Workgroup Summary
The California Air Resources Board (CARB) invites you to participate in a virtual workgroup on the Clean Off-Road Equipment Voucher Incentive Project (CORE) implementation. Each year, staff conduct workgroups as part of the public process following Board approval of the Funding Plan to develop revised criteria and additional annual updates to the Implementation Manual. During the workgroup, CARB staff will provide an overview of CORE incentives, outline the updates to CORE’s Implementation Manual, and provide an opportunity for public input. Other topics include key takeaways from the Fiscal Year (FY) 2025-26 and FY 2026-27 Air Quality Improvement Program Funding Plan.
The workgroup will be held via a Zoom meeting at the following date and time:

All interested parties are invited to attend the virtual workgroup. Please register prior to the meeting using the link below. After you register, you will receive an email with information about how to join the meeting by digital/computer device or telephone on the day of the meeting. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the webinar. Please note that there is no in-person attendance option for this meeting. The meeting may end prior to the specified end time if all questions and comments are addressed prior to the designated webinar end time.
This workgroup will be recorded. Approximately two weeks after the workgroup date, a link to the recording and a list of workshop attendees will be made available and posted on the Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage.
Background
The Air Quality Improvement Program
This program was established by the California Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007 (AB 118, Statutes of 2007, Chapter 750). Each year, the legislature appropriates funding to CARB for these incentives to reduce emissions and support advanced technology demonstrations and deployments.
Clean Off-Road Equipment Voucher Incentive Project (CORE)
This project is designed to encourage California businesses to purchase or lease cleaner off-road equipment. CORE offers a streamlined voucher process through which purchasers can receive funding to help offset the higher initial cost of zero-emission off-road equipment. Vouchers are available on a first-come, first-served basis.
Important Note on Language Interpretation
Due to budget constraints, we are updating our process for providing language interpretation services (e.g., Spanish, American Sign Language, etc.) at public meetings. In accordance with the Dymally-Alatorre Bilingual Services Act (Government Code 7290-7299.8), language interpretation will be provided when at least 5% of anticipated attendees request such services. Registered participants may request services on behalf of others in advance to ensure their needs are being met. You, or someone on your behalf, must request language interpretation services from us at least 10 calendar days before the meeting date.
