Dear Friends and Second District Residents,
As we move into June and prepare for the summer season ahead, I want to share highlights from the past month and provide an update on the work my office and Riverside County are doing to support our communities, strengthen our economy, and ensure that your voices are reflected in the decisions shaping our region.
May was an incredibly productive month, filled with meaningful engagement, economic milestones, and collaborative community efforts across the Second District. My office was proud to participate in several significant grand openings reflecting the growth and innovation throughout Riverside County.
In the City of Norco, we joined the grand opening of the Maverick Innovation Labs and Inland Empire Tech Bridge, a transformative project developed in partnership with NAVSEA (Naval Surface Warfare Center, Corona Division), RCCD (Norco College), and the Riverside County Office of Economic Development. This groundbreaking initiative fosters entrepreneurship, innovation, and national defense technology collaborations, strengthening our region’s role in advancing critical innovations for both commercial and military applications.
In Riverside, we celebrated the launch of Ohmio’s autonomous shuttle service, marking a significant leap forward in the future of transportation and smart mobility. We also commemorated the start of construction for the Cambern Avenue Apartments in the City of Lake Elsinore. This new affordable housing development will expand access to safe and stable housing for families in need. Additionally, the grand opening of the Santa Ana River Trail Wayfinding Project marked the installation of more than 230 directional signs and kiosks, enhancing public safety and accessibility along one of our region’s most valued recreational corridors.
As part of my continued commitment to public engagement, my office held several town halls and community meetings this past month. Our office hosted a Woodcrest Town Hall, providing updates on public safety, development, and community service. We also facilitated the Temescal Valley Municipal Advisory Council (MAC) meeting and the Lakeland Village Community Advisory Council (CAC), which allowed residents to hear directly from county departments and share feedback on local priorities. These forums are essential for ensuring that policy decisions are informed by the people they impact most.
My office also organized a Veterans Town Hall at American Legion Post 328 in Norco, where we worked alongside the Riverside County Department of Veterans’ Services, the Veterans Advisory Committee, and local veterans organizations to connect veterans and their families with critical benefits and services. This event underscored our ongoing dedication to advocating for those who have served and ensuring they receive the support they’ve earned.
My team and I remained active across the district at key community events. We proudly participated in the Corona/Riverside County Relay for Life, walking alongside residents, cancer survivors, and advocates in a powerful show of unity in the fight against cancer. In Lake Elsinore, I hosted Donuts & Dialogue at the Senior Activity Center, where I was able to speak directly with seniors about the issues that matter most to them. These conversations continue to shape how we advocate for services, healthcare, and community programming.
In addition to community engagement, I joined regional and national leaders at two major conferences this past month. At the Southern California Association of Governments (SCAG) Regional Conference, we discussed infrastructure investment, sustainable growth, and regional mobility, all of which are vital to the long-term prosperity of Riverside County. At the International Council of Shopping Centers (ICSC) conference, we partnered with the Riverside County Office of Economic Development and cities across the region to promote our county as a destination for business expansion, investment, and commercial development.
I also attended the 31st Annual Inland Empire World Trade Conference, where I recognized Aleph Group, Inc. for its global impact and local contributions, strengthening the visibility of Riverside County's manufacturing and export sectors and highlighting our region's role on the international stage.
May was also a time of remembrance and recognition as I joined the City of Norco and the City of Corona for their Memorial Day ceremonies, where we honored the servicemembers who gave their lives to defend our nation. At the Corona Chamber Foundation’s Memorial Mile March, I walked alongside families, veterans, and community members in a moving tribute to the fallen. In Eastvale, my office participated in the International Food Festival, which celebrated cultural diversity and included the recognition of the Eleanor Roosevelt High School Boys Basketball Team for winning the CIF State Championship. In Temescal Valley, I attended the annual Community Faire at Tom’s Farms, which continues to be a cherished event, bringing residents and local partners together.
My colleagues and I on the Board of Supervisors approved several key actions in May, including investments in affordable housing, new infrastructure improvements, and initiatives to expand public safety resources. These decisions reflect our focus on forward-thinking policies that address immediate community needs while building a stronger future for Riverside County.
As we welcome June, we pause to honor several meaningful observances. National Safety Month reminds us to prioritize safety in our homes, workplaces, and communities. On June 14, we proudly celebrate the U.S. Army’s 250th anniversary, honoring 250 years of service, sacrifice, and strength — alongside National Flag Day, which calls us to reflect on the unity and freedom symbolized by the American Flag. And as Father’s Day approaches, we celebrate the fathers, and father figures whose guidance and love help shape strong families and resilient communities.

 County of Riverside / State of California Fiscal Year 2025/26 Recommended Budget
The Riverside County Executive Office today released a $10 billion recommended budget for fiscal year 2025-26 to fund critical county services. This recommended budget, which will be considered by the Board of Supervisors during budget hearings scheduled for Monday, June 9 and Tuesday, June 10, projects to use approximately $73 million from the county’s savings (i.e., reserves) to reduce impacts to services.
This recommended spending plan was developed following extensive meetings with County departments and an expanded public outreach campaign seeking community input. It includes $2.8 billion for health services, $2.3 billion for public safety, $2.0 billion for human services and $1.2 billion for public works.
Among many of the department and community priorities funded, the Fiscal Year 2025-2026 recommended budget includes funding for the following, which align with priority areas identified by the first-ever community budget survey open earlier this year:
- The Transportation Department is managing approximately $585 million in projects ranging from road maintenance to major infrastructure improvements.
- Nearly $49 million from Senate Bill 1 funding and $30 million in American Rescue Plan Act funding will support projects such as sidewalk enhancements along Clark Street, the Jurupa Road Grade Separation, and the Temescal Canyon Road widening, aligning with the public’s call for improved and paved roads, the top-ranked priority listed in the survey results.
- To support healthcare delivery, Riverside University Health System (RUHS) - Medical Center and Community Health Clinics is planning to serve an additional 10,000 patients, providing 20,000 services to Riverside County residents through new providers, locations and specialties.
- The proposed budget includes $1.7 million in funding to expand youth prevention programs and $4.5 million for inmate treatment services within Behavioral Health.
- The RivCoONE initiative, a person-centered care coordination system, is recommended to receive $7.8 million in General Fund support to improve cross-departmental delivery of countywide services.
- The Office on Aging’s nutrition program for seniors is supported by a $200,000 General Fund allocation in the recommended budget.
The Board will take action on this recommended budget, as well as additional funding decisions, during budget hearings scheduled for Monday, June 9 and Tuesday, June 10. A copy of the recommended budget can be found here: https://rivco.org/budget.
Riverside County Sees Major Progress in Reducing Unsheltered Homelessness
Riverside County is seeing encouraging signs of progress in its efforts to combat homelessness. The 2025 Point in Time Count, conducted on January 22, identified 3,990 individuals experiencing homelessness and revealed a 19 percent drop in unsheltered homelessness compared to last year. This marks a significant milestone in the County’s mission to make homelessness rare, brief, and nonrecurring.
Even more promising, all four key subpopulations—veterans, seniors, families with children, and youth—saw meaningful reductions. This reflects the success of the County’s Homeless Action Plan, a regional initiative led in collaboration with the Continuum of Care to align federal, state, and local resources toward shared Five Year Goals. Since 2023, the County has increased shelter bed capacity by 57 percent, helping more individuals access shelter and transition into permanent housing.
While the total number of people experiencing homelessness rose slightly from 2023, the overall growth rate of homelessness has slowed for the second consecutive year. It dropped from 15 percent in 2022 to 12 percent in 2023 and now to just 7 percent in 2025. These results show that the County’s strategic approach is working.
The annual count was made possible through a collaborative effort involving 879 volunteers from all 28 cities and multiple county departments. As part of its More Than A Count initiative, Riverside County also fast-tracked vulnerable individuals into care during the count with support from partners including IEHP and Molina Healthcare.

Mobile Animal Services Clinics Provide Free Spay/Neuter Services Across the Second District
In May, our office, in partnership with the Riverside County Department of Animal Services, hosted two mobile spay and neuter clinics in the communities of El Cerrito and Lakeland Village. Thanks to this ongoing effort, 60 pets received these vital services at no cost to their owners.
Looking ahead, two more mobile clinics will take place in June—one in the Lake Elsinore area and another in the Woodcrest/Lake Mathews area. Flyers and appointment details will be shared exclusively on our social media channels, so we encourage residents to follow our pages and turn on notifications. This is the only way we will be announcing upcoming clinics.
These free appointments are limited and fill up quickly. We encourage pet owners to act fast when flyers are posted and appreciate your understanding regarding the capacity limitations outlined below.
Why Are Mobile Spay/Neuter Appointments Limited to 30 Slots?
Our mobile spay/neuter events are intentionally capped at 30 appointment slots per clinic due to a combination of factors aimed at ensuring the highest quality of care and operational efficiency:

Veterinary Shortage
- There is a nationwide shortage of veterinarians and veterinary technicians, which directly impacts how many procedures can be performed in a single day. Each surgery must be conducted safely and thoroughly, requiring time, skill, and post-operative monitoring by trained professionals.

Resource Availability
- Mobile clinics operate with limited space and equipment. Unlike full-service veterinary hospitals, mobile units have finite surgical stations, supplies, and recovery space. Our goal is to provide safe and compassionate care, which means balancing the number of patients with the resources available on board.

Animal Health and Safety
- Limiting appointments allows staff to monitor each pet closely before, during, and after surgery. It ensures that each animal receives the attention it needs, minimizing the risk of complications and providing a better experience for both pets and their owners.
Keeping Our Communities Safe and Accessible: Updates to Mobile Vending Regulations
At the May 20, 2025, meeting, the Riverside County Board of Supervisors introduced proposed updates to Ordinance No. 853.2, which outlines regulations for mobile food trucks and sidewalk vendors operating in the public right-of-way within unincorporated areas of the County.
This ordinance is part of an ongoing effort to balance economic opportunity with public health and safety. As mobile vending activity continues to grow, the County is working to address concerns related to traffic flow, pedestrian safety, and accessibility on our streets and sidewalks.
Key updates include clearer definitions of “community effects,” improved enforcement measures, and identifying specific streets where vending would be prohibited due to safety risks. These refinements aim to ensure that vending activities can continue while protecting the well-being of residents, business owners, and visitors.
Guardrail Safety Improvements Coming to Lake Mathews Area Roads
At the May 6, 2025, meeting, the Riverside County Board of Supervisors approved moving forward with the Drive Guardrail Reconstruction Project in the Lake Mathews area. This project will replace approximately 3,972 feet of outdated metal beam guardrails along key sections of Cajalco Road and Lake Mathews Drive.
The upgrade includes removing old guardrails, installing new guardrails that meet current safety standards, installing reflective delineators for better visibility, reconstructing the existing asphalt dike, and making other necessary improvements. Construction is expected to begin this summer and will take about six weeks to complete. Work will be phased to minimize road closures and maintain access for drivers throughout the project.
This is an essential investment in community safety. These improvements will help reduce traffic hazards, improve visibility, and ensure safer travel for all who use these well-traveled roads.
Norco Flood Control Project Completed – Enhanced Protection for Residents
On May 6, 2025, the Board of Supervisors received an update on the now-complete flood control project in the City of Norco, which constructed approximately 5,900 feet of large, concrete-lined flood channel. This major infrastructure upgrade replaced a smaller, earthen channel with one that can now safely carry the flow of a 100-year storm.
The project significantly improves flood protection for the community, particularly by addressing and resolving long-standing flooding issues near Sixth Street. In addition to enhanced public safety, the project is expected to reduce the area classified as floodplain by the Federal Emergency Management Agency (FEMA), potentially lowering flood insurance requirements for local property owners.
This is a meaningful investment in the long-term resilience of the Norco community, ensuring better protection for homes, roads, and public infrastructure.
Legislation Supporting Veterans, Infrastructure & Public Safety Advances with Local Impact
A series of legislative proposals addressing issues such as veteran benefits, infrastructure funding, and public safety are moving forward in Sacramento, and many of them could have a meaningful impact here in Riverside County.
The legislative package, which includes eleven bills that recently passed the State Senate and are now headed to the Assembly, focuses on practical solutions to support disabled veterans, improve road safety, assist local governments with infrastructure projects, and strengthen protections for homeowners. SB 56 (which would exclude disabled veterans’ benefits from income calculations for property tax relief) and SB 74 (which proposes new funding for local infrastructure like fire stations and roads) are especially relevant to the needs of Riverside County residents.

Lake Norconian Foundation
The Lake Norconian Club Foundation is a volunteer-driven, nonprofit organization dedicated to preserving and protecting the historic and natural resources of the Lake Norconian and the Lake Norconian Club in Norco, California. Founded in 2010, the Foundation focuses on increasing public awareness and promoting community involvement to safeguard this significant landmark.
The Lake Norconian Hotel opened in 1929 and was a luxurious resort frequented by Hollywood celebrities and sports stars. It was converted into the U.S. Naval Hospital Norco during World War II, playing a pivotal role in military medicine. Despite its historical significance and inclusion on the National Register of Historic Places in 2000, the property has suffered neglect and is closed to the public.
LNCF raises funds through various initiatives, including annual galas like "A Night with the Norconian Stars," community events, membership drives, and donations. They also engage in fundraising campaigns to support restoration efforts. All proceeds contribute to preserving the Lake Norconian Hotel and its surrounding structures.
