FROM THE DESK OF THE AIRPORT MANAGER

I would like to thank everyone who recently participated in our Annual Tenant Survey. Overall, feedback was quite positive, with an overall satisfaction rate of 4.02 on a 5-point scale. Open-ended comments resulted in three common themes. First, the odors emanating from the first-floor terminal restrooms are worrisome. I can assure you that we have been working diligently on this issue. In fact, we will soon begin a complete renovation of both downstairs restrooms to rectify this issue. Temporary restrooms will be available during this project. Second, more pavement sweeping is needed. The Airport purchased a FOD Boss in 2023 and we use it regularly to remove FOD from the ramps. Additionally, we are currently obtaining quotes for a new sweeper truck. We are also planning for an FAA-funded project to rehab a portion of the ramp this summer. Third, runway 16/34 is not available for fixed-wing aircraft operations.  To correct the inoperative camera, a new camera was installed by the Airport in early 2023 that provides real-time video of runway 34 in the Tower cab. The Airport is currently working with state and federal elected officials to push for FAA approval of this camera to allow fixed-wing aircraft operations on runway 34.


AIRPORT UPDATES

Two job-walks recently occurred for two FAA-funded projects: (1) Taxiway “A” Rehabilitation and (2) South Terminal and GA Apron Rehabilitation. Projects are anticipated to begin in summer 2024. Close coordination will occur with tenants and Air Traffic Control Tower. Projects will be phased as appropriated to minimize operational impacts.

 

Upstairs water fountains in the Terminal have been replaced and are now operational.

Tenant meetings will be held throughout the year to update pilots and on-airport business owners about airport news, airport capital improvement projects & issues.

ATTENTION ALL AIRPORT HANGAR TENANTS

The Airport as well as City Government has adopted updates to Title 12 of the Riverside Municipal Code, Airport Rules and Regulations. These updates are as follows;

 

12.01.010 Rules and regulations “…shall obey all applicable rules and regulations herein and policies as established and adopted as may be revised periodically.

 

12.04.060 Commercial and business activities require permits and licenses

Commercial vendors not based at the Airport must comply with the commercial airport vendors policy.” *Any outside vendors such as detailers, avionics shops, construction, painting etc., must comply with the commercial airport vendors policy, i.e. approved insurance and city business license before any service is allowed on Airport grounds*

 

12.04.120 Motor vehicle regulations

  1. “…in excess of posted speed traffic signs and in no event in excess of 25 15 miles per hour. “Near aircraft, the maximum speed shall not exceed 5 miles per hour.” * When driving on the ramp, please make all efforts to drive along building sides while observing the posted speed limits. An Aiport driving test is now in place for new and replacement gate access cards.*

 

12.04.150 Use of hangars.

  1. “Aircraft must be maintained in an airworthy condition with current annual inspections. Any person renting a hangar containing an aircraft that is not airworthy or who intends to restore….” *All hangar inspections will now require a copy of a current airworthiness certificate on hangered aircraft*

NOISE ABATEMENT

During the past few months, noise complaints have been received from the neighborhood near Adams and Magnolia. This neighborhood is located 1.5 miles from midfield at RAL. The published traffic pattern for runway 27 shows a downwind leg approximately 0.5 miles from the runway.  According to the Chapter 8 in the FAA Airplane Flying Handbook, “The downwind leg is a course flown parallel to the landing runway, but in a direction opposite to the intended landing direction. This leg is flown approximately 1/2 to 1 mile out from the landing runway and at the specified traffic pattern altitude.”  To ensure good community relations, we encourage all pilots to fly a tighter traffic pattern with the downwind leg only 0.5 to 1 mile from the runway as permitted by ATC and in the interest of safety.  Please avoid overflight of the Adams/Magnolia area if possible. Does the Airport have any plans to hire additional personnel?

The Airport currently has seven full-time employees, including the Airport Manager, a Financial Analyst, Airport Operations Coordinator, Senior Airport Operations Specialist, two Airport Operations Specialists, and a Custodian. On March 29, an additional Airport Operations Specialist will be on board. This will allow us to have evening coverage 7 days per week, including all hours of operation of the Control Tower. By investing in qualified personnel, we are better prepared to manage all operational situations.
