Dear Friends and Second District Residents,
Spring is always a vibrant and active season in Riverside County, and April was no exception. It was a month filled with meaningful events, important conversations, and opportunities to connect directly with you, our residents, on the issues that matter most.
I began the month by raising the Children’s Memorial Flag in honor of Child Abuse Prevention Month. This solemn tradition served as a reminder of the importance of protecting our most vulnerable and the role we all play in ensuring every child grows up in a safe, nurturing environment. My commitment to community well-being continued as I joined State Senator Kelly Seyarto at the Corona Chamber of Commerce’s Legislative Action Committee Meeting, where we discussed regional concerns and legislative solutions with local leaders and stakeholders.
Throughout the month, I was honored to attend several important community events. I had the opportunity to join Senator Sabrina Cervantes, Corona Councilmember Jacque Casillas, and CNUSD Board Member Mary Ybarra at the Corona-Norco Community Free Health Screening Event at Corona High School, where residents received free health screenings, exams, and immunizations. I also attended the dedication of Wild Rose Ranch Park, now named Jannlee Heritage Park, at Knabe Road and Clay Canyon Drive, a touching tribute to the beloved Jannlee Watson of Temescal Valley.
Observing community spirit, I enjoyed attending the Temescal Valley Spring Festival, a lively yearly celebration. I also hosted our annual Temescal Valley Town Hall at Luiseno Elementary School, allowing residents to share concerns and hear directly from county departments. Events like this are monumental in improving the Second District for our residents. My staff and I do our best to advocate for their issues and concerns, starting with neighborhood meetings like our Town Halls, where their voices can be heard.
One of the month's highlights was receiving the Goodwill Award from the Rotary Club of Greater Eastvale at their 2025 Community Service Awards. This recognition is a true testament to the collaborative spirit and hard work we share in building stronger communities. I then joined community members for the Riverside County District Attorney’s Candlelight Vigil during National Crime Victims’ Rights Week, where I had the solemn responsibility of reading some of the names of victims whose lives were tragically lost to crime. The vigil’s theme, Lighting the Path Toward Healing, was a powerful call to remembrance and healing.
Our efforts in supporting youth empowerment continued as I took a tour of the Girls on the Run site at Pedley Elementary School in Jurupa Valley. This inspiring program empowers young girls to discover their strengths, build confidence, and boldly pursue their dreams. Additionally, I was proud to welcome Westcliff University’s new College of Nursing at its Grand Opening Ceremony in Corona’s Dos Lagos neighborhood. Their investment in a state-of-the-art nursing program provides a vital path for local students to become Registered Nurses, helping address the growing need for healthcare professionals in our region.
Supporting our heroes and their families remains a core priority. My staff attended the Highway Dedication Ceremony honoring the life and legacy of Riverside County Deputy Sheriff Darnell Calhoun, who was tragically slain in the line of duty in 2023. A section of Route 15, from North Main Street to Highway 74, has now been dedicated in his memory.
Economic growth and development were also front and center. My team attended the Grand Opening Ribbon ribbon-cutting ceremony of CISCo Restaurant + Bar in Corona, a vibrant new addition offering Modern American cuisine and curated whiskey cocktails. We also joined the Jurupa Valley Chamber of Commerce for the Ribbon ribbon-cutting ceremony celebrating Century Communities' new Ivory development, which offers stylish two-story townhomes and family-friendly amenities.
April was also a time to honor those who served. I proudly attended the 13th Annual Blue Star Mothers Luncheon, where I presented a certificate to the American Gold Star Mothers, Inc. Inland Empire Chapter, celebrating its 15th Anniversary, recognizes its unwavering support for veterans, active-duty service members, and their families. We also continued to celebrate student excellence, with my staff attending the CNUSD Student of the Year Awards, recognizing outstanding young leaders throughout the Corona-Norco Unified School District.
In addition to these engagements, I focused on broader quality-of-life issues. I was proud to speak at the 2025 Inland Empire Housing Conference during National Fair Housing Month, recognizing leaders working to expand access to affordable and fair housing. In April, our partnership with Riverside County Animal Services brought two mobile pet clinic events. One free Spay/Neuter Mobile Clinic is in Home Gardens, and one Wellness Clinic is in Temescal Valley, where around 230 pets, in total, received free services. Environmental stewardship also remained a priority, with over 600 volunteers participating in the 5th Annual City-Wide Earth Day Clean Up in Eastvale, covering 25 miles of city streets.
Residents also had the opportunity to voice their priorities at the County Budget Community Workshop in Corona, which I co-hosted with the Riverside County Executive Office. Conversations like these are essential to creating a responsive and responsible government.
I was honored to give the opening remarks at the 27th Annual Youth Summit in Lake Elsinore, hosted by the Riverside County Youth Commission under the inspiring theme Today’s Youth, Tomorrow’s Leaders. I also traveled to Sacramento for the CSAC Legislative Conference, collaborating with state leaders, legislators, and my fellow county supervisors on critical policy initiatives.
My team and I participated in Denim Day, standing in solidarity with survivors of sexual violence. I also joined community members for Good Morning Corona, where we received a legislative update from Congressman Ken Calvert. I then rolled up my sleeves with fellow Rotarians for Rotarians at Work Day, helping pack 20,000 fortified meals with Meals of Hope to combat food insecurity globally.
April also saw new beginnings across our district, with several exciting openings, including Jurupa’s Café and Tractor Supply Co. in Jurupa Valley, Inspire Life Skills Home in Corona, Ontario Ranch Pet Clinic in Eastvale, Always Best Care Senior Services in Corona, and the grand opening of the Pikes Peak Park Playground in Norco. These additions bring our communities new resources, jobs, and vibrant energy.
As we turn the page to May, I want to take a moment to recognize the critical observances we celebrate throughout this month. Mother’s Day, Armed Forces Day, Memorial Day, and Military Appreciation Month are meaningful reminders of our values. Mother’s Day celebrates the compassion, strength, and tireless dedication of the women who shape our families and communities. Armed Forces Day and Memorial Day invite us to pause and reflect on the courage and sacrifice of those who serve and have served to protect our freedoms. Throughout Military Appreciation Month, we also honor the countless families who stand beside their loved ones in service. I encourage all residents to take a moment to thank and honor those who have given so much.

Join Riverside County Second District Supervisor Karen Spiegel and various County departments for a community Town Hall on Thursday, May 8, from 6:00 p.m. to 8:00 p.m. at Woodcrest Elementary School in the Multi-Purpose Room (16940 Krameria, Riverside, CA 92504). Transportation Update: Grand Avenue Sidewalk Construction
The Riverside County Transportation Department is constructing new sidewalks along Grand Avenue in Lakeland Village, from Adelfa Street to Blackwell Boulevard, along the north side of Grand Avenue between Brechtel Street and Corydon Road. The project is anticipated to be completed by June 2025. During construction, the roadway will be narrowed and shifted during working hours. Drivers are encouraged to observe all posted construction signs, exercise caution, and share the road. We appreciate the community’s patience and understanding as we work to improve pedestrian access and roadway safety.
Improved Road Maintenance and Accessibility Coming to District 2
At the April 15, 2025, Board of Supervisors meeting, the Board approved plans and specifications for the Slurry Seal and Curb Ramp Accessibility Projects for Fiscal Year 2025-2026. This effort will enhance 177 roadway segments throughout District 2 and upgrade 28 curb ramps to meet ADA standards, totaling over 210,000 feet of road improvements.
This initiative aligns with the County’s recent budget priorities survey results, which confirmed that road maintenance is a top concern among residents. Supervisor Spiegel remains committed to addressing these concerns and will continue to advocate for critical infrastructure improvements that benefit all who live, work, and travel in District 2.
Inaugural Veterans Town Hall Comes to Norco
In partnership with the Veterans Advisory Committee, Riverside County Department of Veterans Services, American Legion Post 328, and Veterans Serving Veterans, Supervisor Karen Spiegel is proud to host the inaugural Veterans Town Hall on Wednesday, May 7, 2025. The event will occur from 6:00 to 8:00 p.m. at American Legion Post 328, located at 3888 Old Hamner Road in Norco. Doors will open at 5:45 p.m., and light refreshments will be served.
This new town hall-style format shifts from traditional legislative breakfasts to a more interactive and community-centered approach. Veterans, active-duty service members, and their families are invited to hear directly from Riverside County departments, including Behavioral Health, Housing and Workforce Solutions, the Assessor-Clerk-Recorder, and the Office on Aging. After brief presentations, attendees can visit department booths to ask questions and gather valuable information.
Supervisor Spiegel emphasized the importance of connecting veterans directly with the available resources, stating, "This new town hall format allows us to meet veterans where they are, in their communities, and ensure they have a clear understanding of the services available to them.” Director of Veterans Services Greg Coffos added, “Events like this allow us to connect face-to-face with the individuals we serve, listen to their needs, and make sure no one slips through the cracks.”

During last month’s Board of Supervisors meeting, each Supervisorial District recognized its 2025 Volunteer and Nonprofit Organization of the Year. Supervisor Spiegel honored Joshua Pope as the Second District’s 2025 Volunteer of the Year. For the past four years, Joshua has served through the City of Lake Elsinore’s Community Services Department and Care Rite Vocational Services. Known for his positive attitude, attention to detail, and dedication to maintaining clean and welcoming public spaces, Joshua has become a valued and inspirational figure in the community.
Supervisor Spiegel recognized Bicycles for Children as the Second District’s 2025 Nonprofit Organization of the Year. Founded by John White in 2013, the organization has provided more than 10,000 bicycles to children across Riverside County. The program encourages healthier lifestyles and brings joy and a sense of community to families throughout the region.
