Dear Friends and Second District Residents,
As we enter the vibrant month of March, our community has much to observe, celebrate, and reflect upon. This period brings a tapestry of holidays and observances that mark the changing seasons and remind us of our rich cultural heritage and significant social milestones. It is with great pleasure that I take this opportunity to delve into the importance of these dates and why we stop to recognize them.
March is Women's History Month, a time to reflect on the often overlooked contributions of women in history, society, and culture. It is an opportunity to celebrate women's achievements, recognize the challenges they have overcome, and acknowledge the work that still needs to be done to achieve true gender equality. International Women's Day on March 8, is also a powerful reminder of the ongoing struggle for women's rights and gender equality and the significant contributions women have made and continue to make to our societies. This day is an occasion to celebrate women's achievements while advocating for greater progress towards gender equality. It reminds us of the importance of creating an inclusive world where everyone, regardless of gender, has the opportunity to thrive.
In recognition of this day, Riverside County proudly commemorates the Women's Inspiration Awards 2024 Woman of the Year, highlighting the remarkable women who drive social and economic change across our communities. Throughout February, nominations from all five districts were sent in for evaluation. A winner from each district will be celebrated with a special presentation at the County Board of Supervisors meeting on March 5 at 9:30 a.m. at 4080 Lemon Street, Riverside 92501. Please join us as we recognize and celebrate the strength, resilience, and innovation of women throughout Riverside County.
Although Daylight Savings Time, March 10, is primarily a practical adjustment to our clocks, it symbolizes the change of seasons and the anticipation of longer, brighter days ahead. It is a moment to appreciate the natural rhythm of our environment and how it influences our daily lives, reminding us of the importance of adapting and making the most of our time. Be sure to spring forward and set your clocks on Sunday, March 10.
St. Patrick's Day, March 17, is a cultural and religious celebration that honors the patron saint of Ireland, St. Patrick. It's a day filled with joy, green attire, parades, and Irish-themed events celebrating Irish culture and heritage. This day fosters a sense of community and belonging, highlighting the diversity and richness of cultures that enrich our society. Please remember to celebrate responsibly and keep our communities safe.
Good Friday, March 29, is a solemn day commemorating Jesus Christ's crucifixion and death at Calvary. It is a day of reflection and reverence for many, reminding us of the themes of sacrifice and redemption. Observing Good Friday allows us to consider the deeper aspects of faith, compassion, and the human condition.
Easter Sunday, March 31, is a day to celebrate the resurrection of Jesus Christ from the dead. It marks the culmination of Holy Week. Easter is a symbol of hope, renewal, and new life. It encourages us to look forward with optimism and embrace the possibilities of renewal in our lives and communities.
Cesar Chavez Day, March 31, honors the legacy of Cesar Chavez, a labor leader and civil rights activist who dedicated his life to improving conditions for farmworkers and advocating for their rights. This day reminds us of the power of perseverance, nonviolent activism, and one individual's impact on enacting social change. It urges us to continue the fight for justice and equity for all workers.
As we observe these significant days and the overarching theme of Women's History Month, let us come together as a community to celebrate our diversity, reflect on our shared history, and commit ourselves to creating a more inclusive, equitable, and compassionate society. May this month remind us of our collective strength and the beautiful tapestry of traditions that enrich our lives.

The County of Riverside is working with FlashVote to gather valuable input from residents to inform decisions on programs, policies and budget.
“I firmly believe that our strength lies in the collective voices of our residents," says Supervisor Spiegel. "This is an opportunity, not just to speak, but to actively shape the future of our community. Your one minute can drive significant change. I urge every Second District resident to take this moment and be a part of Riverside County's future.”
The sign-up process takes less than one minute and the individual information collected by FlashVote is never shared with the County, nor anyone else. When residents sign up, they can determine if they want to receive the surveys by email, text or phone.
Residents will receive a notification whenever there is a new survey, and they will have 48 hours to participate before voting closes. Once a survey is closed, everyone who participated will automatically receive a summary of the overall results and be able to see how their responses compare to the group. Results are anonymous.
The county encourages residents to sign up now or call (775) 235-2240 to participate by phone or text only.

REMINDER: Presidential Primary Election - March 5, 2024
Riverside County voters have multiple options to participate in the upcoming 2024 Presidential Primary Election. It's important to note that the ballot includes more than just the Presidential Primary Election. Other significant issues and offices on the ballot require your attention and vote. To learn more about what's included on your ballot, voters are encouraged to visit the Registrar of Voters' website here: https://voteinfo.net/march-5-2024-election. There, voters will find detailed information on all the items and issues they'll vote on beyond the presidential race.
As of February 24, voters can cast their ballots at any of the 17 initial vote centers across Riverside County, with an additional 131 vote centers opening on March 2. For those looking to return their completed vote-by-mail ballot in person, a list of drop-off locations can be found at https://voteinfo.net/sites/g/files/aldnop371/files/2024-01/March2024%20Ballot%20Drop-Off%20Locations_ENG.pdf. With a total of 148 vote centers, residents have the convenience of voting in person or dropping off their ballots without being assigned to a specific location. Eligible individuals also have the opportunity to register to vote, update their registration, or change their political party directly at any vote center. Additionally, registered voters can mark a paper ballot or use a touchscreen voting unit, ensuring accessibility at all vote centers. Ballots can then be cast into a ballot box or scanned into a ballot scanner per the voter's preference.
The Registrar of Voters has established 106 official ballot drop-off locations throughout Riverside County for voters to use a drop box for their vote-by-mail ballots. These drop boxes have been accessible since February 5 and remain open until 8 p.m. on Election Day. A detailed list, along with the dates, hours of operation, and a map of both vote centers and ballot drop-off locations, is available at https://voteinfo.net/march-5-2024-election. This comprehensive access ensures that every vote counts and allows voters to make informed decisions on all matters presented in the election.
RivCoParks Achieves Prestigious Recognition and Leadership Milestone in California's Park and Recreation Sector
In 2023, RivCoParks achieved notable recognition from the California Park & Recreation Society (CPRS), underlining its dedication to improving community welfare and championing environmental stewardship. This acknowledgment was further elevated by the recent installation of Kyla Brown, the Riverside County Regional Park and Open Space District Director, as the State Board President for the CPRS, marking a significant milestone for leadership and advocacy in park and recreation management within the state.
The department was awarded an Award of Excellence in Marketing for its innovative SARBShare.org website, a key element of the Homeless Solutions Collaborative spearheaded by Supervisor Spiegel. This initiative has been pivotal in addressing the homelessness crisis in the Santa Ana River Bottom, assisting roughly 200 unsheltered individuals. By facilitating easy access to crucial services, the initiative underscores the power of collaborative efforts in forging sustainable solutions to one of Riverside County's most urgent issues.
RivCoParks was also celebrated with the CPRS Award of Excellence in the Creating Community category for its groundbreaking approach to early childhood education via the Knee High Naturalist Program at the Hidden Valley Wildlife Area. Aimed at mitigating the educational challenges posed by the global pandemic, this program targets the essential developmental stages of children in their first five years. The Knee High Naturalist Program lays a robust foundation for the children's future learning, behavior, and health through a comprehensive curriculum encompassing storytime, guided hikes, crafts, and various STEM activities. With the backing of grants, the dedication of RivCoParks staff and volunteers, and the support of numerous county departments, the program has positively impacted over 4,000 students, encouraging growth, development, and creativity among the community's youth.
These awards underscore RivCoParks' commitment to environmental conservation and educational advancement and reflect the profound effect the department, under the leadership of figures like Kyla Brown, has on enhancing the quality of life in Riverside County.
Superbloom Update - City of Lake Elsinore
Recent observations in Walker Canyon indicate the early stages of poppy growth, with vegetative plants and seedlings spreading across the area, suggesting the onset of blooming in the near future. While only scattered blooms are expected next week, there's potential for 10-20% poppy coverage at peak bloom, which could increase with forthcoming rain. This year's flower season is notably delayed compared to the significant blooms of 2019 and 2023. For residents and visitors planning to experience the bloom, it's crucial to prioritize safety and respect for the natural environment. The City of Lake Elsinore advises everyone to stay informed about conditions and guidelines by following their official Facebook page for #Superbloom updates at https://www.facebook.com/CityofLakeElsinore. This will help ensure a safe and enjoyable experience for all while preserving the beauty of Walker Canyon for future generations.
