The County of Riverside's Treasurer Tax Collector is committed to offering payment options to the public in the safest way possible. The County Board of Supervisors has ordered most County buildings closed to the public in an attempt to help reduce the effects of the COVID-19 on the public. The Riverside County Treasurer-Tax Collector’s office is available to answer questions by phone and email. In correspondence with the Coronavirus Preparedness and Response Supplemental Appropriations (CARES) Act signed by the President, the U.S. Small Business Administration (SBA) is offering low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Loans are available statewide to small businesses and private, non-profit organizations for current and future disaster assistance declarations related to COVID-19. What you need to know:
- The loan offers up to $2 million in assistance.
- Loans can be used to pay fixed debts, payroll, accounts payable, and other bills.
- The interest rate is 3.75% for small businesses and 2.75% for non-profits.
- Forgivable cash advance up to $10,000.
- Terms of repayment will be determined on a case-by-case basis up to a maximum of 30 years, based on the borrower’s ability to repay.

Riverside County Health Department is requiring everyone to wear cloth face coverings in public (for example when going to the grocery store, pharmacy, working at an essential business), especially in areas of significant community-based transmission. CDC also advises the use of non-medical cloth face coverings to slow the spread of the virus among individuals who have the virus and are asymptomatic. Cloth face coverings can be fashioned from common materials found in households, and should:
- Fit snugly but comfortably against the side of the face
- Be secured with ties or ear loops
- Include multiple layers of fabric
- Allow for breathing without restriction
- Be able to be laundered and machine dried without damage or change to shape

The Coronavirus Aid, Relief, and Economic Security (CARES) Act allocated almost $350 billion to help small businesses keep workers employed amid the pandemic and economic downturn. Known as the Paycheck Protection Program, the initiative provides 100% federally guaranteed loans to small businesses.
Importantly, these loans may be forgiven if borrowers maintain their payrolls during the crisis or restore their payrolls afterward.
The administration has released initial guidelines; they are available at www.treasury.gov. The U.S. Chamber of Commerce has issued this guide to help small businesses and self-employed individuals check eligibility and prepare to file for a loan.
