Through the services provided by our county departments, we strive to meet these needs with dedication, respect, and a sense of community.
Established in 2012, GivingTuesday was created as a simple idea: a day that encourages people to do good. Over the past decade, this idea has become a global movement that inspires millions to give, collaborate, and celebrate generosity. This year, GivingTuesday falls on December 3, and is an opportunity for individuals, communities, and organizations to come together and give back.

December 7 marks Pearl Harbor Remembrance Day, a solemn occasion honoring the more than 2,400 American lives lost and the thousands who bravely served during the attack on Pearl Harbor in 1941. The Pearl Harbor attack not only marked a turning point in world history but also served as a defining moment for the American spirit of resilience and unity. It reminds us of the courage that has shaped our nation and underscores our responsibility to support those who have served, past and present. As we approach winter, on December 21, we observe National Memorial Day for Persons in Homelessness. On this day, we remember those who have lost their lives while experiencing homelessness, a poignant reminder of the challenges that persist within our communities. Observed on December 25, Christmas is a time celebrating the birth of Jesus Christ. Christmas reminds us of the values of kindness, compassion, and selflessness, encouraging us to unite in the spirit of giving and community. Traditions such as gift-giving, family gatherings, and acts of charity highlight the season’s message of love and unity. For many, it’s a season of hope, faith, and joy, fostering a sense of togetherness that strengthens the bonds within families and communities.
Starting on the evening of December 25 and lasting until January 2, the Jewish holiday of Chanukah, or the Festival of Lights, celebrates resilience, miracles, and the triumph of light over darkness. Commemorating the rededication of the Second Temple in Jerusalem, this holiday highlights the strength of the Jewish people and their dedication to faith and freedom. Traditions like lighting the menorah, spinning the dreidel, and sharing meals symbolize hope, family unity, and the endurance of cultural identity. Chanukah serves as a time of joy, community connection, and remembrance of the miracles that inspire.
Beginning on December 26 and ending on January 1, Kwanzaa is a vibrant celebration of African heritage, community, and culture. This holiday, created to honor African American cultural roots, is grounded in seven principles. Each day emphasizes a core value, with ceremonies, storytelling, and family gatherings that strengthen bonds and celebrate African ancestry. Kwanzaa reinforces the importance of community, cultural pride, and shared purpose, fostering a spirit of unity and growth.

 How the Second District is Utilizing American Rescue Plan Act Funds
The American Rescue Plan Act (ARPA) continues to bring transformative opportunities to Riverside County, with the Second District leading efforts to ensure these funds make meaningful impacts. ARPA, a federal initiative enacted in 2021, provides vital resources to local governments to address the ongoing challenges posed by the COVID-19 pandemic. Riverside County was awarded over $720 million, divided across the five supervisorial districts to meet unique local needs.
The Second District has strategically leveraged its allocation to enhance community infrastructure and support nonprofits, embodying the county’s commitment to long-term recovery and resilience. This approach ensures that residents see tangible improvements in their daily lives while addressing broader economic and social challenges.
Supporting Nonprofits for Greater Community Impact
The Riverside County Nonprofit Roundtable (RCNR), formed in 2022, is crucial in determining how to allocate ARPA funds effectively. Under the leadership of local nonprofit leaders, the roundtable developed a framework to distribute $15 million in ARPA funds to nonprofit organizations. This funding will help alleviate the pandemic's economic impact on nonprofits, enabling them to continue their essential work in community recovery.
Supervisor Spiegel also secured $1 million in ARPA funding for Inspire Life Skills Training, a nonprofit dedicated to empowering former foster youth. This investment will expand Inspire’s ability to break cycles of homelessness and abuse, ensuring these young adults have access to resources and support that foster independence and long-term success.
The nonprofit roundtable provides invaluable guidance to ensure we can do the most good for as many residents as possible. This investment strengthens nonprofits that deliver critical services, from mental health resources to housing support, ensuring they remain a pillar of community support.
Infrastructure Projects Driving Local Growth
Infrastructure improvements are a cornerstone of ARPA investments in the Second District. Some of the key projects include:

El Cerrito Road Resurfacing: Supervisor Spiegel announced a $1 million ARPA allocation to resurface El Cerrito Road and improve Temescal Canyon Road.

Lakeland Village Sports Park Renovation: A $5 million project to revitalize dilapidated sports fields, providing new spaces for soccer, baseball, and general recreation.

Lakeland Village Butterfield Trail Project: Enhancements to this community connector include new landscaping, irrigation, fencing, and interpretive signage.

Home Gardens Library Refresh: Updates to this critical community resource ensure residents have access to a modern, welcoming space for education and enrichment.

Securing Sustainable Growth in Temescal Valley
The Riverside County Board of Supervisors' recent approval of the El Sobrante Landfill Gas Revenue Sharing Agreement represents a transformative step forward for the Temescal Valley and surrounding Second District communities. This groundbreaking agreement ensures that $250,000 annually, with a built-in growth rate of at least 2% per year, will be dedicated to local infrastructure improvements and broader community benefits.
What does this mean for the community?

Reliable funding: With 90% of the funds directly supporting infrastructure projects in Temescal Valley and 10% allocated for District-wide benefits, this funding offers a reliable and sustainable source for long-term development.

No local tax impact: The agreement operates as a self-sustaining endowment, funded by landfill gas revenue, without imposing any fiscal burden on residents.

Future-focused: This funding will continue indefinitely, ensuring that Temescal Valley's infrastructure needs are met for generations as long as the landfill generates revenue.
At the Temescal Valley Municipal Advisory Council (MAC) meeting on November 13, members reviewed proposed spending guidelines for this funding to ensure the money is invested wisely and equitably. These guidelines are vital in aligning infrastructure priorities with the community's vision for growth and improvement.
Why is this important? This agreement is more than a funding mechanism; it’s a proactive investment in the community's future. Securing an indefinite source of infrastructure revenue addresses critical needs like road maintenance, public spaces, and other essential services while fostering community well-being. As Temescal Valley continues to grow, having a sustainable plan for development ensures that residents will benefit from enhanced amenities without additional financial strain.

Groundbreaking Ceremony Marks a New Era for the Santa Ana River Bottom
Riverside County Regional Park & Open Space District celebrated the groundbreaking of the Santa Ana River Bottom (SARB) Maintenance Facility, a project funded by the American Rescue Plan Act (ARPA). This new facility represents a substantial investment in community well-being and environmental conservation, reflecting RivCoParks’ commitment to addressing local challenges.
Why is this facility significant?

Operational Hub: The new facility will serve as the central hub for RivCoParks’ SARB Unit and its partners, supporting their essential work in preserving the delicate ecosystem of the Santa Ana River Bottom.

Enhancing Public Safety: The SARB Unit collaborates with Riverside County and key organizations to promote public safety while preserving the area’s critical habitats.

Support for Vulnerable Populations: In addition to environmental conservation, the SARB Unit plays a crucial role in providing services to vulnerable populations who rely on resources in the river bottom area.
The ceremony honored the SARB Unit and the Riverside Auto-Theft Interdiction Detail (RAID) Task Force’s California Trails and Greenways Award, highlighting their outstanding teamwork in addressing community needs and preserving natural resources.
Why is this important to know? This project is a significant step forward for the Santa Ana River Bottom community. The new facility will enable RivCoParks to tackle pressing issues such as habitat preservation, wildlife safety, and public security while fostering partnerships that ensure long-term success.
By addressing these challenges, the Santa Ana River Bottom Maintenance Facility will create a safer, healthier environment for residents and wildlife, setting the stage for sustainable growth and conservation.
Weeknight Full Closures of Westbound 91 in Corona Start December 2
The Riverside County Transportation Commission (RCTC) is alerting motorists to steer clear of the westbound 91 in Corona on weeknights due to full westbound 91 closures between State Route 71 and Green River Road for RCTC’s 71/91 Interchange Project starting on Monday, December 2. The full nighttime westbound 91 closures are scheduled Monday through Wednesday nights. Due to the holidays, no closures will be scheduled from December 18 through January 2, 2025. The full westbound 91 closures will resume on Monday, January 6 and are anticipated to be completed on January 22, 2025.
Motorists traveling on the westbound 91 and southbound 71 should plan extra time to reach local destinations and businesses in the area. Detailed closure information below:
- Full closure of westbound 91 lanes from the 71 to Green River Road, Monday through Wednesday from 10 p.m. to 4 a.m.
- Full westbound 91 Express Lanes closures from I-15 to the Orange County/Riverside County Line, Monday through Wednesday from 8 p.m. to 4 a.m.
- Full southbound 71 to westbound 91 connector closure, Monday through Wednesday from 9 p.m. to 5 a.m.
- Full southbound 15 to westbound 91 Express Lanes connector closure, Monday through Wednesday from 8 p.m. to 4 a.m.
- Full northbound 15 to westbound 91 Express Lanes connector closure, Monday through Wednesday from 8 p.m. to 4 a.m.
- Westbound 91 Green River Road off-ramp closure, Monday through Wednesday from 9 p.m. to 4 a.m.
To avoid lengthy traffic delays, motorists are highly advised to avoid the westbound 91 by using the northbound 71 to westbound 60 to southbound 57 to get around the closure. Construction activity is subject to change due to weather or other factors.
The full closure will allow crews to remove more than 40 beams of support structures that span above the westbound 91 lanes. This work requires precision and time to be completed safely. Over the summer, crews completed a similar operation with the removal of support structures over eastbound 91.
RCTC, in partnership with Caltrans, is reconstructing the 71/91 interchange in Corona. The project will replace the single-lane loop connector between the eastbound 91 and northbound 71 with a new, two-lane, direct connector ramp. The project is anticipated to be completed in 2025. Squeaker Bootsma - City of Eastvale
Squeaker Bootsma, a beloved member of the Eastvale community, embodies the spirit of selflessness, generosity, and unwavering dedication to service. Her contributions have left an indelible mark on residents and have significantly enriched the city. Squeaker's commitment to service begins with her willingness to host regular meetings and events to support one of the community’s most dedicated service organizations, the Eastvale Kiwanis Club, which she joined during its formation in 2010. With Squeaker’s support, The Eastvale Kiwanis Club has provided numerous charitable drives for local elementary schools and spearheaded the annual Kiwanis Earth Day Cleanup, the largest volunteer event in the City of Eastvale.
For years, her warm and inviting home has also served as a hub for multiple community gatherings, which fosters a sense of belonging and connection among residents of all ages. For example, the Eleanor Roosevelt High School (ERHS) Future Business Leaders of America and the ERHS Key Club, have been routinely provided with a welcoming space for community awards and holiday celebrations. Beyond her community open-door policy, Squeaker's most notable accomplishment might have been her recurring role as the City’s unofficial Mrs. Claus. For numerous years, Squeaker and her beloved late husband, Ike Bootsma, enthusiastically brought joy and wonder to children and families for countless community and school Christmas events.
Even when faced with physical ailments and difficulties, Squeaker tirelessly managed to help create lasting memories for generations of Eastvale residents. Squeaker's impact on the community is immeasurable. Her selfless acts of kindness have touched countless lives, and her dedication to service has made Eastvale a better place for all. She embodies the true spirit of volunteerism.
Squeaker exemplifies the spirit of community, compassion, and selflessness that lies at the heart of the Eastvale Kiwanis mission, and her legacy will continue to inspire others for generations to come.
 
Corona-Norco Settlement House
The Corona-Norco Settlement House, a non-profit organization founded in 1912, has been a vital source of support for low-income families within the Corona-Norco Unified School District. With a vision that no family should go without food or shelter and every child should have proper clothing for school, the Settlement House provides temporary emergency aid to individuals and families facing crises threatening their stability, safety, housing, or health. Originally established to aid itinerant farmers, the organization has since adapted to meet evolving community needs.
