Dear Friends and Second District Residents,
As we embrace the arrival of spring, our calendar marks the beginning of a period rich with significant holidays and commemorative dates. Each occasion holds a unique place in our community's heart, reflecting our shared values, raising awareness, and inspiring action towards a better future for all. As your Second District Supervisor of Riverside County, I am honored to connect with you through this newsletter and discuss the importance of these dates, guiding us toward collective reflection, celebration, and responsibility.
A day traditionally filled with laughter and light-hearted pranks, April Fool's Day on April 1 reminds us of the joy that humor can bring into our lives. Let's keep our pranks harmless and our spirits high, fostering a community where everyone can share in the fun.
This month, on Holocaust Remembrance Day, Yom HaShoah, April 21, we come together as a community to honor the memory of the six million Jews and countless others who perished in the Holocaust. Holocaust Remembrance Day, aligned with Yom HaShoah, serves as a poignant reminder of the atrocities borne from hatred and intolerance. It is a day for reflection, education, and commitment to ensuring such horrors are never repeated. We remember the lives lost, the survivors who bore witness, and the heroes who stood against tyranny. Let this day reinforce our resolve to uphold the values of human dignity, freedom, and justice, and let us pledge to foster a world where such darkness cannot take hold again.
Earth Day on April 22 is a powerful reminder of our collective responsibility to protect and cherish our planet. It's a day to reflect on our environmental footprint and take tangible steps towards sustainability. Riverside County is home to breathtaking natural beauty, and we must ensure it remains that way for generations. I encourage you to participate in local clean-up events and conservation projects or commit to reducing, reusing, and recycling. To learn more about how to get involved, visit our RivCoParks department at https://rivcoparks.org/.
This month is Autism Awareness Month. The Second District stands in solidarity with the autism community, promoting understanding, acceptance, and inclusion. Autism affects many individuals and families in our county, and it's essential to recognize the diverse experiences and challenges they face. By educating ourselves and others, we can create a more accommodating and supportive environment for everyone touched by autism. To learn more about how Riverside County can help individuals with autism, please visit the Office of Education at https://www.rcoe.us/departments/student-programs-and-services/special-education/reach-autism-programs.
This month, we also recognize Child Abuse Prevention Month. Every child deserves a safe, loving, and nurturing environment. This month, we reaffirm our commitment to protecting our most vulnerable and ensuring they have the support they need to thrive. It's a time to educate ourselves on the signs of abuse and the steps we can take to prevent it, ensuring a brighter future for every child in our community. To learn more, visit the Riverside County Department of Public Social Services at https://rivcodpss.org/child-abuse or our partners at HOPE Collaborative at https://rivcodpss.org/hope-collaborative.
Riverside County is a hub of creativity and innovation. This month, for Innovation Month, we celebrate the ingenuity of our residents and businesses, encouraging the development of new ideas and technologies that can drive our community forward. Let's embrace innovation in all forms, supporting local entrepreneurs and fostering a culture of progress and excellence.
Lastly, this month is also National Volunteer Month. Volunteers are the heart and soul of our community. This month, we celebrate the selfless individuals who dedicate their time and energy to making Riverside County a better place. Whether it's helping at a local food bank, participating in community clean-ups, or lending a hand at a senior center, every act of volunteerism makes a significant impact. I encourage our community to join us in celebrating our Volunteer of the Year Awards at our Board of Supervisors meeting on April 30 at 9:30 a.m. at 4080 Lemon Street, Riverside, CA, 92501. Do you know someone who has been an outstanding volunteer in the Second District? Please visit my website for more details on how to nominate: https://rivcodistrict2.org/news/2024-volunteer-year-awards.
As we navigate through these important dates, let's come together as a community to reflect, celebrate, and take action. Each occasion allows us to positively impact through personal growth, community service, or advocating for change. Let us embrace these moments with open hearts and minds, committed to building a brighter, more inclusive future for the Second District, Riverside County, and beyond.
Warmly,
Riverside County wants to hear from you!
Provide important input to your local government - participate in our new survey tool
Do you have one minute a month to help make Riverside County better?
Join your friends and neighbors and make your voice heard on important local issues.
The County of Riverside is working with FlashVote to gather valuable input from residents to inform decisions on programs, policies and budget.
“I firmly believe that our strength lies in the collective voices of our residents," says Supervisor Spiegel. "This is an opportunity, not just to speak, but to actively shape the future of our community. Your one minute can drive significant change. I urge every Second District resident to take this moment and be a part of Riverside County's future.”
The sign-up process takes less than one minute and the individual information collected by FlashVote is never shared with the County, nor anyone else. When residents sign up, they can determine if they want to receive the surveys by email, text or phone.
Residents will receive a notification whenever there is a new survey, and they will have 48 hours to participate before voting closes. Once a survey is closed, everyone who participated will automatically receive a summary of the overall results and be able to see how their responses compare to the group. Results are anonymous.
The county encourages residents to sign up now or call (775) 235-2240 to participate by phone or text only.

Town Hall Recap - El Cerrito
At the recent El Cerrito Townhall, residents could engage directly with Supervisor Spiegel and representatives from various county departments. This gathering allowed for an in-depth discussion on pressing community issues, providing a platform for open dialogue between the public and local officials. Attendees gained valuable insights into the efforts and plans in place to address the needs and concerns of the El Cerrito community, fostering a sense of collaboration and understanding between residents and their governing bodies. During the meeting, Supervisor Spiegel highlighted the Board of Supervisors' decision to allocate $1 million from ARPA funds towards the resurfacing of El Cerrito Road, complemented by an additional investment exceeding $960,000 dedicated to road improvements within El Cerrito. Furthermore, she shed light on the ongoing expansion of Temescal Canyon Road, a project that promises to significantly enhance transportation in the area. Supervisor Spiegel also shared exciting news about an animal wellness clinic coming to El Cerrito soon, demonstrating her commitment to the community's well-being.
Child Abuse Awareness Month Flag Raising Ceremony - Riverside County
In partnership with HOPE Collaborative and the Family Services Association, the County of Riverside invites the community to the second annual Flag Raising Ceremony in a significant display of solidarity and commitment to child welfare. This poignant event, set to take place on Tuesday, April 2, from 3:30-4:00 p.m. in front of the Riverside County Administration Center at 4080 Lemon Street, Riverside, CA, 92501, aims to underscore the critical importance of community cooperation in strengthening and empowering families to prevent child abuse. Attendees will hear from various stakeholders across Riverside County, sharing insights and affirmations on the collective effort required to safeguard children. The ceremony will feature the solemn raising of a flag in remembrance of children who have been impacted by violence, abuse, and neglect. Participants are encouraged to wear blue as a symbol of their stand against child abuse and neglect, uniting in a visual testament to the community's dedication to protecting its most vulnerable members.
Riverside County’s New Cat Catch and Release Policy
On March 12, the Riverside County Board of Supervisors voted unanimously to support two pivotal resolutions to enhance the welfare of cats in Riverside County. The first resolution allows for healthy, uninjured cats to be returned to their native environments rather than being impounded. This approach, championed by the Riverside County Department of Animal Services, aligns with the absence of state laws against cat roaming, acknowledging that many cats brought to shelters could be pets accidentally separated from their owners. This measure is coupled with the support for the ambitious "5,000 Cat Challenge," which seeks to significantly improve the live outcomes for cats across the county in 2024. The challenge outlines a comprehensive strategy that includes fostering, adoption, Trap-Neuter-Return (TNR) programs, and veterinary care to ensure healthier cat populations and reduce shelter overcrowding. Since January, the initiative has already seen partnerships with local TNR groups to spay/neuter over 100 cats. The Department of Animal Services has also been actively funding spay/neuter and animal wellness clinics across various communities for more than a year, underscoring the county's commitment to reducing the number of cats in shelters and improving their overall well-being. Together, these resolutions represent a forward-thinking approach to animal welfare in Riverside County, aiming to save an additional 5,000 cats in 2024 compared to the previous year.
