3rd Public Workshop on California’s Statewide Clean Aviation Initiative (SCAI)

The California Air Resources Board (CARB) invites you to participate in the third public workshop to discuss updates on the Statewide Clean Aviation Initiative (SCAI). During this workshop, staff will review the draft SCAI concepts and present updates on CARB’s Ground Support Equipment (GSE) emissions inventory. Staff will also provide preliminary cost analyses for both Auxiliary Power Units (APU) and GSE concepts within the SCAI framework. In addition, the workshop will provide an update on available funding opportunities. This workshop is part of an ongoing public series, and CARB welcomes and appreciates continued stakeholder feedback.

Background

In 2024, CARB initiated the Statewide Clean Aviation Initiative (SCAI) to explore opportunities to reduce emissions from aviation. Airports and aviation are a critical component of California’s economy, and source of emissions with community, regional, and global impacts. California aircraft activity is projected to increase over the coming decades, and because emission standards will not require adoption of cleaner technologies, emissions from aviation are projected to increase from today’s levels. Multiple areas in California cannot meet federal air quality standards without emissions reduction from aircraft operations.

In the 2022 State SIP Strategy, CARB committed to report to the Board with proposed programs and policies to reduce airport and aircraft emissions to the maximum extent practicable. In July 2024, CARB, the South Coast Air Quality Management District, and EPA announced joint intent to act to achieve further emissions reductions from a variety of sources primarily under federal control, including airports and aircraft.
