Draft Report on Feasibility to Reduce Emissions During Aircraft Taxiing

The California Air Resources Board (CARB) has contracted with Roland Berger to conduct a California-specific assessment of aircraft taxiing emission reduction technologies. Roland Berger will host a webinar to present findings of the draft document, Report on Feasibility to Reduce Emissions During Aircraft Taxiing (“report”). Comments will be collected during the webinar, and will be considered for the final report. The draft report is available now, and the presentation slides will be posted on CARB’s Aviation Conferences & Workshops page prior to the webinar.

In 2024, CARB initiated the Statewide Clean Aviation Initiative (SCAI) to explore opportunities to reduce emissions from aviation. Airports and aviation are a critical component of California's economy, and source of emissions with community, regional, and global impacts. California aircraft activity is projected to increase over the coming decades, and because emission standards will not require adoption of cleaner technologies, emissions from aviation are projected to increase from today's levels. Multiple areas in California cannot meet federal air quality standards without emissions reduction from aircraft operations. In the 2022 State SIP Strategy, CARB committed to go to the Board in 2027 with proposed programs and policies to reduce airport and aircraft emissions to the maximum extent practicable.
The draft feasibility study conducted by Roland Berger supports CARB in its emission reduction goals by evaluating aircraft taxiing emissions reduction technologies, including assessing their impacts to safety, operations, costs, and ability to deliver emissions benefits at scale. Comments will be accepted during the webinar and will be considered for the final report.
