The California Air Resources Board (CARB or Board) has posted a Notice of Public Availability of Modified Text and Availability of Additional Documents and/or Information for the Proposed California Corporate Greenhouse Gas Reporting and Climate-Related Financial Risk Disclosure Initial Regulation (15-Day Notice).

Background
On February 26, 2026, the Board approved the Proposed California Corporate Greenhouse Gas Reporting and Climate-Related Financial Risk Disclosure Initial Regulation, if approved by the Office of Administrative Law (OAL), at Title 17, California Code of Regulations (CCR), Article 6, sections 96070-96077 (the “Initial Regulation”). The Initial Regulation establishes a fee program, a first-year reporting deadline for Health and Safety Code section 38532, and key definitions to help entities assess whether they are subject to Health and Safety Code sections 38532 and 38533. On May 20, 2026, CARB submitted the Initial Regulation and associated rulemaking documents to OAL; CARB subsequently withdrew the Initial Regulation to propose limited changes to clarify certain requirements and defer the reporting deadline from August 10, 2026 to November 10, 2026. This three-month deferral will give reporting entities additional time following the formal adoption of the Initial Regulation. CARB has developed the proposed modifications as stated in the “Summary of Proposed Regulatory Modifications” section of the 15-Day Notice.

Written Comment Period & Comment Submittal
Written comments will only be accepted on the modifications identified in the 15-Day Notice. Comments may be submitted by postal mail or by electronic submittal on or after July 27, 2026, and received no later than August 11, 2026. Comments submitted outside the comment period are considered untimely. CARB may, but is not required to, respond to untimely comments. Comments submitted must be addressed to one of the following:
