Community-Level Heavy-Duty Vehicle Emissions Inventory Released: Integrating Big Data Telematics and EMFAC2025


On November 13, 2025, the California Air Resources Board (CARB) launched a new community-level heavy-duty vehicle emissions inventory platform designed to support local air quality assessment and environmental justice efforts across California. 

This publicly available tool combines big data analytics with CARB’s latest on-road emissions inventory EMFAC2025 model to provide detailed estimates of heavy-duty truck travel patterns and emissions at the community scale. The platform allows users to explore Nitrogen Oxides (NOx) and fine Particulate Matter (PM2.5) emissions at the census tract level, helping identify areas that may experience disproportionate air pollution burden from freight and transportation activity. By improving transparency and accessibility of emissions information, the platform can help communities (e.g., those prioritized under California’s AB 617 program) better understand local pollution patterns and support data-driven community incentive program planning.
