The California Air Resources Board (CARB) invites you to participate in an online public workshop overviewing the updates made to the statewide recreational marine vessel emissions inventory model – Recreational Marine Vessels 2026 (RMV2026). This workshop also acts as the official public release of the RMV2026 model and accompanying technical documentation that describes the methodology and assumptions embedded within the model. This meeting will be conducted through Zoom and participants will have the opportunity to ask questions during the workshop.
Interested parties must register to participate. After registering, participants will have the option to participate via the Zoom software platform or access the meeting by telephone with dial-in instructions. There will be no in-person attendance for this workshop. CARB staff highly recommends participating using the Zoom Desktop or Mobile App.

Background
RMV2026 will replace CARB's current recreational marine emissions inventory based on the Pleasure Craft 2014 (PC2014) model, which was released in 2014. Since then, CARB has updated emissions factors, population, and activity data for recreational marine vessels, resulting in the updated RMV2026 model. Emission factors were updated based on the CARB's Spark Ignition Marine Engine (SIME) database as well as production line testing reports. Population data was updated with recent CA DMV registration and US Coast Guard registration information. The operation and storage activity were updated based on a 2022 RMV Survey conducted by the Social Science Research Center (SSRC) at CSU Fullerton.
This workshop will contain no updates on the spark-ignition marine engine standards discussed in the 2022 State SIP Strategy. Though there have been no publicly released documents updating this topic, CARB is still considering more stringent exhaust standards and possibly requiring zero-emission technologies for certain recreational marine applications.
