In July 2026, the California Air Resources Board (CARB or Board) submitted rulemaking documents for amendments to the California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms (Cap-and-Invest Regulation, formerly Cap-and-Trade Regulation) and Mandatory Reporting Regulation (MRR) for review by the Office of Administrative Law (OAL). OAL approved these regulations today.
The effective date of the amendments to both the Cap-and-Invest Regulation and the Mandatory Reporting Regulation is September 1, 2026.
