Dear Friends and Second District Residents,

Autumn is here, and with it comes a season of progress and celebration across District 2. From breaking ground on major infrastructure projects to welcoming new parks, businesses, and community spaces, September was filled with milestones that strengthen the places we call home. Jurupa Valley launched Phase 3 of the Mission Boulevard Rehabilitation Project, Corona unveiled Sheridan Park, and new pickleball courts opened at Eagle Glen Golf Courts. Lake Elsinore also welcomed Prospero to its growing business community. These investments reflect the spirit of collaboration and momentum that continues to move our District forward.

I was also honored to join community leaders and residents in celebrating important moments across our cities. In Corona, Murrieta Valley Surgery Associates marked the opening of their new location, expanding access to healthcare in our region. In Norco, I served as keynote speaker at the Drowning Prevention Heroes Charity Event, where I was deeply moved to receive the 2024 Advocate of the Year award for child safety. Each of these gatherings underscored the importance of building strong partnerships to improve lives here at home.

We also joined the community in Norco to honor Gold Star Mother’s & Family Day at the George A. Ingalls Veterans Memorial Plaza. Hosted by Blue Star Mothers H.O.M.E. CA30, American Legion Post 724, and the City of Norco. The ceremony was a moving reminder of the heroes who gave their lives for our country and the families who carry the weight of that sacrifice. It was a meaningful evening for Gold Star families to gather, reflect, and remember their loved ones.

Another highlight was the success of the 2025 Riverside County Women’s Leadership Conference. A thousand women and allies came together in Corona for a day of learning, connection, and inspiration. I was grateful to Chair this 14th Annual event, where so many leaders and community members shared a commitment to lifting one another and advancing opportunities for women across Riverside County.

September also marked the launch of the 2025 Riverside County Employee Giving Campaign, which partners with Inland SoCal United Way to empower employees to support local nonprofits of their choosing. It is an honor to serve as Chair this year and witness the generosity of our County workforce in action.

October also provides an opportunity to reflect on significant observances that remind us of the values we share as a community. We honor National Breast Cancer Awareness Month, a time to encourage screenings and support survivors. We recognize Domestic Violence Awareness Month, recommitting ourselves to breaking cycles of abuse and standing with victims. We observe Hispanic Heritage Month, which spans from September 15 to October 15, paying tribute to the culture and contributions that enrich our communities. We observe National Disability Employment Awareness Month, celebrating the talents and resilience of individuals with disabilities in our workforce and beyond.

Supporting Local Nonprofits

Supervisor Spiegel directed $37,500 in Community Improvement Designation (CID) funds to several organizations serving District 2, including the Freedom Writers Foundation, SAFE Family Justice Centers, MilVet, Support Sisterz, and the Corona Police Community Partnership.

These funds provide direct support to programs that protect families, improve public safety, and strengthen educational and mentorship opportunities for youth. By investing in these groups, the County ensures that resources are reinvested in the community to support residents where they matter most.


Affordable Housing in Corona

The Board approved $4 million to move forward with the Second Street Family Apartments in Corona, which will create 115 affordable apartments for local families and veterans. This funding fills a gap left by the rescission of a federal grant, allowing construction to stay on track and break ground this fall. Affordable housing remains a pressing need in Riverside County, and this project offers stability and opportunity to those struggling with rising costs.


Property in Jurupa Valley Under Review

The County is considering the sale of a surplus parcel at 4451 Glen Street in Jurupa Valley, a 0.75-acre property that includes two homes, a garage, and excess land. Under state law, affordable housing developers will have the first chance to purchase the land. This creates a possible pathway for new housing opportunities in Jurupa Valley, while ensuring County property is put to productive use.


Road Upgrades in District 2

Two significant infrastructure improvements are on the horizon for District 2. In Lake Mathews, a $7.6 million project will resurface nearly six miles of El Sobrante Road, extending from La Sierra Avenue to Cajalco Road, thereby improving safety and drivability for local commuters. In Corona, final approval was granted for a subdivision off Temescal Canyon and Cajalco Road, which will create two new commercial lots, bringing new business opportunities to the area. Both projects highlight the County’s commitment to improving infrastructure and supporting local growth.


Public Safety in Eastvale

The City of Eastvale has amended its contract with the Sheriff’s Department to add three new deputies and a sergeant, expanding law enforcement coverage to keep pace with the city’s growth. The positions are funded through Eastvale’s own public safety budget, ensuring residents see a direct return on their tax dollars in the form of more patrols and stronger supervision. This approach allows Eastvale to tailor services to local needs while still benefiting from the resources and expertise of the Sheriff’s Department.


Youth Opportunity Centers

The County secured $10.1 million in federal funding to keep six Youth Opportunity Centers operating across Riverside County, including one in Jurupa Valley. These centers offer education, job training, counseling, and paid work experience to at-risk youth aged 16–24. By providing both support and real-world opportunities, the centers help prepare young people for the workforce while reducing barriers to success.


Mental Health Support for Kids

A new partnership between Riverside University Health System – Behavioral Health and the Jurupa Unified School District will bring the Bounce Back program to local schools. This evidence-based program provides early intervention for children ages 5–11 who have experienced trauma, reducing symptoms of anxiety, depression, and PTSD while building resilience. The State fully funds the program and ensures that students receive the help they need early, giving them a stronger foundation for the future.


Veterans Reentry Services

The Board approved a $4 million program with Vet Phoenix, Inc. to expand reentry services for justice-involved veterans. Funded entirely by the state under Prop 47, the program provides tailored support including housing, mental health and substance use treatment, job training, and case management. Riverside County has one of the largest veteran populations in California, and this investment ensures that those who have served have a real chance to rebuild their lives after incarceration.

Leslie Jones - City of Corona

For the past three years, Leslie (Les) Jones has devoted every Wednesday to teaching students at Orange Grove High School how to play a wide range of musical instruments, offering not only music education but also mentorship, joy, and inspiration.

As a professional musician, Les brings a depth of knowledge and passion that is truly remarkable. Each week, he personally loads his truck with a variety of his own instruments and brings them to the school, transforming classrooms into vibrant, hands-on music workshops. His instruction is not just about technique; it’s about building confidence, creativity, and connection — values that are especially meaningful in the lives of these students.

The consistency and care Leslie brings to his work have made a lasting impression. His students look forward to his sessions not only for the music but also for the respect and encouragement he offers.

Many of these young people would not otherwise have access to musical instruments or the opportunity to learn from a professional. Les fills that gap — quietly, humbly, and with incredible generosity.

Leslie Jones exemplifies the true spirit of community service. His contributions have brought music and meaning into the lives of students who need it most. The Senior Legacy Awards are proud to honor him for his dedication, compassion, and lasting impact through volunteerism.

Non-Profit SpotlighTIP


Trauma Intervention Program of Riverside County & Corona

Trauma Intervention Programs (TIP) of Riverside County is part of a national non-profit founded in 1985 that provides immediate, compassionate support to victims and their families in the critical hours following a tragedy. The Riverside County Chapter, established in 1993, has 38 trained volunteers who respond across seven jurisdictions, five hospitals, and five public safety agencies, guided by TIP National. TIP has been recognized nationally with awards from Harvard University, the U.S. Department of Justice, and the State of California for its innovative approach to victim services. In addition to the countywide program, TIP Corona plays a crucial role in extending vital support to the local community. This work is significant to Supervisor Spiegel, who volunteered with TIP Corona for 17 years, gaining firsthand experience of the comfort and stability that trained volunteers can bring to families in their darkest moments.
