoor and outdoor, trainings, church services and sports practices or games. These rentals or leases took place at the Joseph Nelson Community Center, the Lambrecht Sports Complex and throughout Community Parks for a total of $24,761. Our recreation classes, after school programs and snack bar brought in a combined $24,036. This brings the total for the month of March to $48,797.

First 5 Solano Early Childhood Recreation Classes
Registration for the May and June First 5 Solano funded recreation classes is now open and filling up fast! Movement with Music and Basketball will be offered in May, while Ballet/Tap and T-Ball will be offered in June. To the left is a flyer for the May/June classes. The series is free for all Solano County residents ages 2-4, and thanks to the First 5 Solano funding, it will provide 20 free recreation classes for ages 2-4 between September 2022-June 2023. Interested families can register at suisun.recdesk.com. April classes are set to start this week and are all full! The May and June classes will wrap up the First 5 Solano funded series, and it is expected that there will be more recreation classes for the 2–4-year-old range offered through Suisun City RPM Department going forward.

Social Recreation Grant
The department received word that the RPM Department’s application to the North Bay Regional Center’s ‘Social Recreation Grant’ was accepted! The RPM Department will receive $19,000 to purchase supplies and materials towards a ‘Camp Chaos’ program in Summer 2023 – a camp program for youth with intellectual and/or developmental disabilities (I/DD) – and for the development of future inclusive programming.
Camp Chaos holds a higher camper-to-staff ratio and is aimed at providing I/DD youth with opportunities to socialize, participate in activities, to make new friends, and to do so with ample support. The grant award will also cover appropriate staff trainings, as there are more and more I/DD youth in RPM Department after school and camp programs. The Social Recreation Grant program is aimed at providing more integrated social and recreation programs for youth with intellectual and/or developmental disabilities (I/DD). The RPM Department is excited to provide programs to the underserved special needs population.
Jr. Giants Program
Registration opened for the 2023 Jr. Giants season on April 3rd at www.gojrgiants.org! Suisun City RPM Department is offering T-Ball (ages 5-6) and Minors (ages 7-9) divisions this year. The league will need volunteer coaches and team parents, so if you are interested, please register as one when registering your child or children. Further details will be released closer to the start of the season – all practices and games are scheduled to take place at Montebello Vista Park. BrewBash At The Basin
Save the Date & Purchase Tickets! The 6th annual BrewBash is Saturday, April 22, 2023, from noon to 4:00 pm at Sheldon Plaza. This event includes unlimited tastings of craft beers from local breweries. This event is jointly hosted by the Fairfield-Suisun Rotary Club and the Suisun City Recreation, Parks, and Marina department with all proceeds going back to our local youth. Wildfire Safety Expo
You won’t want to miss the first ever countywide Wildfire Safety Expo scheduled for April 15th, 2023, from 10:00 to 3:00 p.m., at the Solano Community College on 4000 Suisun Valley Road.
The Expo has an exciting lineup of activities designed to engage and delight people from all backgrounds and ages on wildfire preparedness, fire safety, as well as evacuation and disaster planning for you and your family, pets, and livestock.
The event includes activities for children and families alike from meeting Smokey Bear, interacting with fire fighters, storytelling, Prepare with Pedro, the Pillowcase project, and much more.
There will be exciting demonstrations and interactive activities plus a host of resources and vendors who specialize in everything from vegetation removal, home hardening, landscaping, and emergency response.
Wildfire seasons are longer, hotter, and more destructive than ever before and Solano County is vulnerable.
It takes a community to reduce our risk of wildfire. The WildFire Safety Expo will provide the information, tools, and resources for residents to take action for a Fire Safe Solano.
The WildFire Safety Expo is a collaborative effort between the Green Valley Fire Safe Council, Pleasant’s Valley Fire Safe Council, CAL FIRE, local Fire Departments, and Fire Protection Districts along with many other agencies.
The Expo is made possible by generous sponsors and partners: The Green Valley Landowners Association, Christopherson Builders, Jerah Frye Native Habitat Restoration, The Halter Project, Solano Resource Conservation District, Solano Community College, and Turf Star Western/Ventrac.
