Final Reminder for the Upcoming PERP Deadlines and Phase-Out Date
This serves as a reminder of upcoming deadlines and phase-out date for Tier 2 and Tier 3 portable diesel engines whether registered in PERP, locally permitted, or otherwise subject to the Portable Engine Air Toxic Control Measure. The engine tier phase-out dates are listed on each applicable PERP registration certificate.
These engines will no longer be able to operate in California after December 31, 2026 unless you submit a modification request using PERP Form 20, see below for specific requirements.
Tier 2 Engine Low-use/Emergency-use Modification
Deadline: July 1, 2026
For registrations of Tier 2 engines built on or after January 1, 2009, rated greater than 750 bhp, the last email date PERP will accept PERP Form 20 modification requests for low-use (limited to 200 hours per calendar year), or emergency-use (limited to emergency operation only), is July 1, 2026. This deadline applies to fleets following the phase-out and those enrolled in fleet averaging.
Tier 2 Engine Low-use/Emergency-use Modification
Deadline: July 1, 2026
For registrations of all Tier 2 engines built on or after January 1, 2009, rated greater than 750 bhp and Tier 3 engines built prior to January 1, 2009 rated at 50 bhp to 750 bhp, the last email date PERP will accept PERP Form 19 for change of ownership applications is also July 1, 2026. This deadline applies to fleets following the phase-out and those enrolled in fleet averaging.
Phase-Out Date: December 31, 2026
This phase-out date and deadline applies only to those fleets following the phase-out compliance path.
Please note that the engine categories below that are not converted to emergency or low use, nor equipped with a level-3 Verified Diesel Emission Control Strategy (VDECS) will no longer be able to operate in California after December 31, 2026.
- Tier 2 engines built on or after January 1, 2009, rated greater than 750 bhp
- Tier 3 engines owned by small fleets that are built prior to January 1, 2009, rated at 50 bhp to 750 bhp
- Tier 3 engines owned by large fleets that are built on or after January 1, 2009, rated at 50 bhp to 750 bhp
Tier 2 and Tier 3 Engine VDECS Modification
Deadline: December 31, 2026
If adding a properly functioning level-3 VDECS to any of the three engine categories phasing out on December 31, 2026, the last email date PERP will accept PERP Form 20 for VDECS modification requests is December 31, 2026.
Any applications that are emailed after these deadlines will be denied.
