Dear Friends and Second District Residents,
As summer comes to a close, August proved to be one of our busiest and most inspiring months across the Second District. From honoring our military leadership at the Fourth Air Force Change of Command Ceremony at March Air Reserve Base to joining residents for National Night Out in every city, our team was hard at work supporting the events, programs, and partnerships that keep our communities thriving. Highlights included celebrating our Third Annual Senior Legacy Awards, attending the Inland Prosperity Conference, and coming together at the Fallen 13 Candlelight Vigil in Norco to honor the lives and legacies of our local heroes.
We also welcomed new businesses throughout the district, from Corona to Norco, Eastvale to Jurupa Valley, and Lake Elsinore. These ribbon cuttings not only celebrate entrepreneurship but also strengthen our local economy and create new opportunities for residents. In Eastvale, we joined city leaders for the groundbreaking of the new Civic Center, a future hub for city services and community connection. We also celebrated significant regional investments, such as the improvements at the Moreno Valley/March Field Station, which will expand transit options and improve reliability for riders throughout Riverside County.
This month’s newsletter is designed to keep you connected to the work happening both locally and countywide. We know that community engagement is what makes government stronger. Whether it is attending a town hall, participating in a neighborhood clean-up, or joining in on a local ribbon-cutting, every event matters because it brings us closer together and ensures your voices are heard.
September also calls us to pause and reflect. We recognize essential observances, including Labor Day (September 1), National Suicide Prevention Week (September 7–13), Patriot Day REMEMBERING 9/11 (September 11), Constitution Week (September 17–23), National POW/MIA Recognition Day (September 19), and Rosh Hashanah (beginning at sundown September 22). Additionally, we highlight National Disaster Preparedness Month and Recovery Happens Month. These moments remind us of the value of service, resilience, and unity both in our daily lives and in our shared future.
We also bring special attention to the Riverside County Women’s Leadership Conference taking place on Tuesday, September 30, at Crossroads Church in Corona. This 14th annual gathering will feature inspiring speakers, engaging breakout sessions, and meaningful networking opportunities designed to empower, educate, and elevate women throughout our region. We invite you to join us in celebrating leadership, resilience, and the heart of community service at this extraordinary event.

 Hamner Avenue Bridge: Restoring the Riverbank in Norco
The Board approved a $1.57 million contract to restore native plants and protect wildlife habitats around the new Hamner Avenue Bridge in Norco. Crews will remove invasive species, replant native trees and shrubs, and stabilize the riverbank to ensure the bridge area resembles and functions like a healthy river corridor. Work is scheduled to begin in summer 2025 and is expected to take approximately five months, followed by five years of monitoring to ensure the new habitat takes hold. This is the final step in delivering the bridge responsibly, ensuring the river environment remains safe, stable, and supported for the long term.
Fewer Train Delays Ahead on Jurupa Road
To help finish the rail underpass now under construction at Jurupa Road and Van Buren Boulevard in Jurupa Valley, the Board approved a $7 million reimbursement through a regional transportation program funded by development fees. This program, managed by the Western Riverside Council of Governments, helps fund major road projects that reduce traffic congestion and improve safety. Once complete, Jurupa Road will pass under the train tracks, which means fewer backups when trains pass through, safer travel for drivers, cyclists, and pedestrians, and faster response times for emergency vehicles. The grade separation will also improve freight movement through the area, making everyday commutes more reliable.
Three More Years of WIC Services in Riverside County
The Board approved a three-year federal grant with the California Department of Public Health totaling $62,230,607 to operate WIC, the Special Supplemental Nutrition Program for Women, Infants, and Children, from October 1, 2025, through September 30, 2028. WIC helps pregnant women, new parents, babies, and children under five with healthy food benefits, breastfeeding support, nutrition counseling, and referrals to other services. This funding enables Riverside University Health System Public Health to continue serving thousands of families throughout the county. Rent Help and Rehousing Support for CalWORKs Families
The Department of Public Social Services and the Housing Authority received approval for a five-year, $17,575,165 agreement to provide rapid rehousing services for families in CalWORKs, California’s cash aid and employment program for low-income families. The program is funded 80 percent by federal dollars and 20 percent by the state. The goal is simple: keep families stably housed while parents work. Services can include short-term help with rent, security deposits, landlord mediation, and case management to connect families with jobs and longer-term stability. Help “Cram the Van” During National Diaper Need Awareness Week
The Diaper Bank of the Inland Empire is launching its first-ever Cram the Van Diaper Drive September 15–21, 2025. The goal is to collect 25,000 diapers, 500 packages of wipes, and $10,000 to support families in need across our region. Local businesses, organizations, and community members are invited to participate by donating diapers, wipes, or funds to help DBIE continue distributing thousands of essential supplies each month. From the heartfelt stories to the delicious lunch and the joy of seeing everyone come together, the day was a meaningful reminder of the impact our seniors make in our communities. Each honoree was recognized for their selfless service, lifelong dedication, and the powerful legacies they continue to build for future generations. Their stories inspire us all and highlight the importance of honoring those who have given so much of their time and talents.

Voices for Children
Founded in San Diego in 1980, Voices for Children is a private nonprofit organization dedicated to transforming the lives of abused, abandoned, or neglected children in foster care. The organization recruits, trains, and supports Court Appointed Special Advocate (CASA) volunteers who serve as the voice for children in the courtroom, ensuring their needs and best interests are heard. In 2015, Voices for Children expanded to Riverside County, becoming the only agency designated by the courts in both San Diego and Riverside Counties to provide CASA volunteers.
As a nationally recognized member of the National CASA/GAL Association and the California CASA Association, Voices for Children is consistently ranked among the top CASA programs in the nation. The organization has built a proven track record of innovative advocacy, supported by dedicated leadership and a strong network of volunteers. With partnerships such as Live Well San Diego and a commitment to trauma-informed care, Voices for Children continues to ensure that judges have the critical insight needed to make the most informed decisions for a child’s future.
