Dear Friends and Second District Residents,
October was a month filled with community spirit, celebration, and progress throughout District 2. From State of the City addresses to ribbon cuttings and festive fall events, our communities came together to recognize achievements, welcome new beginnings, and strengthen the partnerships that move Riverside County forward.
Our office joined leaders throughout the region for the Eastvale, Norco, Canyon Lake, and Lake Elsinore State of the City addresses, each highlighting local accomplishments and shared goals for the future. We also celebrated the grand openings of several new businesses and community spaces, including Beyond Care Physical Therapy and Wellness in Corona, Bengee Sushi in Jurupa Valley, Lori’s Gifts at Corona Regional Medical Center, and Vista Lago Global Academy in Lake Elsinore. Each of these milestones reflects the ongoing growth, innovation, and collaboration happening across our District.
October provided many opportunities to recognize service and compassion. Our District supported important causes such as the Support Sisterz Combat Cancer Walk in Dos Lagos in Corona, the Rebirth Homes Fall Gala in Lake Elsinore, and the Heroes With Hearts Gala honoring first responders. We also recognized the exceptional work of County employees through the Employee Recognition Program and presented a proclamation honoring Commander Josh Sisler for his years of leadership with Animal Services.
As our nation continues to navigate the impacts of the federal government shutdown, we want to remind residents that assistance is available for those who rely on SNAP (CalFresh) benefits. If you or someone you know needs immediate food or resource support, please call 211 to connect with local food banks and community programs.
Looking ahead, November offers time to reflect on the values that unite us as a community. We recognize National Adoption Month and celebrate families who open their homes and hearts to children in need of stability and love. We observe Veterans Day on November 11, honoring the courage and service of those who have defended our freedoms. And we celebrate Thanksgiving Day on November 27, a moment to give thanks for the blessings of family, friendship, and community.
Our office will also host the annual Operation Green Light Ceremony on November 4 at 5:00 p.m. in front of the County Administrative Center (4080 Lemon St., Riverside). All of Riverside County is invited to attend as we honor the men and women who have served and continue to serve our nation.
In commemoration and remembrance of Kristallnacht, join us as I facilitate a discussion with second-generation Holocaust Survivors who share about the Dutch Resistance to the German Occupation. The program "Keeping the Stories Alive: Reflections" is being held at the Corona Public Library, 650 S. Main Street, Corona, CA 92882, on Thursday, November 6, from 6:30 p.m. to 8:00 p.m. (see flyer below in this newsletter for more information). This event is free and sponsored by a partnership with the City of Corona and Congregation Beth Shalom of Corona.
As we prepare for the November 4 Statewide Special Election, I want to remind every eligible resident to make their voice heard by casting a ballot. Voting is one of the most direct ways we can shape the future of our communities, and every vote truly matters. Whether you vote by mail or in person at any of our County’s vote centers, your participation strengthens our democracy and ensures that local voices continue to guide local decisions.  Temescal Valley Infrastructure Investment
The Board of Supervisors approved $1.5 million through the Second District’s Unincorporated Communities Initiative to fund the Temescal Road Widening Project in Temescal Valley. This project will expand a key segment of roadway to improve traffic circulation, safety, and access for residents and commuters traveling through one of the region’s fastest-growing areas. The improvements will help relieve congestion and support continued development in the unincorporated community near I-15.
In addition, the Board approved a separate Transportation Uniform Mitigation Fee Program agreement between Riverside County and the Western Riverside Council of Governments to advance the Temescal Canyon Road Project. This agreement provides up to $1 million in regional funding to support planning for a new four-lane roadway between the Temescal Canyon Road and Lake Street interchanges. These projects represent significant steps toward improving mobility and connectivity for Temescal Valley residents while ensuring the infrastructure keeps pace with local growth.
Expanding Local Healthcare Access
Riverside University Health System received Board approval to move forward with the intent to purchase two major community health facilities within the Second District. The first, the Jurupa Valley Community Health Center on Mission Boulevard, will serve as a hub for primary and preventive care in one of the county’s most underserved areas. The second, the Corona Community Health Center on South Main Street, will expand access to both family medicine and specialty services for residents.
Together, these acquisitions represent an investment of more than $50 million and will be fully funded by RUHS. Once finalized, the new sites will allow RUHS to provide more accessible, affordable, and coordinated care for families across western Riverside County. The expansion supports the County’s broader public health mission to bring high-quality healthcare closer to where people live and work, reducing travel times and easing the burden on hospital emergency departments.
Investing in Community Programs
Throughout October, the Board of Supervisors approved more than $60,000 in Community Improvement Designation (CID) funding to support programs and organizations that directly serve residents across the Second District. These investments strengthen vital community partnerships, fund local outreach, and expand access to essential services.
CID funds this month supported veteran and youth programs at Rubidoux High School and American Legion Posts 328 and 500, local business and workforce initiatives through the Eastvale Chamber of Commerce and Inland Empire Community Foundation, and senior and family support services provided by Family Service Association and the City of Corona Senior Center. Together, these efforts reflect our ongoing commitment to improving the quality of life and ensuring that resources reach the communities that need them most.
Kratom Product Regulation
The Board of Supervisors adopted Ordinance No. 1004, establishing new rules for the sale and distribution of kratom and related products throughout Riverside County. The ordinance prohibits the sale of any kratom products containing more than 2 percent of the compound 7-hydroxymitragynine, a substance the Food and Drug Administration has identified as more potent than morphine, and bans the sale of all synthetic or semi-synthetic kratom derivatives.
To protect public health, the ordinance sets the legal purchase age at 21 and requires strict age verification at the point of sale. It also bans candy-style packaging and child-targeted marketing to prevent products from appealing to minors. Violations may result in fines up to $1,000, misdemeanor prosecution, and possible revocation of a business license.
The new regulations aim to bring consistency and accountability to local retailers while protecting consumers from unsafe or misleading products. The ordinance takes effect 30 days after adoption and reflects the County’s continued commitment to balancing business operations with community safety and well-being.
Make Your Voice Heard: Upcoming Statewide Special Election
Riverside County voters will soon have multiple opportunities to cast their ballots in the upcoming Statewide Special Election on Tuesday, November 4. Vote centers across the County are currently open, with 55 available to residents ahead of Election Day.
Voters may cast their ballot in person at any vote center or return their completed vote-by-mail ballot. Eligible residents can also register to vote or update their registration on site. Each vote center offers both paper ballots and accessible touch-screen voting units, ensuring that every voter can participate comfortably.
For those preferring to vote by mail, 96 secure ballot drop boxes are located throughout Riverside County and will remain available through 8 p.m. on Election Day. A complete list of vote centers, ballot drop-off locations, and operating hours is available at voteinfo.net.
Riverside County Resources During the Federal Shutdown
Riverside County continues to provide vital support to residents affected by the ongoing federal government shutdown. For families in need of food assistance, several local food banks remain open, including Feeding America Riverside San Bernardino Counties in Western Riverside County at (951) 359-4757, FIND Food Bank in the Coachella Valley at (760) 775-3663, and Western Eagle Foundation in Southern Riverside County at (951) 695-7206. The RivHero WIC program also provides healthy food for qualifying families with children under age five, pregnant women, and new mothers.
Residents who receive CalFresh benefits should continue submitting the required forms to avoid service interruptions. Self-Sufficiency offices are open during regular business hours, and residents can apply or manage benefits at BenefitsCal.com or by calling 1-877-428-8827.
For those experiencing mental health challenges, the County’s CARES Line is available at (800) 499-3008, and immediate crisis support is accessible 24/7 by calling (951) 686-HELP (4357). Seniors and dependent adults can reach Adult Protective Services at any time by calling (800) 491-7123. To learn more about available assistance, residents can also dial 2-1-1 for direct connections to local food, mental health, and social service resources.
 
District 2 Communities Celebrate Halloween and Fall Festivities Across the Region
Community pride was on full display as families throughout District 2 came together for Halloween and fall celebrations. From Eek!Vale in Eastvale and the Parade of Frights in Canyon Lake to Trunk or Treat events in Lake Elsinore and the Candyland Carnival with the Lake Mathews Sheriff’s Station, residents enjoyed safe and memorable festivities. The Temescal Valley Fall Festival also brought neighbors together for a day filled with games, food, and family fun. These community gatherings highlight the spirit of connection that makes District 2 such a special place to call home.

Hari Dhiman - City of Eastvale
As a longtime Eastvale resident and entrepreneur, Hari has dedicated countless hours to fostering a thriving business environment in Eastvale and throughout Riverside County. His visionary leadership and unwavering commitment to service have made a profound and lasting impact on the community.
Hari’s journey in community service began in 2008–2009, when he became an active member of the Eastvale Business Networking Group. Recognizing the need for a more structured organization that could provide greater resources and opportunities for local business professionals, he took the initiative to lead the transition toward forming a formal Chamber of Commerce. In February 2010, under Hari’s leadership, the Eastvale Chamber of Commerce was officially incorporated. Since then, he has remained at the helm as its president, guiding the Chamber in its mission to support, advocate for, and empower small businesses in the region.
Under his leadership, the Eastvale Chamber of Commerce has been instrumental in helping small businesses navigate challenges and create opportunities for growth. Through networking events, mentorship programs, and advocacy efforts, Hari has directly assisted numerous local entrepreneurs in securing resources, building connections, and developing sustainable business models.
Hari has also been a steadfast advocate for community-based initiatives and services. He has played a pivotal role in organizing and supporting key programs such as the National Day of Prayer Breakfast and has been instrumental in planning and executing the Taste of Eastvale, a highlight of the annual Eastvale State of the City event.
Hari leads by example, inspiring others to give back and invest in their community. His ability to bring people together, whether through business support, event coordination, or volunteer initiative, exemplifies the true spirit of civic leadership and service. His contributions have left a lasting imprint on Eastvale and Riverside County as a whole.
