Dear Friends and Second District Residents,

As we begin the Independence Day celebrations, next year, July 2026, is America’s 250th birthday. We invite all District 2 residents to begin imagining how we can honor this remarkable milestone. Whether through community events, educational projects, or displays of patriotism, let’s come together to reflect on our shared history and celebrate the spirit of our nation. My office will be compiling creative ideas and welcome suggestions from our constituents, big or small, on how our cities and neighborhoods can participate in this historic celebration. Together, we can create lasting memories for future generations!

This month, we are reminded of the significance of Independence Day. This national holiday marks the beginning of our nation’s journey toward freedom and self-governance. It is a time to honor the sacrifices of those who fought for liberty and to reflect on the shared values that continue to guide our democracy. The celebration of independence is not only a commemoration of our past but also a reminder of the responsibilities we carry today as members of a free society.

With these celebrations comes a vital safety reminder. Fireworks of any kind, including those considered safe and sane, are illegal in Riverside County. Their use creates serious risks to life, property, and public safety. The danger of wildfires is particularly high during the summer months, and the use of illegal fireworks can result in devastating consequences for families and communities. In June, my office took part in a wide range of events and initiatives that reflect the diversity, needs, and progress of the Second District.

We welcomed several new businesses that are expanding access to essential services and economic opportunities. In Corona, we celebrated the grand opening of the First Class Infant & Research Center, which provides crucial early childhood development services to families. We also joined the ribbon-cutting ceremony for Circle City Midwifery and Women’s Health Services, Inc., a new provider dedicated to comprehensive care for women at every stage of life. In Jurupa Valley, we helped welcome Magicland Children’s Dentistry and Orthodontics, a new pediatric dental office serving local families. These additions represent progress in meeting the healthcare needs of our growing population.

We also supported local economic development efforts. In Jurupa Valley, I joined city officials and development partners for the groundbreaking of the Van Buren Marketplace. This project, which will feature Vallarta Supermarkets as its anchor tenant, is anticipated to generate new jobs, business investments, and infrastructure improvements in the area. We also joined the Corona Chamber of Commerce in celebrating the opening of Chino Commercial Bank’s newest location, underscoring the importance of local financial institutions that provide personalized service to small businesses and residents.

Our team joined Habitat for Humanity Inland Valley for the Playhouse Blitz event at Storm Stadium in Lake Elsinore. This creative and impactful day brought together volunteers to build playhouses for local families, nonprofits, and schools. It was an inspiring example of service, teamwork, and community connection.

June was also a time for celebrating tradition and recognizing achievement. In Norco, we marked the 40th anniversary of Tony’s Hay and Grain, a business that has faithfully served the community and supported its equestrian culture for decades. We joined the Lake Norconian Club Foundation for their annual fundraiser, where we heard about the ongoing efforts to preserve this historic landmark for future generations.

My office participated in several events that honor service and civic engagement. In Norco, we attended an event hosted by American Legion Post 328, honoring members of the Army, Air Force, and Space Force. I also participated in the American Legion Post 742's Joint Officer Installation Ceremony, which recognized the incoming leadership of the Legion, Sons, and Auxiliary. In the City of Corona, we participated in the annual Flag Day Celebration at the Fire and Police Training Facility, where we observed a solemn and respectful flag retirement ceremony led by local veterans and Scout groups.

One of the most significant events last month was the Riverside County Sheriff's Office Annual Awards Ceremony. I had the privilege of attending as the Sheriff’s Department honored more than 100 individuals for acts of heroism, service, and extraordinary commitment to public safety. These honorees, including both law enforcement professionals and civilians, demonstrated what it means to go above and beyond in service to others.

The Board of Supervisors also recognized outstanding leadership and community impact across various sectors. We honored UC Riverside Chancellor Kim A. Wilcox for his transformative leadership as he prepares to retire after more than a decade of service. We recognized the contributions of Bruce Barton, Director of the Emergency Management Department, who recently retired after strengthening our county’s emergency response systems.

We celebrated the Youth Advisory Council, including our Second District Commissioners, for their civic involvement and contributions to public policy discussions. We also recognized the Family Is All That Matters Group Inc., a nonprofit founded initially in our district that continues to serve youth and families through mentorship, education, and community support. Finally, in Norco, we bid farewell to longtime civic leader Geoff Kahan, whose decades of service to veterans, youth programs, and community events have left a lasting legacy.

District 2 closed out the month by attending the Corona Chamber’s Taste of Corona, where over 1,000 foodies were there enjoying eats and some drinks from over 60 local establishments and were entertained by the popular band Flashpants.

This month’s newsletter includes summaries of these events and more. You will also find updates from recent Board of Supervisors meetings, information on available county services, and announcements about upcoming programs and opportunities throughout the Second District.

Board of Supervisors Approves Budget for Fiscal Year 2025-2026

The Riverside County Board of Supervisors approved a $10 billion budget for the 2025-2026 fiscal year. The budget distributes funding primarily to departments focused on delivering services directly to the public. The spending plan, which was developed following extensive meetings with County departments and an expanded community outreach campaign, includes $2.8 billion for health services, $2.3 billion for public safety, $2 billion for human services, and $1.2 billion for public works.

“This is a budget that makes investments that will keep Riverside County a place people want to continue coming to, to live, work, raise their families and enjoy a great quality of life,” said Riverside County Chairman of the Board, Supervisor V. Manuel Perez. “It’s a balance that we ensure we have our folks protected, taken care of and secure, but simultaneously ensuring that we have behavioral health services, social services, housing and infrastructure.”

During the budget hearings earlier this month, the Board of Supervisors considered and approved more than $17.2 million in additional funding. These targeted investments are designed to strengthen public safety, emergency response, housing, and community well-being. Approved budget adjustments include:

  • $1.8 million to increase staffing in the Fire Marshal’s Office of the Fire Department
  • $1.4 million to the District Attorney’s Office to expand victim services and attorney support
  • $332,000 to the Emergency Management Department for new positions focused on alert warnings and access and functional needs planning
  • $1.7 million to the Public Defender’s Office for additional attorney positions and expert witnesses
  • $4.8 million to the Department of Animal Services to increase staff supporting life-saving operations, such as foster care, intake, rescue and adoptions
  • $5 million to Housing and Workforce Solutions to expand affordable housing efforts.
  • $1 million to the nonprofit organization Lift to Rise to address the region’s high cost of housing

This budget seeks to balance support for essential services and financial pressures, including rising costs, flattening revenue, and aging infrastructure. To address this challenge responsibly, the approved plan includes the strategic use of $73 million from the County’s General Fund reserves to balance the budget.

To limit future reliance on General Fund reserves, the county is implementing cost-control measures and a targeted hiring freeze across most county departments.

State and federal policy and budget decisions are unpredictable, and their impacts remain largely unknown at this time. The county is closely monitoring developments in Sacramento and Washington D.C., for potential funding cuts or delays and how that could affect programs and services.

Things you should know71 91 Interchange Project


New 71/91 Interchange Connector Opens, Delivering Major Mobility and Safety Improvements

The long-awaited 71/91 Interchange Project is now complete, marking a significant advancement in regional transportation infrastructure for western Riverside County and surrounding communities. Local officials, including Supervisor Spiegel, joined transportation partners to celebrate the ribbon-cutting of the new eastbound 91 to northbound 71 connector, an upgrade designed to improve traffic flow, safety, and regional access.

The newly opened, non-tolled connector replaces an outdated single-lane loop with a modern two-lane direct bridge that spans over the 91 freeway and the Santa Ana River. At 100 feet tall and 2,500 feet long, the connector is a vital addition for drivers commuting through Corona, Chino, and Chino Hills. The realigned eastbound 91 Green River Road on-ramp, along with a new auxiliary lane, now provides smoother access to both the 71 freeway and the eastbound 91 general purpose lanes.

Construction on the project began in January 2023. Throughout the build, crews excavated 400,000 cubic yards of roadway, installed more than 9 million pounds of rebar, constructed 4,000 cubic yards of retaining walls, and poured more than 36,000 cubic yards of concrete. The project was delivered on time and budget.

Beyond easing congestion and enhancing safety, the new connector is expected to reduce greenhouse gas emissions and support continued wildlife movement through the area. Funding was provided through a combination of federal, state, and local sources, including Measure A, Riverside County’s voter-approved sales tax for transportation improvements.

Major Road Improvements Coming to El Cerrito and Woodcrest

Riverside County is moving forward with major infrastructure projects in the Second District. Plans were approved to widen and restripe a 0.58-mile stretch of Ontario Avenue between State Street and Diplomat Drive in El Cerrito. This project will convert the road into a four-lane highway, add bike lanes, and include a center turn lane. It will also address drainage issues and complete missing sidewalk segments. Construction is expected to begin in 2026. Separately, the County completed the resurfacing of Van Buren Boulevard in the Woodcrest community, a 1.7-mile project that was completed under budget. These efforts aim to improve our community's traffic flow, pedestrian safety, and long-term infrastructure quality.


Encampment Resolution Funding to Support Homeless Services in

Santa Ana River Bottom

The County has approved additional state funding to expand services for individuals experiencing homelessness in the Santa Ana River Bottom, which spans parts of Districts 1 and 2. The $3.2 million in total funding will support outreach, housing navigation, and case management services using a compassionate and low-barrier approach. This work is being led by the Housing Authority of the County of Riverside in partnership with the County’s Housing and Workforce Solutions Department. The funding will enable broader engagement and support to help unhoused individuals transition into permanent housing.


Improved Flood Preparedness in Temescal Valley

The County is partnering with the Temescal Valley Water District in the Second District to fund two critical water infrastructure projects to enhance regional water conservation and flood control. These include a new regional lift station and an interagency conservation project. Together, the projects are backed by a not-to-exceed cost of $4.1 million. Modernizing infrastructure and improving water flow systems will protect the community from future flooding while promoting responsible water use.


Public Health Programs Expanding with Opioid Settlement Funds

The County has approved using over $4.3 million in opioid settlement funds to support Riverside University Health System (RUHS) programs. These funds will expand medication-assisted treatment (MAT) programs in correctional and behavioral health settings, distribute life-saving medication like Naloxone, and strengthen community connections to addiction treatment. These investments directly address substance use disorders and aim to reduce overdose deaths and incarceration of individuals who can instead benefit from clinical care.


Animal Services Responding to Increased Intakes with Expanded Resources

With animal intake numbers on the rise and euthanasia rates dropping, the Department of Animal Services has seen a dramatic increase in the need for care. The Board approved a $800,000 budget adjustment to support expanded shelter services. This includes funding for staff overtime, veterinary diagnostic equipment, improved feeding supplies, uniforms, computer equipment, and critical repairs. These improvements ensure animals receive humane care, and customer service remains consistent as intake levels grow.


Emergency Behavioral Health Teams to Expand Across Riverside County

Riverside County continues investing in mobile behavioral health response teams that help individuals in crisis without involving law enforcement or hospital systems unnecessarily. Two recent grant agreements totaling nearly $3 million will expand these services through December 2025. These programs, funded by the State of California, help deploy trained mental health professionals to respond directly to individuals experiencing behavioral health issues, allowing them access to care and avoiding incarceration or emergency room visits.


Community Funding Supports Youth, Public Safety, and Local Organizations

Supervisor Spiegel allocated over $32,000 in Community Improvement Designation (CID) funds to benefit a range of nonprofit organizations and civic programs that serve residents of the Second District. A total of $26,000 was directed to the RAP Foundation, Nueva Vista Continuation High School, Reach One Teach One, Norco High School Alumni Association, the Riverside Sheriff’s Association, and Soroptimist International of Corona. These organizations play a vital role in community development, educational enrichment, public safety, and empowering underserved populations. An additional $6,250 was awarded to the Second District Youth Advisory Council, which provides high school students with structured opportunities to participate in civic engagement, policy discussions, and local community service initiatives. These CID allocations reflect Supervisor Spiegel’s ongoing commitment to investing in local programs that directly contribute to the well-being and growth of Second District communities.


Board Expands Behavioral Health Housing Services with $2 Million Annual Increase

The Board of Supervisors approved a $2 million increase in annual funding for Riverside University Health System – Behavioral Health to support expanding housing assistance programs for individuals facing mental health challenges. The new total allocation of $14.5 million annually will fund emergency, transitional, and permanent supportive housing services through fiscal year 2025 to 2026. These services are critical for residents who are experiencing homelessness or are at risk of becoming unhoused while managing behavioral health conditions. The additional funding will strengthen partnerships with housing vendors, expand placements, and provide wraparound support services that promote long-term stability and recovery. This program is entirely funded by the State of California, ensuring that county resources are preserved while addressing urgent behavioral health needs across Riverside County.


Major Road Resurfacing Project Approved for Lake Mathews Community

The Board of Supervisors approved a transportation infrastructure project to resurface a 5.8-mile stretch of El Sobrante Road in the Second District's Lake Mathews area. The project, which spans from La Sierra Avenue to Cajalco Road, is scheduled to begin in late summer 2025 and will be completed in phases to minimize traffic impacts and maintain access throughout the construction period. The resurfacing work will include pavement rehabilitation, roadway enhancements, and improvements that will increase safety and reduce maintenance needs for local residents and daily commuters. The project is fully funded through local transportation revenues, including gas tax funds, and will not impact the County’s General Fund. This investment demonstrates the County’s continued commitment to preserving and improving critical infrastructure.


Riverside County and Lake Elsinore Unified Partner to Address Student Substance Abuse

The Board ratified a four-year Memorandum of Understanding between Riverside University Health System – Behavioral Health and the Lake Elsinore Unified School District to provide comprehensive on-campus substance abuse services. The agreement, totaling $1,552,560, is fully funded by the school district and requires no financial contribution from the County. Under the agreement, licensed behavioral health staff will deliver prevention education, early intervention, and rehabilitation services at district school sites. The initiative is designed to address rising concerns related to adolescent substance use and mental health by providing timely, coordinated support in a familiar educational setting. This partnership reflects a shared commitment to proactive, school-based behavioral health care that strengthens academic outcomes and student well-being.


County Updates Ordinance Regulating Mobile Food Vendors and Sidewalk Vending

The Board of Supervisors adopted an update to Ordinance No. 853.2 to enhance regulations governing sidewalk vending and mobile food truck operations in unincorporated communities throughout Riverside County. The revised ordinance introduces more clearly defined criteria for assessing public safety and community impacts associated with vending activities. It also identifies specific streets and locations where vending will be restricted due to safety concerns, including proximity to schools, heavy pedestrian zones, and areas with limited visibility. The updates aim to ensure that vendors operate in a manner that maintains public access, cleanliness, and compliance with health standards while still allowing legitimate businesses to serve the public. The ordinance follows a public hearing process and reflects community feedback regarding overcrowding, traffic interference, and sanitation issues. These changes will enable the County to more effectively enforce regulations and preserve the quality of life in unincorporated areas.

The Corona-Norco Branch of Assistance League of Riverside

The Corona-Norco Branch of Assistance League® of Riverside is a growing nonprofit organization dedicated to clothing, comforting, and educating children in the Corona-Norco community. This volunteer-driven organization recruits local members and community volunteers, raising funds through grants, donations, and regional events to support impactful programs that serve local youth.

Operation School Bell has provided clothing to hundreds of children to serve 175 students this year alone. The SOAR (Students Overjoyed About Reading) program offers after-school reading support and tutoring in partnership with the Corona-Norco Unified School District (CNUSD), significantly improving reading levels among over 150 students to date. Additionally, the Financial Literacy program has expanded from serving 24 students in its first year to 70 the following year, helping 85% of participants earn literacy certificates. The newest initiative, Bear Pals, has delivered nearly 200 comforting teddy bears to children experiencing trauma, with plans to grow its reach in the upcoming school year.
