Dear Friends and Second District Residents,
July is upon us, bringing the warmth of summer and a season full of celebration, reflection, and outdoor activities. As we navigate this month, let us come together to commemorate the values and events that define us as a community and nation. This July, we observe significant dates and themes that remind us of our collective heritage, the importance of family, and the natural beauty surrounding us.
I'm pleased to announce that at our recent Board Meeting, I secured a substantial allocation of $4.79 million. This funding, sourced from the Unincorporated Communities Initiative (UCI) and the American Rescue Plan Act (ARPA), will be instrumental in supporting critical enhancements at Fire Station 82 in Lake Hills. This station serves as a vital hub of our community's infrastructure, dedicated to ensuring public safety.
The allocation includes $2.55 million from the Second District's ARPA funds and $1.94 million from our District's FY 23/24 UCI funds. These resources will enable us to modernize Fire Station 82 with an expansion of approximately 1720 square feet. The planned improvements encompass upgraded living quarters, a dedicated gym, expanded kitchen facilities, and enhanced common areas. These enhancements are crucial to improve the working conditions for our firefighters, allowing them to continue their exceptional service to our community.
Additionally, I am proposing an additional allocation of $291,140 to Housing and Workforce Solutions for the Rubidoux affordable housing apartments, specifically earmarked to replace the aging plumbing system, ensuring a higher quality of life for our residents. These investments underscore our commitment to leveraging available resources effectively to meet the needs of our community. Projects funded by ARPA are scheduled for completion by December 31, 2026, and county departments will work diligently to provide implementation plans and necessary budget adjustments. This ensures alignment with ARPA funding guidelines to maximize the impact of federal aid here in Riverside County.
Independence Day, on July 4, is a cornerstone of our nation's history, commemorating the Declaration of Independence and the birth of the United States of America as an independent nation in 1776. It's a day filled with pride, patriotism, and gratitude for the freedoms we enjoy. This occasion calls for celebrations with family and friends, whether through fireworks, parades, or quiet reflection on the values of freedom and democracy. Let's honor those who have sacrificed for our liberty and those who continue to protect it.
National Parents' Day, on July 27, allows us to recognize, uplift, and support the role of parents in raising children. Parenthood, with its trials and triumphs, shapes the character and future of our society. On this day, we celebrate the dedication, love, and influence of parents and parental figures across our community. Let us express our gratitude for their unwavering commitment and their vital role in nurturing the next generation.
July is National Park and Recreation Month, which celebrates public parks and recreation facilities' essential role in fostering healthy, vibrant, and resilient communities. Our parks and recreational areas are not just spaces for leisure and activity; they are the heart of our community's social, economic, and environmental well-being. This month encourages us to explore the great outdoors, appreciate the natural beauty of our surroundings, and support the conservation and expansion of these communal spaces. I encourage you to take advantage of our local parks and recreation departments' programs, activities, and natural wonders. The County of Riverside is working with FlashVote to gather valuable input from residents to inform decisions on programs, policies and budget.
“I firmly believe that our strength lies in the collective voices of our residents," says Supervisor Spiegel. The sign-up process takes less than one minute and the individual information collected by FlashVote is never shared with the County, nor anyone else. When residents sign up, they can determine if they want to receive the surveys by email, text or phone.
Residents will receive a notification whenever there is a new survey, and they will have 48 hours to participate before voting closes. Once a survey is closed, everyone who participated will automatically receive a summary of the overall results and be able to see how their responses compare to the group. Results are anonymous.

Enhanced Animal Welfare Initiatives Secured for Riverside County
Approved during last Tuesday's Board of Supervisor's meeting, Supervisor Spiegel successfully secured $100,000 in funding to support Riverside County's Department of Animal Services (DAS), marking a significant advancement for local animal welfare efforts.
This funding aims to address critical challenges confronting DAS, such as shelter overcrowding and the necessity for expanded animal care services. Of the total amount, $80,000 will be allocated to enhance programs like the "Kitten Sitter Program," which provides overnight care for kittens and supports their adoption. The funding will also aid in reuniting lost pets with their owners, transporting animals in need, and facilitating spay/neuter surgeries in underserved areas.
An additional $20,000 will be directed towards supporting the Best Friends Animal Society in promoting pet adoptions and providing resources tailored for the Spanish-speaking community. This initiative encompasses bilingual adoption materials, improved lost and found pet services, and the promotion of microchipping.
This initiative not only addresses immediate animal welfare needs but also establishes a foundation for ongoing enhancements throughout Riverside County. By collaborating closely with community partners and strategically allocating resources, this funding seeks to cultivate a more compassionate environment for both animals and residents alike.
Celebrate Independence Day Safely and Remember, 'If You Light It, We'll Write It' - Riverside County
As we approach the Fourth of July holiday, Riverside County wants to remind everyone about the importance of safety regarding fireworks. It's essential to note that the use of fireworks is illegal in the county to ensure community safety and prevent wildfires.
Illegal fireworks present significant risks, including wildfires and injuries, which is why enforcement efforts are rigorous. Residents are encouraged to report illegal fireworks via the Riverside County Sheriff’s app, website, or by calling their non-emergency toll-free number at (800) 950-2444.
The Board of Supervisors is actively running the 2024 RivCo Illegal Fireworks Campaign with the slogan "If You Light It, We'll Write It." This initiative aims to strictly enforce laws against the sale, transportation, and use of illegal fireworks. Violators may face fines of up to $5,000.
