Dear Friends and Second District Residents,
As we welcome the vibrant onset of June, I reach out to you through this newsletter with renewed commitment and anticipation. This month is not only a bridge between spring and summer but also a significant period, marked by several holidays and commemorative dates that reflect our diverse community's spirit, history, and values.
We all have heard that “history repeats itself.” This usually refers to something that has happened in the past and seems to recur today or in the future. A different way to view this is history acts like a mirror, showing us parts of our past that help us understand who we are today. It is not just about dates and facts. It is about understanding the human experience across time and appreciating the rich tapestry of our collective past - which cannot be erased.
The 80th anniversary of D-Day and the Battle of Normandy will be commemorated on June 6, 2024. This historic event ultimately led to the liberation of Europe and played a crucial role in shaping the course of the war. This solemn day remembers the brave men and women who fought valiantly and ultimately led to the end of the Second World War.
On June 6, 1944, almost 160,000 Allied troops, 73,000 from the United States, landed at Normandy in what is now known as the greatest amphibious landing in history. D-Day, codenamed Operation Overlord, was the beginning of the end of World War II. Despite its success, D-Day saw the loss of 4,414 Allied troops, including 2,501 Americans. On this milestone anniversary, I encourage us all to pause and remember those who fought to liberate Europe and defeat Nazi Germany.
National Flag Day on June 14 reminds us of our nation's unity, history, and ideals. The American flag, with its bold stripes and bright stars, symbolizes freedom, courage, and the sacrifices of those who have defended our country. It represents a promise of liberty and justice for all, a promise that we, as a community, strive to fulfill every day. Let us proudly display our flags and reflect on our shared American heritage and our responsibilities towards one another.
Engage in the Upcoming Budget Hearings
Every year the County of Riverside Executive Office begins to prepare the annual budget, usually beginning in January for the approval by the Board of Supervisors. After input from all the Departments, a recommended budget is prepared for review that focuses on transforming services across connected departments and serving the county’s ever-growing number of residents, providing for wide-range of programs that impacts the daily lives of residents, including social services, public works projects, community services, healthcare, and public safety services.
On June 10 and 11, the Board of Supervisors will consider the proposed 2024/25 county budget and recommendations during a series of annual budget hearings at the County Administrative Center. This year's budget is set at $9.6 billion, addressing the county's financial needs and priorities. We encourage residents to stay informed and engaged by watching the hearings online or attending in person. Residents can watch the streaming board meetings live at RivCoTV.org, underneath the “Tune in Now” section. The site will also archive board and commission meetings for residents to watch on-demand. You can also tune in to the meetings through the Riverside County Clerk of the Board’s website at https://rivcocob.org, their Facebook page, or the Riverside County meeting portal, which provides access to the posted agenda.
Riverside County Animal Services
Riverside County Animal Services has been working with our community and partners to meet the highest standards of performance and compassion on behalf of the animals and people we serve. We have hundreds of owned dogs and cats sitting in our kennels waiting to be reunited with their families, or to be adopted or fostered.
I had the opportunity to attend the very successful Adoption day last month. Riverside County’s four shelters in Jurupa Valley, San Jacinto, Thousand Palms and Blythe had almost 400 adoptions and fosters countywide. Hundreds of residents and many families were able to bring home a new four legged family member.
We also have the “5,000 Cat Challenge” which is an initiative to improve the outcomes and promote the health of Riverside County cats. The Department is working toward this goal by reducing barriers to adoption, bolstering a robust community cat program, providing foster, rescue, foster and spay/neuter opportunities, as well as managing intake in a way that aims to keep cats out of local shelters. Cats that are sick or injured will be accepted into the shelter system where veterinary staff will work to restore the animal’s health, along with spay/neuter services, if available, so that they can then be adopted, fostered or returned to their owner. https://rcdas.org/5000-cat-challenge

June is also National Safety Month, which focuses on reducing leading causes of injury and death at work, on the road, and in our homes and communities. This initiative emphasizes the importance of safety awareness and accident prevention. It's an opportunity for us to learn more about the significance of safety protocols, emergency preparedness, and the simple steps we can take to ensure that we and our loved ones remain safe. The County of Riverside is working with FlashVote to gather valuable input from residents to inform decisions on programs, policies and budget.

The sign-up process takes less than one minute and the individual information collected by FlashVote is never shared with the County, nor anyone else. When residents sign up, they can determine if they want to receive the surveys by email, text or phone.
Residents will receive a notification whenever there is a new survey, and they will have 48 hours to participate before voting closes. Once a survey is closed, everyone who participated will automatically receive a summary of the overall results and be able to see how their responses compare to the group. Results are anonymous.

Transportation Projects in District 2
Hamner Avenue Bridge & Widening Project
The $71-million-dollar City of Norco and Riverside County Transportation Department project started in December 2020 and is expected to be completed in winter 2023/2024. The new Berwin Hanna Bridge on Hamner Avenue over the Santa Ana River will be 1,200 feet long and features structural, seismic, and hydraulic state-of-the-art design.

McKinley Street Grade Separation Project
The McKinley Street Grade Separation Project will build a suspension bridge to elevate McKinley Street over the BNSF railroad tracks and Arlington Channel. The new bridge will relieve congestion, improve mobility and safety for both motorists and pedestrians, and improve air quality and noise.
Construction activities began in early 2022 with an anticipated completion date in 2024.
Construction will extend from the SR-91 interchange on the north side to Magnolia Avenue on the south side.

Jurupa Road Grade Separations
This project will construct a new, four-lane underpass on Jurupa Road under Van Buren Boulevard and the Union Pacific Railroad bridge. The underpass will improve safety and traffic circulation by separating train traffic from vehicles, pedestrians and cyclists. It will also improve the quality of life for Jurupa Valley residents by eliminating waiting for trains, train whistles and pollution from idling vehicles.
Construction activities began in mid-2021 with an anticipated completion date winter 2026.

71/91 Interchange Project
The Riverside County Transportation Commission, in partnership with Caltrans, is reconstructing the 71/91 Interchange Project in Corona. The 71/91 Interchange serves as a gateway between Riverside, Orange and San Bernardino Counties and is a vital link for commuters and freight vehicles that travel along the 91 and the 71. The new non-tolled interchange is designed to improve safety, expand access to other modes of travel, reduce greenhouse gas emissions, and enhance traffic flow. The project will support continued movement through this area by native wildlife such as mountain lions, bobcats, and coyotes.
Construction began early 2023 and anticipated to be completed in 2025. Construction likely would occur in stages to minimize disruption to motorists through this heavily traveled corridor.

Riverside County Urges Water Safety This Summer
With the summer months upon us, and more time spent at the beach, around pools, and other bodies of water, it’s important that we all be aware of ways we can keep ourselves and our children safe. Riverside County health officials are urging residents to be vigilant, especially during busy times this season. Key preventive measures include installing barriers such as gates, fences, and alarms around water sources; assigning a dedicated water watcher to ensure continuous supervision; and avoiding alcohol and medications that impair judgment when near water. Additionally, training in CPR and basic first aid, enrolling children in certified swim lessons, and wearing life jackets near natural water bodies are crucial steps. This year, Riverside County has already seen 25 drowning incidents with five adult fatalities. The Riverside County Water Safety Coalition, which includes various county departments and organizations, continues to promote water safety and drowning prevention. The RUHS Wellness Village Transforming Healthcare for Riverside County
Later this month, Riverside University Health System (RUHS) will break ground on the RUHS Wellness Village in Mead Valley. This project marks a significant milestone as the first of its kind in Riverside County, promising to introduce much-needed services to residents. The Wellness Village will offer a comprehensive range of outpatient and residential services for mental health, substance use disorders, primary healthcare, and behavioral health urgent care. Catering to individuals of all ages, including children, youth, families, and veterans, this innovative facility will also feature the county's first behavioral health urgent care center tailored specifically for children. With its unique focus on holistic health and family housing, the Wellness Village aims to serve as a beacon of support and well-being for the entire community. 2nd Street Hooligans Rescue is a non-profit animal rescue and sanctuary in Norco, California, focusing on helping needy farm animals. Their mission is to advocate for the humane treatment of all animals through education and by inspiring a cruelty-free lifestyle. By fostering compassion through education, they seek to make the world safer and kinder for all animals. 2nd Street Hooligans Rescue is home to over 60 animals, including pigs, goats, rabbits, chickens, ducks, geese, turkeys, and dogs.
