Dear Friends and Second District Residents,
Spring has arrived in Riverside County, bringing new energy and exciting developments across the Second District. March was a busy and impactful month, full of opportunities to engage with our communities, celebrate progress, and continue working toward a brighter future for all.
We hosted a number of key community meetings, including the Lakeland Village Community Advisory Council, Temescal Valley and Woodcrest Municipal Advisory Councils, and the El Cerrito Town Hall. These gatherings allowed residents to receive updates on local projects such as the Lakeland Village Community Center and Sports Park improvements, upcoming sidewalk construction, and infrastructure enhancements and connect directly with county departments.
I also enjoyed spending time with our seniors during Donuts & Dialogue at the Rose M. Eldridge Senior Center in Norco and the Eddie D. Smith Senior Center in Jurupa Valley, and Hawaiian Day with the Second District Youth Advisory Council at the Corona Senior Center. These conversations provide valuable insight into the needs and concerns of our senior population and help guide our efforts moving forward.
We marked several important milestones, including the groundbreaking ceremonies for the future Lake Elsinore Library and the Lakeland Village Childcare Center. These facilities will be vital hubs for education, creativity, and community connection. We also celebrated the opening of new businesses like MW Athletix Training Center in Corona, Sun’s Kitchen and Snippz Barbershop in Jurupa Valley, and the Ohmio Autonomous Vehicle Pilot Program in Riverside. In Woodcrest, we officially cut the ribbon on the brand-new Community Courts, a fantastic new space for recreation, wellness, and neighborhood gathering.
I had the honor of attending the National Association of Counties (NACo) Annual Conference in Washington, D.C., where I joined county leaders from across the nation to share strategies, exchange ideas, and advocate for our local priorities. While in D.C., I met with Congresswoman Young Kim in her office to discuss key issues impacting Riverside County and explore ways we can better support our residents through federal collaboration. I also had the opportunity to meet with Congressman Raul Ruiz to continue conversations about strengthening resources and partnerships that benefit our region.
Back here at home, I had a productive meeting with Congressman Ken Calvert to address critical funding opportunities for healthcare in our region. Ensuring our communities have access to quality medical resources remains a top priority, and working together at all levels of government is essential in making that happen. I also had the pleasure of meeting with Assemblywoman Leticia Castillo for a meet and greet, where we had an open and collaborative conversation about serving our shared communities.
Additionally, I was honored to serve as a keynote speaker at Good Morning Corona, where I presented the State of the Second District. I also spoke at WRCOG’s Generations Empowering Change Women’s Workshop, where we reflected on the power of mentorship and women in leadership.
Looking ahead, I invite you to attend our upcoming District 2 County Budget Town Hall Meeting on April 17, 2025, at Corona City Hall Council Chambers (400 S. Vicentia Ave., Corona) from 6:30 p.m. to 8:00 p.m. Join me for this important opportunity to learn how county funds are allocated, ask questions, and share your priorities directly with county leadership.

As we approach National Volunteer Week, from April 20-26, 2025, it's time to shine a light on the selfless individuals who dedicate their time, energy, and resources to better our communities. This recognition is a testament to the spirit of volunteerism that thrives within us, highlighting those who go above and beyond without expecting anything in return.
Each year, we honor our volunteers throughout each Supervisorial district who have had a profound impact and ability to strengthen our communities through acts of service and generous donation time and expertise.

 Lakeland Village Sports Park Notice of Completion
At the March 11th Board of Supervisors meeting, Supervisor Spiegel and her colleagues officially approved the notice of completion for the Lakeland Village Sports Park Project located within the Lakeland Village Community Center site at 16275 Grand Avenue. The scope of work for the project included but was not limited to the renovation of two (2) existing baseball fields with an open area for soccer field overlay areas, storage areas for portable soccer goals, installation of artificial turf in the in-field areas, walk paths to connect the fields, supplemental irrigation system and Americans with Disabilities Act (ADA) circulation. Funds for this project came from the American Rescue Plan Act (ARPA). This project will bring expanded recreational opportunities for youth and adult sports leagues and provide a safe and modern space for community gatherings, practices, and games. This project underscores Supervisor Spiegel’s ongoing efforts to improve local amenities and create high-quality recreational opportunities for residents.
New Streets Accepted into County Maintained System in El Cerrito
At the February 25th Board of Supervisors meeting, Supervisor Spiegel and her colleagues passed an item that accepts portions of Winton Street, Bobbit Avenue, Bobbit Street, Klyne Street, and Boyd Avenue into the County Maintained Road System. This means that the portions of these roads will be able to be subject to future improvements. This action is a significant step toward ensuring that these roads receive long-term maintenance, repairs, and potential future improvements under the county’s jurisdiction. This decision reflects Supervisor Spiegel’s ongoing commitment to infrastructure improvements and ensuring that our unincorporated communities have safe and well-maintained roadways.
 
Riverside County's Supervisor Karen Spiegel Honors Two Exceptional Women for the 2025 Woman of the Year Award
In celebration of International Women's Day on March 8, 2025, Riverside County Second District Supervisor Karen Spiegel proudly recognized Francesca Rife of Eastvale and Dr. Cassandra Sanders-Holly of Norco as the District Two’s Women of the Year at a ceremony held during the Board of Supervisors Meeting on March 11, 2025.
Each year, Riverside County honors outstanding women through the Women's Inspiration Awards, introduced in 2021, to recognize those making a lasting impact in their communities. Supervisor Spiegel was deeply moved by the inspiring stories of women across the Second District, making it nearly impossible to choose just one honoree. In true District Two spirit, they doubled the recognition, honoring two outstanding leaders who exemplify service, leadership, and dedication to their communities.
"We received so many incredible nominations this year, making it one of the most difficult decisions we've had to make," said Supervisor Spiegel. "I am so grateful to everyone who took the time to submit nominations, and I encourage you to continue to look for the amazing women in our community for next year’s award."
Francesca Rife – City of Eastvale
With 27 years of service in the Corona-Norco Unified School District, Francesca Rife has fostered arts education and youth engagement. She leads an annual schoolwide Art Walk, teaches an afterschool photography club, and collaborates with Jurupa Community Services District to display student artwork at the Eastvale Community Center. A dedicated member of Eastvale Kiwanis since 2017, Francesca has spearheaded numerous community initiatives, including the Today A Reader, Tomorrow A Leader program, which raised $8,000 for school libraries. As the CNUSD Festival for the Arts Elementary Coordinator, she has spent the last six years ensuring student artwork is celebrated across Eastvale, Corona, and Norco. Her tireless efforts in education, the arts, and community service empower and inspire future generations.
“Through her leadership and unwavering dedication to arts education and youth engagement, Francesca has empowered countless young minds," says Supervisor Spiegel. "Her passion for fostering creativity in students is truly inspiring, and our community is richer because of her commitment.”
Dr. Cassandra Sanders-Holly – City of Norco
A leader in pediatric physical therapy, Dr. Cassandra Sanders-Holly has dedicated her career to supporting families navigating neurodevelopmental disabilities. As the founder of Leaps & Bounds Pediatric Therapy and Friends of Leaps & Bounds, she has created a lifeline for children and families in need of specialized care. With over a decade of expertise, Dr. Sanders-Holly has advanced the field through research, education, and advocacy. She serves as an adjunct faculty member at USC and a published contributor to Pediatric Physical Therapy, shaping the next generation of therapeutic professionals. Her unwavering commitment to breaking down barriers to care has transformed countless lives, ensuring children receive the support they need to thrive.
"As a leader in her field, Dr. Sanders-Holly has not only provided life-changing therapies but also paved the way for future professionals through her research and education," says Supervisor Spiegel. "Her compassion, innovation, and advocacy are truly making a difference in our community.”

George Cole - County of Riverside
George grew up on a small farm in rural Louisiana. He worked nights and weekends to pay for his undergraduate degree in pharmacy and later earned an MBA while working full-time for a major pharmaceutical company. George spent 40-plus years in the pharmaceutical industry, serving as CEO and chairman of the board of a private company and later as CEO and member of the board of a publicly traded biotech company.
George has served on several boards and committees of healthcare organizations, including The National Association of Pharmaceutical Manufacturers, Pharmaceutical Research and Manufacturers of America, and The Healthcare Institute of New Jersey, where he received the Recognition Award for Work in Respiratory Diseases. George has also served on The Manufacturers Board of the American Lung Association and the Marketing Advisory Board of the American Academy of Family Physicians. He is actively involved in grassroots programs to increase awareness and support patients in the areas of Asthma, Chronic Obstructive Pulmonary Disease (COPD), and Pulmonary Arterial Hypertension.
Since moving to Trilogy at Glen Ivy in 2013, George has been actively involved in the community by serving on the HOA board for 7 years and as President of the board for 5 years for the community of 1,317 homes. George has served as chairman of the Landscape Committee, which is involved with the landscaping for all of the front yards in the community, the landscaping around the three buildings, and the landscaping of all common areas. He has served on the Design Review Committee that works with the onsite management team to ensure that the community's aesthetics and design standards are maintained.
George has also served on the Good Neighbor committee, helping residents by shopping for them, getting their mail, driving them to doctor appointments, taking out their trash, and performing minor repairs. He has been married to his wife, Lynn, for 53 years and has one son. George enjoys travel, reading, golf, photography, cooking, gardening, and personal fitness.
