The California Air Resources Board (CARB) invites community members and interested stakeholders to join our annual Clean Transportation Equity Incentives Symposium. The Symposium brings together project administrators, outreach partners, community groups, and other key stakeholders to reflect on and provide transparency into CARB’s suite of equity-focused, light-duty, and mobility incentive programs. It is a unique opportunity to provide input directly to CARB and program administrators, build relationships for future collaboration, and share ideas with organizations from across the state who care about clean transportation. This full-day event will include engaging panel and breakout discussions, networking opportunities, and a poster session. Background
California Clean Transportation Incentives Funding: The Low Carbon Transportation Program is part of California Climate Investments, a statewide program that uses billions of Cap-and-Invest (formerly Cap-and-Trade) dollars to fund projects that reduce harmful emissions, protect public health, strengthen local economies, and support natural environments. With a strong focus on communities most impacted by pollution and limited access to resources, California Climate Investments help build a more equitable and sustainable future. CARB’s Low Carbon Transportation Program is designed to accelerate the deployment of low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most overburdened communities. These investments support the State’s goals of a 100% sales of new passenger vehicle sales be zero-emission vehicles (ZEV) by 2035 and medium- and heavy-duty vehicle sales by 2045. They also support the reduction of short-lived climate pollutants, as well as the goal to deploy 5 million ZEVs by 2030. Additionally, these incentives continue to support Governor Newsom’s Executive Orders N-79-20 and N-27-25 which committed and recommitted California to cleaning its air, stabilizing its climate, and innovating for clean vehicles. Lastly, these investments reduce ozone precursor emissions and toxic diesel particulate emissions, supporting the State’s goals in these areas.
CARB’s clean mobility and light-duty vehicle incentive projects are designed to support the long-term deployment of California’s fleet and ensure it occurs in an equitable manner. The projects include the following vehicle purchase incentives and clean mobility investments:

Clean Cars 4 All: Provides incentives to help lower-income consumers living in overburdened communities to replace their old higher-polluting vehicles with newer and cleaner transportation options. Additionally, buyers of plug-in electric vehicles (PHEV) and battery electric vehicles (BEV) are also eligible for home charger incentives or prepaid charge cards if home charger installation is not an option.

Financing Assistance for Lower Income Consumers (Driving Clean Assistance Program): Provides financial resources to help lower-income Californians purchase advanced clean vehicles. The project offers vehicle price buy-downs (grants) at the point of sale, guarantees fair financing through lower-interest loans, and provides home charger incentives or portable chargers and prepaid charge cards where home charger installation barriers exist.

California E-Bike Incentive Project: Provides voucher incentives to low-income California residents for the purchase of electric bikes (e-bikes) including cargo e-bikes and adaptive e-bikes. The project also commits a portion of the project funding to e-bike safety, education, and training.

Access Clean California: Helps streamline access to California Climate Investments' consumer-facing, equity-focused clean transportation and clean energy incentive programs for overburdened communities. The project also provides resources to nonprofits, community-based organizations, and similar grassroots organizations to help families in overburdened communities learn about, apply for, and participate in clean transportation and clean energy incentive programs.

California Integrated Travel Project: Supports various projects across CARB’s light-duty and clean transportation programs by helping to develop a streamlined payment strategy for transit and electric vehicle charging. This project is being developed by the California Integrated Travel Project and administered by the Capitol Corridor Joint Powers Authority.

Sustainable Community-Based Transportation Equity Mobility Projects: Supports the transportation needs (other than vehicle ownership) of low-income residents and those living in overburdened, and tribal communities. Currently, CARB's Sustainable Community-Based Transportation Equity Mobility Projects includes Clean Mobility Options, Clean Mobility in Schools, and the Sustainable Transportation Equity Project.

Sustainable Community-Based Transportation Equity Planning and Capacity Building Project: Increases transportation equity in overburdened communities by improving the local understanding of residents’ transportation needs, helping develop organizational and community capacity building so communities are ready to plan for clean transportation solutions, and preparing communities to implement community-identified projects that fill transportation gaps and improve clean transportation access.
