As we enter the heart of winter, I hope this letter finds you in good spirits and warmth. In our vibrant community, February is not just about bracing for the chilly weather; it's a month rich with diverse celebrations and observances that reflect the tapestry of cultures and histories we are privileged to have in our district.
We begin our February festivities with the Chinese New Year, starting on February 10. This time-honored celebration, also known as the Spring Festival, is a vibrant expression of cultural heritage, marking the beginning of a new lunar year. It's a time for families to come together, feast, and wish for prosperity and health in the year ahead. The dragon dances, red lanterns, and fireworks are spectacular sights and symbols of driving away the bad and welcoming the good. On February 12, we observe Lincoln's Birthday. This day is a solemn remembrance of President Abraham Lincoln, an iconic figure in American history. His leadership during the Civil War and his enduring legacy in abolishing slavery are pivotal chapters in our nation's journey toward equality and justice. Lincoln's Birthday is a time to reflect on the values of freedom and democracy he championed.
Mid-February brings Valentine's Day on February 14, a celebration of love and affection. This day is a gentle reminder to express love and gratitude to those we hold dear in our busy lives. It's an opportunity to celebrate the universal values of love and kindness that bind us all, irrespective of our backgrounds.
February 14 also marks Ash Wednesday, the beginning of Lent for many. It's a day of reflection and repentance leading up to Easter. Ash Wednesday invites us to contemplate life's deeper meanings and commitments, encouraging a period of introspection and spiritual renewal.
On February 19, we celebrate Presidents' Day and Washington's Birthday, honoring the legacy of George Washington, our nation's first president, and all those who have held this high office. This day is a testament to our country's enduring democratic values and the leadership shaping our nation's history.
Lastly, the entire month of February is dedicated to Black History Month. It's a time to recognize and celebrate the contributions and achievements of African Americans throughout our nation's history. It is an opportunity to reflect on the ongoing struggle for racial equality and honor black individuals' significant role in shaping the American narrative.
Each of these observances and holidays in February tells a part of our collective story – a story of diversity, resilience, and the ongoing pursuit of equality and understanding. As your Second District Supervisor, I am honored to engage in these celebrations with you and am continually inspired by our community's rich diversity and unity.

The County of Riverside is working with FlashVote to gather valuable input from residents to inform decisions on programs, policies and budget.
“I firmly believe that our strength lies in the collective voices of our residents," says Supervisor Spiegel. The sign-up process takes less than one minute and the individual information collected by FlashVote is never shared with the County, nor anyone else. When residents sign up, they can determine if they want to receive the surveys by email, text or phone.
Residents will receive a notification whenever there is a new survey, and they will have 48 hours to participate before voting closes. Once a survey is closed, everyone who participated will automatically receive a summary of the overall results and be able to see how their responses compare to the group. Results are anonymous.

State of the District - Good Morning Corona

Community Action Program Riverside County - Tax Assistance
The Community Action Partnership of Riverside County invites you to take advantage of the VITA Tax Program, offering free tax preparation services for individuals and families with low to moderate incomes, specifically for those earning up to $85,000. Available from January 30 to April 15, this program is designed to ease tax filing with various convenient locations. If you're interested in benefiting from this service and contributing to your community, the VITA Tax Program also provides a unique opportunity to become a VITA Volunteer. By joining, you can learn a valuable new skill and become a certified Tax Preparer through FREE Tax Preparation training. Hamner Ave. Bridge Project Update - Eastvale/Norco
The Hamner Ave bridge deck is completely poured, with an anticipated bridge opening date of May 2024. Until the full opening of the bridge, the contractor will continue to work on various bridge components such as the bridge barrier, fencing, closure pour (to connect both decks together), concrete median, and other various items. Additionally, work on the approved horse trail will soon start as the Department of Transportation continues to push forward to project completion. Once the entire bridge is opened to traffic in May 2024, the contractor will continue working to complete the remaining miscellaneous items related to the project. Jurupa Road Grade Separation Project Update - Jurupa Valley
In December 2023, the County of Riverside, the City of Jurupa Valley, and Union Pacific Railroad (UPRR) signed an agreement for construction and maintenance. This agreement allows the contractor to start work in the UPRR area and outlines future maintenance plans. Major construction is expected to begin soon, within the next 3-4 months. In January 2024, work started at Van Buren Boulevard and Rutile Street, including track upgrades, signal improvements, roadway median construction, and curb and gutter enhancements. The underground stormwater drainage system, which connects to the new stormwater pump station and Bly Channel, is nearly finished. The remaining drainage work along the railroad will be done in the next 2-3 months. The construction of pump station structures is set to be completed next month, allowing for integration with the stormwater drainage system. 100 Mile Club
Since 1993, over 1.2 million kids have accepted the 100 Mile Club challenge, and thousands of schools nationwide have taught their students essential life skills using the 100 Mile Club program. This organization makes fitness fun for all kids. Their inclusive, evidence-based program challenges kids to run, jog, or walk 100 miles during a school year while earning award-winning MILEstone incentives. The club empowers kids to set big goals and achieve them through daily physical activity. The unique 100 Mile Club program incentives are designed to motivate, celebrate, and unify all students in a school. Samia Yousef – City of Norco
Samia Yousef has been a City of Norco Volunteer since 2014, volunteering 2110 hours. Samia has volunteered with the Norco Citizens in Patrol, helping keep the City of Norco safe. She has also volunteered with the Seniors and Pets program, distributing food boxes to our seniors in need.
Samia began volunteering for Norco Citizens Patrol in March 2014. Since then, Samia has dedicated countless hours of her time and energy to the Norco Sheriff's Office and Community. Over the years, Samia assisted with traffic control, community outreach events, patrols, special events, and much more. Samia is very knowledgeable about the community and displays professionalism in her work.
She is highly motivated, a great team player, and always looking for ways to improve the community. Samia takes great pride in her service to Norco's residents and businesses. She is constantly receiving positive feedback and letters of commendation from the district. Samia respects her fellow NCP Members and shows compassion and grace in all she does.
